Gavin Newsom has signed legislation banning two dozen toxic chemicals from being used in cosmetics — making the state the first in the nation to prohibit the use of the hazardous ingredients for that purpose. (AP) -- Santa found himself a little more tied up than usual this time of year.A Northern California man impersonating Santa Claus and flying on a powered parachute was rescued after he became entangled in power lines.The incident happened Sunday shortly after the man took off near a school in Rio Linda to deliver candy canes to children.KCRA-TV reports the man flew into a maze of power lines and wound up suspended in them.Officials say power was shut off to about 200 customers in the Rio Linda area during the rescue.The man, who wasn't identified, was not injured. 597

SACRAMENTO, Calif. (AP) — Californians will vote next year whether the state should issue billion in bonds for school construction and modernization projects.Gov. Gavin Newsom signed legislation Monday placing the bond on the March 2020 ballot. He says improving physical conditions in schools will improve students' educational experiences.Nine billion dollars will go to facilities serving students in pre-school through 12th grade. Two billion dollars each will go to the University of California system, the California State University system and community colleges.Local governments have to provide matching funds.
