A postmark is not visible in photos of several other packages shared with CNN -- only adding to the questions about their origins.The lack of a postmark is very rare, according to Nancy Pope of the National Postal Museum.A postal inspector who spoke to CNN on the condition of anonymity indicated it would be very unusual for a piece of mail to leave the facility where it was dropped off for delivery without such a mark.That could indicate that a sender or senders were working in multiple diverse geographical areas, including New York, Washington, Florida and California.Another source told CNN it is possible some of the stamps may not have been canceled because of the package's soft sides and odd shape, which would make it difficult to stamp.The US Postal Service's website also says mail may not be postmarked if it was processed through a meter or if the postage was paid by permit or precanceled stamp. None of those appear to apply to this situation.Adding to the mystery are post office markings on one of two packages sent to former Vice President Joe Biden indicating the stamps on the package did not cover the cost of the delivery, and additional postage is due.That suggests the package was weighed at some point during the shipping process, a former postal inspector told CNN.It was unclear from the photo whether that package had been postmarked.Postmarks can be applied by machine and by hand, depending on how a piece of mail is sent, according to the Postal Service. A suspected suicide bombing at a wedding hall in the Afghan capital, Kabul, has killed 40 people and injured dozens more, officials say.The blast ripped through a venue near the city's international airport, where a gathering of religious scholars was taking place, the Afghan interior ministry said. A new study takes a closer look at the impact the amount of time children spend on cell phones, computers and TV is having on their brains.“What they're finding, or what they're reporting, is that more screen time--in fact a lot of screen time, around 7 hours a day--is associated with changes in the brain and changes in cognition,” says Rachel Barr, a developmental psychologist.Dr. Barr studies the impact TVs, computers and cell phones can have on young children.Kids between the ages of 8 and 12 spend generally six hours a day, while teens are spending nearly nine hours.While Dr. Barr agrees too much time can have negative impacts, she points out what children watch on their devices matter.“Exposure to education programing in younger children is associated with better outcomes and especially for children who are growing up in low resourced communities,” Dr. Barr explains.As for what parents can do: set time limits and ground rules, like keeping screens out of the bedroom, which can make it easier for children to fall and stay asleep.“Setting up this family media plan, being mindful of your own media use and your child's media use, even though you're being bombarded by all of these changes in media yourself,” suggests Dr. Barr. 1254

A migrant rescue ship has docked in Malta after being stranded for days in the Mediterranean amid a diplomatic dispute over which country should accept the 141 migrants on board.The migrants, including two pregnant women and 67 unaccompanied minors, disembarked from the Aquarius Wednesday at Senglea, a port city in Malta. They will soon be sent to locations in France, Germany, Luxembourg, Spain and Portugal, which have agreed to take them.The mood on board was jubilant as the ship neared the port, according to video tweeted by charity Doctors without Borders (MSF).
