About two tonnes of fuel oil have spilled, creating a slick about 3 km long and 100 meters wide.The vessel, carrying 950 tonnes of heavy fuel oil and 65,000 tonnes of coal, was bound for China.

BEIJING, May 27 (Xinhua) -- Two spokespersons have been named for China's Information Office of the State Council, or Cabinet, and the International Communication Office of the Communist Party of China (CPC) Central Committee.The two spokespersons are Guo Weimin, director of the press bureau under the two offices, and Li Wufeng, director of the offices' Internet affairs bureau, according to a press release on the office's official website.In December last year, Wang Chen, director of the State Council Information Office, said the establishment of a spokesperson system for the CPC committees would be a major task for 2010.The system would be promoted in departments of the CPC Central Committee and provincial-level committees to enable them to release information on Party-related affairs by holding press conferences and providing interview opportunities, he said.

HONG KONG, April 16 (Xinhua) -- A volunteer from Hong Kong who lost his life on Wednesday when rescuing others in the earthquake- hit Qinghai province of China, has been recommended for a gold medal for bravery at home, local authority said on Friday.Wong Fu-wing, a 46-year-old volunteer, escaped from the earthquake on Wednesday morning but returned to rescue the trapped orphans and teachers in the orphanage where he worked in Yushu county of Qinghai province. He was critically injured by falling debris in a powerful aftershock.Tsang Tak-sing, Secretary for Home Affairs Bureau of Hong Kong Special Administrative Region (HKSAR) government, said on Friday that Wong has been recommended for the Medal for Bravery of Hong Kong.The Medal for Bravery (Gold), created in 1997, is the first rank in the Order of the Medal for Bravery, awarded for acts of gallantry of the greatest possible heroism or of the most conspicuous courage in circumstances of extreme danger.Chief Secretary Hengry Tang Ying-yen said Thursday that Wong's selfless sacrifice deserved the highest respect and expressed condolences to his family.Wong's family members departed from Hong Kong to the disaster zone of Qinghai province on Thursday to collect his remains. BEIJING, April 14 (Xinhua) -- The Chinese government has allocated 200 million yuan (29.3 million U.S. dollars) from the central fiscal for disaster relief in quake-hit Qinghai Province, the Ministry of Finance said late Wednesday.The fund was to support relief efforts including evacuation, resettlement, medical treatment and epidemic prevention.A 7.1-magnitude quake hit the Tibetan Autonomous Prefecture of Yushu in Qinghai early Wednesday morning, leaving at least 400 people dead and 10,000 others injured.
