SAN DIEGO (KGTV) - The San Diego County District Attorney’s office released Friday a detailed report and video evidence in the death of a woman arrested by San Diego Police. Aleah Jenkins, 24, was arrested Nov. 27 on an outstanding warrant for meth possession during a traffic stop in University City. The video released at a news conference Friday shows Jenkins vomiting in the back of a patrol car. The officer initially called for medical aid but it was called off because Jenkins said her illness was due to pregnancy. That was not true, according to District Attorney Summer Stephan. There were several points when Jenkins yelled and asked for help in the back of the patrol car. Officers took Jenkins to SDPD headquarters downtown, where she collapsed. Jenkins was taken to UC San Diego Medical Center and died Dec. 6. A spokesperson for the Jenkins family said San Diego Police could have prevented Jenkins’ death by getting her help when she said she didn’t feel well.The autopsy indicated Jenkins had PCP, THC, morphine, and meth in her system, but no injuries which would have caused her death. District Attorney Summer Stephan said at a news conference Friday that no charges would be filed against the officer who arrested Jenkins after a careful review of the evidence. "I looked at the fact that at the period of time where he didn't get a prompt response he pulled over he pulled over and physically looked at her,” Stephan said. SAN DIEGO (KGTV) - The pinch of the partial shutdown on federal government agencies and employees approached a squeeze Wednesday as workers prepared for their first pay period without a paycheck. Hundreds of thousands of federal employees who are furloughed or working without pay during the government shutdown are anticipating an end to the political standoff. The partial shutdown, which took effect Dec. 21, forced 420,000 workers to continue their jobs without pay. 380,000 workers were furloughed nationwide. 5,000 of the affected workers are in San Diego County, according to Rep. Scott Peters' office, which cited the Association of Federal Government Workers. Border Patrol agents enforcing the U.S.-Mexico border in San Diego County are among the affected employees. So are TSA agents, including those who kept holiday travelers safe at Lindbergh Field. RELATED: No deal to end shutdown; Trump says 'could be a long time'Many San Diegans only noticed the impact of the shutdown by the closure of national parks including the Cabrillo National Monument in Point Loma, and Joshua Tree National Park. However, more people may soon feel the change. Many departments and agencies are running out of carryover cash, Politico reports. Dozens of national parks and museums, including Smithsonian facilities, closed Wednesday as they ran out of money. Yosemite National Park limited entry due to problems with human waste and public safety. Visitors were told to use restrooms in nearby communities before entering the park. The Coast Guard is scaling back boating safety checks, mariner licensing, and fishing law enforcement, according to Politico. Tax filing season, which usually starts in January, may start later, and many IRS workers may be called to work without pay for filing season. The most recent pay period ended Dec. 22, with paychecks arriving Dec. 28. The next pay period ends Jan. 5, with the check due Jan. 11. There’s a possibility that check may never come. Workers may be paid retroactively but it would take an act of Congress. To make the financial picture even more grim for federal employees, President Trump issued an executive order Friday, freezing their pay for 2019. Their 2.1 percent hike was supposed to take effect this month. According to a new 10News/Union-Tribune scientific poll released Tuesday evening, Vermont Senator Bernie Sanders has moved into the lead with 25%. In another shakeup, former New York City Mayor Mike Bloomerg surged into second place at 21%.Former Vice President had been the leader in each 10News/Union-Tribune poll taken this election cycle until this latest result. In the new poll, Biden fell to third place at 15%, with former South Bend Mayor Pete Buttigieg at 12%. SAN DIEGO (KGTV) -- There is road rash on his forehead and a smile on his face. "Just hangin' in there, man."Julio Vazquez is in a hospital bed at U.C.S.D. Medical Center in Hillcrest, his broken leg in a cast from above the knee to his toes.  "The pain I have is in my right leg.  Once I move it, it's a crazy pain, really bad. My right rib, one is broken and when I raise my voice, it hurts really bad."It was Sunday night about midnight in Ocean Beach. He had pulled over to assist a stranded couple on the shoulder of Sunset Cliffs Blvd.  The Ocean Beach man was trying to help start their white Lexus when another car slammed into them. The impact peeled back the door of the Lexus and propelled Julio into the air, over his own car, and into the ditch.Paramedics were soon on-scene; as his wife and two young children watched.Vazquez was doing a good deed; and paying a price for it.  "Stuff happens. Doesn't make me feel bad. It's just something I do when I see somebody needs help."Now he needs help; could be off work for several months and people are responding.  A GoFundMe page was set up to help offset costs; asking ,000.    "It feels great! Never thought so many people were gonna be helping me: people texting, social media, something surprising."As for the driver who took off, he said,   "If I was in his position, I'd go to the police."Despite the pain and his uncertain future.  "I don't have anger at nobody.
