(CNS) - Police identified a 43-year-old man armed with a machete who allegedly stabbed a police dog and broke a patrol vehicle's window in Oceanside.About 5 p.m. Tuesday, an officer was inside a vehicle, stopped at a traffic light on College Boulevard and Plaza Drive, when he saw the suspect, Noomane Trabelsi, across the street yelling at him, according to Oceanside Police Department Public Information Officer Tom Bussey.The suspect allegedly approached the vehicle swinging a machete and broke the driver's side window, Bussey said.The officer suffered minor injuries and called for assistance. A perimeter was established, and the suspect was seen near the Mossy Nissan dealership, at 3535 College Blvd., and officers tried to make contact with him, according to Bussey.Trabelsi went into a nearby ravine, prompting officers to deploy a police dog, according to Bussey.Trabelsi allegedly stabbed the dog, named Chico, in his head and then stabbed himself multiple times in his stomach, Bussey said. Chico was taken to a veterinarian and is expected to recover, according to Bussey.Officers, assisted by a San Diego County Sheriff's Department helicopter, searched for Trabelsi for two hours in tough terrain, according to Bussey.Trabelsi was located, arrested and taken to Scripps La Jolla to be treated for the self-inflicted injuries, Bussey said. 1381

Norwegian Cruise Lines announced they are extending their suspension of all cruises until at least March 2021, as coronavirus cases remain high in the US and around the world.In a statement released Wednesday, Norwegian said all trips departing between January 1 and February 28 as well as “select voyages in March 2021” will be suspended. The suspension also applies to Oceania Cruises and Regent Seven Seas Cruises through March 31, 2021.“Norwegian Cruise Line Holdings Ltd. … today announces an extension of its previously announced suspension of global cruise voyages as the Company continues to work through its return to service plan to meet the requirements of the Framework for Conditional Sailing Order issued by the U.S. Centers for Disease Control and Prevention,” the statement reads.Norwegian now has the longest suspension of major cruise operators. Carnival and Royal Caribbean announced last month they would suspend voyages through January 2021. Some Carnival voyages are canceled through February.The CDC lifted a no-sail order at the end of October, however a few days later, the Cruise Lines International Association, which represents about 95 percent of cruise operators, issued a statement that they would voluntarily suspend voyages through the end of the year, at least.Then a few days before Thanksgiving, the CDC warned Americans about traveling on cruises and the potential for contracting COVID-19. This followed a positive COVID-19 case on a Bahamas-based cruise voyage in early November.When the CDC lifted their order they announced a tiered approach, which would include cruises with a select group of volunteers to test COVID-19 safety protocols before passengers would be allowed. OCEANSIDE, Calif. (KGTV) - Oceanside could be getting a new active sports complex, complete with a man-made wave pool, perfect for surfing competitions, according to Mayor Peter Weiss. The idea is in it's beginning stages, no formal paperwork has been submitted to the city clerk. 10News spoke with her Wednesday and she said the developer, Zephyer Partners, has been talking with council members.Neighbors have already been hearing construction equipment hacking away at the remains of the drive-in that operated before the swap meet took over."When I was driving by and I saw you standing here I thought I need to find out because she probably knows more than I do," Neighbor Liz Lewellen said.She said the neighborhood has been wondering what could happen to the lot. Mayor Weiss told 10News the developer gave him this pitch, "n active sports complex, there would be a BMX track, a climbing wall, things like that, it would also have a hotel and then sports oriented retail." He also described a wave pool that mimics the Kelly Slater Surf Ranch in Fresno. The facility is state-of-the-art and perfect for competitions.The idea sparking interest in the community. Lewellen was shocked and excited when she heard."I love the idea that it's commercial coming in because this area desperately needs more restaurants more things," Lewellen said. "So that's really exciting, I know that we have the skate park up the street and that's been a god send for the kids and the active people in the neighborhood."Thursday Zephyr Partners will host a community workshop at Saint Mary Star of the Sea School from 6-8 p.m."It's something unique, I think I'd like to actually see the plans what they're proposing," Weiss said.When asked if Lewellen would try out the wave pool, "I've always wanted to learn how to surf," she said laughing, "so maybe, we'll see, if it's the perfect wave, maybe someone can train me how to perfectly get up on the board."Lewellen had one concern though, wondering how traffic would affect her drive to and from home.Zephyr Partners did not respond to 10News's request for comment. One of the men arrested for his involvement in a militia group's planned kidnapping of Michigan Gov. Gretchen Whitmer was the subject of a feature story in a Swedish newspaper in June.In a report originally published by Expressen on June 21, reporter Nina Svenberg and photographer Joel Marklund met the subject of their next story, 21-year-old Paul Bellar, at an anti-coronavirus lockdown rally in Lansing, Michigan dubbed "Judgment Day.""(Bellar) spoke about the Boogaloo movement," said Svanberg, a U.S. correspondent for Expressen. "He said that they were a part of the Boogaloo movement and he also said, 'Well, I'm going to get in trouble for saying this.'"After the rally, the journalists met at Bellar at his home in Milford, Michigan where Bellar showed off his weapons and talked about his views on the government."I feel like the American civilization has to know that it's going to possibly revolt against the tyrannical government," Bellar said during an interview with Svanberg at his home on May 14. "I feel people have had enough of it and they're willing to pick up arms for it.""He said it's a tyranny," Svanberg said later. "He pulled out his phone and said there were about 50 people in that chat group consisting of men and women, former veterans, all kinds of backgrounds."A federal investigation, aided by two informants inside the group's encrypted chats, kept police up to date with the group's plans, movements and training."He said he had been followed by the police, he was aware that the police were watching him as he described it," Svanberg said. "His big fear was that the feds or the police would come knocking on his door, he said that was what he was expecting."On Thursday, what Bellar said he was expecting happened. ORLANDO, Fla. — Thousands of census takers are about to begin the most labor-intensive part of America’s once-a-decade headcount: visiting the 56 million households that have not yet responded to the 2020 questionnaire.The visits that start Thursday kick off a phase of the census that was supposed to begin in May before it was delayed by the coronavirus pandemic, which forced the Census Bureau to suspend field operations for a month and a half and to push back the completion of the census from July 31 to Oct. 31.Census takers will ask questions about who lives in a household and the residents’ race, sex and relations to each other. Because of the virus, they have been instructed to pose questions from outside and to decline invitations to come indoors. The workers will wear cloth face masks and come equipped with hand sanitizer, gloves, laptops and cellphones.The first visits will be focused on six locations — West Virginia, Idaho, Maine, Kansas City, New Orleans and the Oklahoma City area. Separate from the temporary census takers, Census Bureau staffers will also start visiting groceries and pharmacies this week in neighborhoods with low response rates to assist residents in filling out questionnaires.The door knocking will expand next week to parts of Connecticut, Indiana, Kansas, Pennsylvania, the Virginia suburbs of the District of Columbia and Tacoma, Washington. Next month, hundreds of thousands more temporary census workers will fan out across the entire nation in the largest peacetime mobilization the federal government undertakes.Because it costs money to deploy census takers, the government is making one last push through advertising and social media to get people to respond online, by phone or through the mail over the next several weeks before workers head out in large numbers.As of this week, more than 62% of U.S. households had answered the census questions on their own. The Census Bureau reached its goal of a 60.5% self-response rate six weeks ago, though it had more time to get there because of the virus-related delays. They were picked to achieve that variety and to ensure safe operations during the pandemic, including the availability of workers and safety equipment, according to the Census Bureau.Louisiana is among the places that have seen recent spikes in infections, forcing the governor to mandate masks in public and shut down consumption in bars this week.The coronavirus “adds some stress to it,” particularly if the person being questioned is elderly "because we’ve been really trying to protect that population,” said Cyndi Nguyen, a New Orleans councilwoman.About a third of the applicants for the 500,000 census-taker positions are older and considered at higher risk should they get the virus, said Tim Olson, associate director for field operations at the Census Bureau.
