SAN DIEGO (KGTV) — Brendan Watters had big plans for Ballast Point the moment his company took control March 2. That includes creating new beers, and driving a wrapped bus around San Diego for two months announcing that the iconic craft brewery was back under local control. All of that hit a snag two days after sale closed, when Gov. Gavin Newsom announced a State of Emergency because of the coronavirus outbreak. "So basically a week after we were closing up operations," said Watters, the brewery's CEO, who moved to San Diego after the sale. "We had to pivot straight away."Watters' company, Kings and Convicts, bought Ballast Point from Constellation Brands, a Fortune-500 beverage company that paid billion for the San Diego brewer in 2015. Watters declined to disclose the sale price, but did confirm it was less than billion. He said Ballast Point, which launched in San Diego in 1996, lost some of its local charm under an international brand. He says he plans to bring that back, with two new beers launching this summer and an emphasis on design, such as the famous oceanic art that accompanies each one. Still, he faced an unprecedented challenge two days after closing. The tap rooms all shut down, eviscerating 50 percent of its revenue (Watters estimates total revenue fell as much as 60 percent). Watters says the brewery focused on its distribution, and was aided by a federal stimulus loan. SAN DIEGO (KGTV) — California officials said Friday that a technical glitch caused data on hundreds of thousands of COVID-19 tests to go unreported.Despite the inaccurate data, officials say they are still seeing a trend showing a decrease in case rates. Hospitalization and death data, however, is collected differently and unaffected by the glitch.According to the state, the data system they use failed and that led to inaccurate case numbers and case positivity rates. That failure prevented counties from having some of the data they need to monitor and respond to the virus in local communities, like contact tracing.The state says that about two weeks ago, a server outage created a delay in lab records coming into the reporting system. At the same time, they realized they weren't getting data from one of the largest commercial reporting labs for about five days.California Department of Health and Human Services Secretary Dr. Mark Ghaly says the issues have been fixed."We expect that over the next 24 to 48 hours that the backlog that's between 250,000 to 300,000 cases will be resolved, giving us a better sense of the number of tests that were delayed," Ghaly told reporters on Friday. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."The state says the system was not built for the volume of data it's receiving. It's putting new systems in place and has created a backup system to double-check the data and reports.California's County Monitoring Watch List was paused last week so that the glitch does not play a role in decision making about county statuses.Gov. SAN DIEGO (KGTV) — California Highway Patrol officers played the part of Santa Claus for one little girl who made a very big difference this summer.The lights were flashing and Christmas music was blasting through the loudspeaker as officers drove downtown toward 4-year-old Leilani's home.Leilani and her dad Lydell Short met them on the sidewalk.One officer walked up, crouched, and asked Leilani in a soft voice if she remembers them.She nodded.She and her dad met the officers last summer during a Black Lives Matter protest. Short said they heard a commotion outside and saw the line of officers near a crowd of protestors."She's always telling me she wanted to be a police officer or whatnot, so I asked them if it would be okay if she took a picture with them," he said.She high-fived and smiled with officers.A moment of kindness that left an indelible mark and brought so many people together during a tense time.Back at Leilani's home, Christmas gifts from the officers started flowing, including a barbie car, dinosaurs, a doctor doll, and most coveted, a brand new bicycle and scooter."We got a lot of stuff!!" Leilani cheered, kicking her foot into the air and smiling wide under her mask.After seeing our latest story on ABC 10News on the family, the officers got in touch with Leilani's family to coordinate the surprise."She got everything she asked for so we were very appreciative. SAN DIEGO (KGTV) — Chicano history will be celebrated in San Diego this week at one of the city's most historic parks.On April 20, the Logan Heights community will celebrate the 49th annual Chicano Park Day at the famed park underneath the Coronado Bridge. The free festival brings together community members annually for art, education, entertainment, and honoring Chicano culture and the park.This year theme will be "Danzantes, Protectors of Our Traditions and Chicano Park, 500 Years of Anti-Colonial Struggle."Performances are scheduled by a lineup of traditional and cultural dance groups and one of the largest Aztec Indigenous dance performances by Danza Azteca Calpulli Mexihca. In addition to dancing, kids art workshops, speakers, and more than 325 classic lowrider cars and bikes will be on display. Attendees can also visit various arts and crafts, and informational booths throughout the colorful park.And, of course, there's the food, which will be sprinkled throughout the park at various booths.The event comes a couple days before the official establishment of Chicano Park on April 22, 1970, by activists. The site was placed on the National Register of Historic Places in 2013 and became a National Historic Landmark in 2016.The park is known for an array of colorful murals lining the Coronado Bay Bridge's legs that make up the Chicano Park Monumental Murals. SAN DIEGO (KGTV) -- Border Patrol is searching for the people on board a Panga boat that washed ashore near Sunset Cliffs.A neighbor says they heard a dog barking around 3 a.m. Monday morning then saw the boat while on a morning walk.The boat has “Ensenada. B.C.” painted on the bow.
