SAN DIEGO (KGTV) — San Diego County will plan their own guidance around trick-or-treating and celebrating Halloween next month while staying safe during the pandemic.County Public Health Officer Dr. Wilma Wooten said the county will develop guidance surrounding how to safely celebrate the holiday while adhering to public health orders. Wooten added that they will also take cues from the Centers for Disease Control and Prevention and the agency's guidance as well.Wooten said the county plans to have those recommendations by the end of the month."During the cloud of the pandemic, we have to get joy where we can. So we will be awaiting CDC guidelines but we'll be coming up with a process, a protocol," said Wooten. SAN DIEGO (KGTV) - Safe Walkways, a group of San Diegans concerned over the misuse of motorized scooters, submitted proposals to the Mayor Kevin Faulconer's office Tuesday.They’re asking for stricter enforcement when it comes to use of motorized scoots on sidewalks and walkways.“It’s dangerous for the people who ride them,” said Dr. Jonathan Freeman, who submitted the proposals. “The riders try to avoid riding on the road, so they ride on sidewalks and walkways like this, and they put pedestrians in danger.”Safe Walkways has launched its NOW campaign, which stands for “Not On Walkways”. The group is asking the city to require companies that own the scooters, and the riders to obey laws or face penalties.They want companies to require scooter users to provide an image of a unique valid driver license to open a user account.They say if terms aren’t met, they want the city to make sure the company loses its rights to operate in San Diego.Freeman said walkers and people with disabilities have been greatly affected by the use of scooters on sidewalks and other walkways.Right now, police can ticket people who ride scooters in banned areas, like sidewalks, but Freeman said that hasn’t stopped many people from doing it.Other San Diegans say the scooters have helped tremendously when it comes to getting around town efficiently.It’s unclear if the city will enforce new rules in response to the proposal.Below is the list of proposals sent to the Mayor’s office by the group.THE SAFE WALKWAYS PROPOSALS FOR TERMS TO BE INCLUDED IN THE CITY’S PROPOSED REVOCABLE PERMITTING AGREEMENT GOVERNING MOTORIZED SCOOTER RENTAL COMPANIES SUBMITTED TO THE MAYOR OF SAN DIEGO ON JANUARY 2ND. 2019.The Mayor proposes that rental motorized vehicle companies sign a revocable permitting agreement setting out terms to be met. ? SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer, Police Chief David Nisleit, and city councilmembers announced Monday that police would stop the use of a hotly criticized use-of-force technique.Nisleit says he will direct officers in a memo Tuesday to end the use of the carotid restraint procedure, following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."According to the City of San Diego, the department joins a growing number of agencies throughout the nation that have halted the use and training of the carotid restraint. If we get off the state’s watchlist Friday, kids would be allowed back in-person in as soon as two weeks.But, some districts tell ABC 10News they would still need more time.Supervisor Nathan Fletcher hinted at a victory for the county Thursday afternoon.“Yesterday we were below the state guidance, today we’re below the state guidance,” said Fletcher. “Tomorrow if we’re below the state guidance that will remove us from the state monitoring list.”RELATED: San Diego County case rate under watch list threshold for second straight dayThose metrics are based on having fewer than 100 cases per 100,000 residents over two weeks.
