SAN DIEGO (KGTV) - The City of San Diego is planning on expand its designated scooter parking zones to Ocean Beach. The Mayor’s staff recently sent a list and map of 106 prospective locations to the Ocean Beach planning board. The scooter corrals are similar to the on-street parking the city has already installed downtown. The ‘Micro Mobility Parking Corrals’ - as the city calls them - are installed at red curb spaces that do not block traffic, fire hydrants or impede visibility. The Mayor’s office says it is working with community groups to find suitable locations in OB and they plan to have feedback by June 10th. 630

SAN DIEGO (KGTV) -- The man accused of opening fire into a Hillcrest business has been found incompetent to stand trial. Stefano Markell Parker, 29, was facing attempted murder charges in San Diego in connection with the shooting at Golden Dragon Asian Bistro in February of 2019. Witnesses in the area that night described a man they say stood outside the restaurant armed with a rifle and opened fire. No one was shot. Witnesses say the gunman then changed clothes, providing a description. Police arrested Parker in the area later in the night. A spokesperson at the Jefferson County Jail in Alabama previously confirmed to 10News that Parker was in custody in recent years. In 2016, he was arrested in Alabama for possession of marijuana and drug trafficking charges. In 2017, he faced charges of distributing methamphetamine and possession of marijuana. Court records also show that Parker faced capital murder charges when he was a teenager in connection with a shooting from a vehicle. SAN DIEGO (KGTV) -- The all-clear was given after a suspicious device forced the evacuation of a building at San Diego City College Monday. The device was reported Monday afternoon in or near Building A, according to the school. The building serves as administrative offices. The college says no classes were affected by the evacuation. The building, as well as a cafeteria will remain closed for the remainder of the day. 431

SAN DIEGO (KGTV) -- The FBI is asking for the public’s help identifying the man who reportedly robbed a San Diego bank. According to the agency, the man robbed a U.S. Bank located inside a Vons grocery store at 665 Saturn Boulevard. The suspect reportedly approached the teller and made a verbal demand for cash, telling the employee he had a gun. The man made off with an unspecified amount of cash. Pictures show the man wearing a hooded Padres sweatshirt and mirrored sunglasses. He is described as a white or possibly Middle Eastern man in his late 20s or early 30s. SAN DIEGO (KGTV) -- The first Friday of Spring is a special occasion, more so because it happens to be National Puppy Day. Does it get any better? To mark the occasion, County Animal Services is offering a Spring special - adoption fees for dogs and cats will be cut in half through Sunday, March 25. Dozens of animals are available at all three of the County's animal shelters and you can get a sneak peek at the pets available on the Animal Services website.Adoption fees include spaying or neutering, a microchip, free license, updated vaccinations and a free veterinary exam.
