Police will charge 38-year-old Wu Shengli next week with kidnapping and injuring Wang Bingrong, Party chief of Weining County in southwestern Guizhou Province, on April 13. Wang tried to call a local finance official for help, but he thought Wang was playing a joke on him. It was not until the next morning when the official received a second call from Wang that public security departments were alerted. Wang was found seriously injured and rushed to hospital. "There were three big wounds on his head," one of Wang's nurses from Weining County People's Hospital said on April 20. "Surface wounds have healed, but there is still a hematoma inside his head." Wu, from Hubei Province, was captured "without difficulty" and put under criminal custody, the newspaper said. He used to work as a truck driver for a local gold mining company. While officials remain tight-lipped about the case, rumors of why Wang was targeted have spread. "It is a pure kidnap case for money, and there is nothing between Wang and the kidnapper," Li Zhengchao, a local official told the Guangzhou newspaper. But others are not convinced given that Weining is a remote county and kidnapping a top official poses high risks. Two mine explosions in the coal-rich county last May and June killed 20 workers, leading to the shutdown of more than 400 illegal mines. Wang is believed to have ordered the closure of more than 2,000 illegal mines in one year. In Weining, Wang is known for his boldness in streamlining local government bodies. Over-staffing of departments has been a problem in the county. For example, there are as many as six or seven vice-directors for a small department, as compared to two, regulated by the State. Wang's reform has reduced the ranks by more than 100 senior officials. "Many officials could previously stay in their posts until aged 58, but now they have to step down at 50," said a local official. Last November, Wen Jiangang, the former head of Xingren County, was stabbed to death together with five other family members. He was also known for his tough stance on coalmine safety. Wen had closed more than 300 illegal coalmines within six months.

GUANGZHOU: The Guangdong People's Procuratorate on Thursday called on the public to continue to help it identify and prosecute government officials found to be guilty of dereliction of duty. Figures show that of the 2,200 such cases reported by the public since 2005, 738 people in 678 cases were subsequently prosecuted. Of those, 65 were county-level officials, with five holding more senior positions. Since the beginning of 2006, the procuratorate has rewarded 23 people for providing information on such cases, Huang Liming, director of the anti-dereliction of duty division of the provincial procuratorate, said. Also on Thursday, the provincial disciplinary watchdog disclosed details of four its most serious cases. In one, two police officials in Huazhou, Guangdong, were charged with torturing to death Huang Weiqing in November 2002, who had earlier been arrested for being a grifter. A court heard how police officer Huang Weiguang, who had been drinking alcohol prior to interrogating the suspect, repeatedly beat the man about the head, chest, back and legs until he lost consciousness, in a bid to extract a confession. Huang Weiqing later died of his injuries on November 14. A second police officer, Li Hanyu, was found guilty of failing to intervene; he instead simply left the room. Almost 40 police officers from the station unanimously testified that the suspect had killed himself by hitting his head on a table while being questioned. However, the dead man's family continued to appeal to government departments for justice. The provincial procuratorate eventually set up a special team and after a two-month investigation reached its decision on the police officers involved. Huang was sentenced to life imprisonment, while Li got two years for dereliction of duty. A number of other police officers were also punished. In another case, Fu Zuoqing, the former president of the Qingyuan Intermediate People's Court, received 11 years' imprisonment for misuse of power, bribery and embezzlement.

Authorities were unable to accurately predict the recent weather conditions due to lack of equipment and an adequate forecast model, the national meteorological agency has said."We underestimated the duration and severity of the weather and failed to pre-evaluate its impact on transport and the power sector," China Meteorological Administration (CMA) spokeswoman Jiao Meiyan said.The CMA had forecast all five rain and snowstorms between Jan 10 and Feb 5 two to five days in advance. But it failed to alert the public to the extreme danger of the storms."One reason why the weather department could not make precise forecasts is because many of the places most affected were located in mountainous areas where meteorological monitors are in short supply," Duan Yihong, deputy director of the National Meteorological Center, said."Another major problem is that China's numerical weather forecasts still fall far behind world standards."Numerical weather forecasts, based on calculations by high-performance computers, are a core part of modern weather bulletins. China began to develop its own numerical forecast model less than a decade ago.There is a 10-year gap between the Chinese model and advanced foreign models, Duan said.The extreme weather also made it a huge challenge for Chinese meteorologists."It was increasingly difficult to forecast as low-probability extreme weather is occurring more frequently," Qiao Lin, chief weather forecaster of the Central Meteorological Station, said.To enhance the country's defense against extreme weather, China will begin to establish a monitoring and warning system, Jiao said.

XI'AN -- Lawmakers in Northwest China's Shaanxi Province enacted a law on Saturday that is intended to improve protection of the Qinling Mountains, a habitat of endangered giant pandas.The law, which will take effect on March 1, is aimed at preserving biodiversity, preventing soil erosion (which averages 84 million tons a year) and promoting harmony between man and nature in the mountain range, which is a divide between China's north and south.It requires all future development projects in the Qinling Mountains to be assessed for their possible impact on the ecology and bans real estate projects and polluting industries in nature reserves, where the ecology is more vulnerable.The law also bans mining and resource exploration in nature reserves and forest parks.Local governments must ensure immediate demolition of existing projects that are potentially harmful to the ecology, it says.The Qinling range, which largely spans Shaanxi Province, covers more than 50,000 square kilometers.The range is home to approximately 300 Qinling pandas, a sub-species of giant pandas on the verge of extinction, and many other rare animals under state protection, such as golden monkeys, the red ibis and antelopes.

The authorities are considering a central system to award individuals' achievements in various fields to regulate such honors now being given out by local governments and agencies, said officials."The country is forging ahead to study the setting up of a national system of honors and a government framework for awards," said Yin Weimin, minister of personnel.Research on two specific laws to administer awards and confer medals is already being carried out, Yin said in a conference over the weekend.The National People's Congress has discussed laws on systems to give out awards and medals as early as 1993, but no agreement has been reached because of the complexity of such systems, experts said."Effective government awarding methods are positive ways to motivate society to learn from the merits of individuals," said Wang Xiongjun, a researcher with Peking University."And the establishment of core honors in an award system, as national honors and medals for certain fields, will bring China in line with international standards," Wang said.Currently, China has various rules set up by government agencies to award individuals including civil servants and civilians who make contributions in certain fields, but almost all these lack detailed descriptions on awarding procedures and methods, said Wang.There have also been cases where officials were nominated for awards in controversial selection processes - sometimes involving large amount of prize money - that were said to lack transparency.For instance, judge Song Yushui from the Haidian District People' Court was up for an award worth a million yuan (5,600) in 2005 given by the Beijing municipal government for being one of the "outstanding individuals" of the year.But critics said Song should not receive such an award since her "achievements" were expected of her as a judge.To prevent such situations, there should be guidelines and principles set under an awards system, said Hua Xiaochen, an expert on public institutions with a research body under the Ministry of Personnel.The main role of an awards system is to provide examples of merit for the public to learn from and not to focus on large prizes, Hua told the Legal Daily.
