SAN DIEGO (KGTV) — A coalition of some of San Diego's biggest business and labor groups wants the city to enact Measure C, the hotel-tax increase that did not generate the necessary support during the March primary.The measure would have raised the city's hotel tax by as much as 3.25% to pay for expanding the convention center, adding services for the homeless, and funding road repair. The measure failed to get the two-thirds vote California law requires for many tax increases. "Sixty-five percent of the people voted for it, that's an overwhelming majority of the voters," said Betsy Brennan, CEO of the Downtown San Diego Partnership, a member of the coalition. Two recent court cases involving Upland and San Francisco are giving supporters hope that Measure C can be enacted with a 50-percent plus one majority. It's because Measure C was a citizens' initiative, and there is now a legal precedent that tax increases that got to the ballot through signature drives can pass with a simple majority. “Measure C was overwhelmingly supported by San Diego voters in March, and we believe the will of the people — both the voters and the citizens who placed Measure C on the ballot — should be enacted," said a statement from the coalition, attributed to executives from the Chamber of Commerce, Tourism Authority and San Diego and Imperial Counties Labor Council. "Reducing homelessness, repairing roads and investing in our local economy are just as important as it was in March, if not more so. We believe in this cause and will continue to pursue Measure C’s implementation.”The coalition says it will continue to pursue Measure C's implementation. That could involve suing the city over the measure. The City Council itself could take action but discussed it behind closed doors last week without taking any action. Others, however, say enacting Measure C would send the wrong message to voters, who entered the polls March 3 understanding the proposition needs a two-thirds vote. "There are people out there who say my vote doesn't matter. Changing the goalposts after the election would prove that to be true," said Christopher Rice Wilson, associate director at Alliance San Diego, a community empowerment organization that did not take a position on Measure C. Dianne Rodriguez will be retiring in the next few years after decades of working in the hospitality industry. This year, she decided to build a retirement plan. She spent ,000, construction and permits included, for a pre-built granny flat.Work started in April. The landscaping and final touches were recently completed on a 375-square-foot, one bedroom, one bath tiny home, which she plans to rent out as vacation rental on Airbnb. "Living on a fixed income won't be easy. This will supplement our income and enable us to stay in San Diego, and do some traveling," said Rodriguez.She opened it up to her first tenant this week. The cost of the granny flat will add about 0 dollars to her monthly mortgage. She hopes to take in about ,000 a month from renting it out, which translates into an extra ,700.The company that built her tiny home is Instant Guest Homes. Owner Michael Avery says interest in tiny homes has surged since the City of San Diego relaxed its granny flat fees in May. SAN DIEGO (KGTV) - A California lawmaker is planning to move forward on a housing bill that would eliminate hyper low-density zoning near transit and job centers.Senate Bill 50 aims to clear the way for apartment buildings and affordable housing in those locations so more people can live near transit and near where they work, proponents say.California State Senator Scott Wiener of San Francisco tells 10News, in January SB 50 will come back before the Senate, and he intends to move it forward.RELATED: Making it in San Diego: Zoning rules partially responsible for low housing supply, report says"California has a massive housing shortage – which threatens our economy, environment, and diversity – and state action is essential to solve this major problem," Wiener said in a statement.While they wait for action at the state level, some San Diego community groups are pushing for local lawmakers to move forward with their version, dubbed SD 50."We are still working in these neighborhoods to try and change those communities," said Ricardo Flores, executive director of the Local Initiatives Support Corporation (LISC) San Diego.Flores said the City of San Diego needs to end its single-family home zoning regulations. Bry represents District 1, which includes the communities of La Jolla, University City, and Carmel Valley."I'm against SB 50 because I'm against state efforts to control local land use planning," Bry said. "I believe San Diegans should be in control of what happens in our neighborhoods. "Fees are what pay for the infrastructure because of Prop 13. The state can pick up that cost of infrastructure. There was nothing in SB 50 to mandate that."If San Diego updated its zoning policies, it wouldn't be alone.City leaders in Minneapolis passed "Minneapolis 2040" which aims to increase affordable housing and racial disparities in housing.Ricardo Flores said he believes it's time for politicians to make San Diego more inclusive."If you own a single-family home on your lot and you want to keep that you should be allowed to keep it, but if you like me and are interested in building a couple extra units for mom and dad to move into or to rent it out to help pay for a mortgage you should be allowed to do that," Flores said.In a statement to 10News, San Diego City Council member and Land Use and Housing Committee member Scott Sherman wrote, "A recent study noted that 47 percent of housing costs are due to government red tape and regulation. Since taking office, I have worked to reform land use codes and streamline the permitting process to make homebuilding less expensive. San Diego (KGTV) -- A 41-year-old woman suffered serious injuries Monday night when she was hit by an SUV while crossing the street in Pacific Beach.Police say the collision happened shortly before 10:40 p.m. on Grand Avenue west of Mission Bay Drive.A 24-year-old woman was driving a 2018 Jeep Cherokee eastbound of Grand Avenue while the victim was crossing the street southbound, then stepped off the center median and was struck by the Jeep. Paramedics took the victim to Scripps La Jolla Hospital with major injuries. She is expected to survive.The driver remained at the scene. 591
