SAN DIEGO (KGTV) — It's become the first question when considering a cell phone plan: How's the coverage?In San Diego, AT&T customers may find they have better luck than other carriers, according to a study by PC Mag.Locally, 19 locations were tested around the county — from Chula Vista to La Jolla and out to the College East area — between May 7 and June 1, 2019. Testers ran speed software every two minutes on sets of Samsung Galaxy S10 series phones for about 15 minutes in each location.For San Diego County, AT&T scored the "fastest" title ahead of T-Mobile, Verizon, and Sprint."In San Diego, AT&T had nearly double the average download speed of the next-fastest network, with excellent reliability," PC Mag writes. "The carrier has been spreading its 5G Evolution LTE improvements up and down the California coastline, and we really saw the positive benefits this year."AT&T's average download speed was recorded at 90.7 Mbps, compared to Sprint's 51.5 Mbps, T-Mobile's 44.2 Mbps, and Verizon's 36.4 Mbps averages. Uploads over 2 Mbps were successful 97% of the time on AT&T's network, 96% on Verizon, 94% on T-Mobile, and 74% on Sprint.Overall, AT&T, T-Mobile, and Verizon were all given a 100% reliability score. But when it came to speed of network, AT&T grabbed a perfect score, followed by T-Mobile, Verizon, and Sprint."AT&T and Verizon both plan to bring 5G to San Diego this year. SAN DIEGO (KGTV) — Local activists are accusing the city of San Diego of slow-playing their proposal to create an independent commission on police practices - to the point that it died.The measure would have created a board with subpoena power. And the ability to launch its own investigations.The board, which would have been called the Independent Commission Police Practices, would have addressed several of the concerns raised by the County Grand Jury about the city's Community Review Board.Those concerns include a lack of subpoena power, access to only some complaints, and an appearance some find too closely linked to the San Diego Police Department. Women Occupy San Diego's proposed an independent board that would have subpoena power."We would have independent investigators who would talk to the witnesses, who would look at all the documents, who would do the same things that (Internal Affairs) does," said Kate Yavenditti, a local attorney and one of the group's members.Women Occupy San Diego filed the measure in March, but earlier this month the City Attorney's said the San Diego Police Officers Association and the Municipal Employees Association needed to be consulted before it could go to the November ballot, due to a law called the Meyers Milias Brown Act.A city attorney memo said the the organizations needed to be conferred with because the measure could impact their working conditions.Yavenditti said she learned of this at a rules committee meeting on July 11, and the City Council didn't docket the issue until Monday, just less than two weeks before the Registrar of Voters deadline for the November ballot.It was too close, so the council voted not to move it forward."At this point, there's nothing we can do about it except talk about what we believe was a deliberate delay," Yavenditti said. A city spokeswoman said this measure was treated the same as all the others that were vying for the November ballot. Jack Schaeffer, president of the San Diego Police Officers Association, said he stood by the current Community Review Board. He noted it has trained experts doing investigations, they pick apart all the evidence and come to appropriate conclusions."It's almost like a big audit of what we’ve done as investigators," he said. "If you look nationwide, a few different ways to do police oversight and not one of them is really any better the other."Yavenditti said her group is now eyeing the proposal for the 2020 ballot. 2489

  

SAN DIEGO (KGTV) — It’s an online service that brings groceries right to your doorstep, but some who work for Instacart told Team 10 they are being treated unfairly.Instacart entered the San Diego market in 2016. It basically works like Uber, where people can sign up to be “shoppers” and fill orders for a fee.Jacquelyn Westby signed up for Instacart to make extra cash.“We shop for groceries and then deliver using our own vehicles, our own gas,” Westby said. She recently graduated from grad school and is looking for a job in the field of occupational therapy. Instacart helped keep her afloat as she dealt with growing bills.“This job was the difference between homeless and not. Being able to eat and not,” Westby said.Westby said Instacart changed its pay structure over the past couple months. A company spokesperson said changes were meant to improve the shopper experience, adding things like “pay per mile” and estimated earnings. Westby, however, said the new pay formula has made things worse.“Before I could easily work a four hour shift in the morning or the afternoon and make 0 [to] 0 and be done with my day,” Westby said. “Now, I’m working 12 hours a day and sometimes I’ll make upwards of . Sometimes, it’s .”She said tip is now factored into total earnings from Instacart. Westby also said while heavy pay is added for heavier items, it is not consistent.“I think it’s about the bottom dollar.
