Deputies arrested a Polk City, Florida woman for DUI on a horse in Lakeland on Thursday. Donna Byrne, 53, was riding the horse in the roadway when deputies arrived on scene. Deputies said Byrne smelled like alcohol, had watery bloodshot eyes and was staggering. A field sobriety test was conducted and she was arrested for DUI. Byrne was also charged with animal neglect for failing to provide proper protection to the horse. According to the affidavit, Byrne put the horse in jeopardy of being injured or killed.Byrne blew a .157 and .161 BAC. A breath alcohol level of .08 is the legal limit in Florida. 633

Delaware has made history as the first state in the nation to ban child marriage under all circumstances.Democratic Gov. John Carney signed a bill this week making it illegal for anyone under age 18 to get married, even with parental consent.Before this, minors in Delaware could get married at any age with parental consent and a judge's approval, officials said.Despite most US state laws setting the age of marital consent at 18, every other state and the District of Columbia have loopholes for minors seeking marriage licenses, experts say. Texas and Virginia, for instance last year enacted new laws limiting marriage to those 18 and older, but they made narrow exceptions for minors granted adult rights by the courts."Most US states set the minimum age at 18," Human Rights Watch said in a statement. "But except for Delaware, all still allow exceptions, most of which are very broad -- for example with parental permission, or for pregnancy. DEL MAR (CNS) - Border Patrol officials Friday announced that 21 arrests were made earlier this week stemming from a foiled human smuggling operation off the coast of Del Mar.Border Patrol agents spotted a "suspicious vessel" near Dog Beach at about 3 a.m. Tuesday, which was later identified as a panga boat dropping off 16 Mexican nationals.In anticipation of a landing at Camino Del Mar, agents arrived to find a group of people clad in life jackets running toward three vehicles, according to the U.S. Border Patrol.One vehicle was stopped near the scene, while the other two sped off, the Border Patrol said.A 68-year-old U.S. citizen behind the wheel of a 2003 Mazda minivan was arrested along with eight passengers who were Mexican nationals. Two other vehicles were pursued to a hotel in Carlsbad, where the drivers -- both U.S. citizens -- were arrested with eight Mexican nationals who were passengers.According to the Border Patrol, U.S. Coast Guard officials intercepted the panga boat as it was attempting to depart the area, and two Mexican national men aboard were arrested.Border Patrol officials said five people will face human smuggling charges in connection with the incident, while one boat passenger will face charges for re-entry after prior removal. DENVER — Sunday was a long day for Kathryn Coogan, who drove around the Highland neighborhood in Denver looking for Rubble, her 4-year old son's therapy dog.Rubble was apparently stolen Saturday night.The Wheat Ridge, Colorado mom had taken the 9-month-old plott hound mix to a restaurant/bar on the 2200 block of West 32nd Avenue, tying his leash to the railing out front, while she went inside to visit with friends."He was wearing a red turtleneck sweater," she said. "He had his little toy and a bone."Coogan said when she came back outside, Rubble was gone."This dog is really, really, really important to my family and my son," she said, while choking back tears. "I have a special needs little boy. He's Rubble's daddy."Coogan said they adopted Rubble when he was three months old."He was found on the side of a road with all his siblings in a box of rocks, which is why his name is Rubble," she said.Coogan said witnesses told her that a man and a woman walked by the restaurant, turned around, came back and asked whose dog that was.  She said they were told that it belonged to someone in the restaurant."They unleashed him," she said, "and started walking toward Tejon Street."Coogan said she can't help but wonder if someone thought the dog shouldn't have been out in the cold."I don't know if he took him, if he dropped him off, if he woke up and realized he stole someone's dog," she said, "or if he's trying to make a point."She said if that's the case, he didn't handle it right."If it's 100 degrees and in the car, hell yeah, break the window," she said, "but we were right here."She's pleading for Rubble's return.Coogan said she spent the day Sunday filing a police report, posting fliers in the neighborhood and searching for Rubble."I just want my dog back," she said. 1837
