SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. SAN DIEGO (KGTV) - Some professors at the University of San Diego are using the impeachment inquiry public hearings as a teaching tool.Instead of listening to their professor lecture about constitutional law, students at USD watched history unfold.Sophomore Bryson Patterson says, “Although we are studying war powers now that this has come up, we get to see the constitution in action. So, we get to live it, going on which is pretty cool.”Casey Dominguez, a Political Science Professor, is allowing students to watch the impeachment inquiry hearings during class as part of today’s lesson plan, hoping to help them understand what’s happening.Dominguez adds she hopes her students, “walk away from our class feeling they are competent to figure out what’s going on. And come up with informed opinions about it.”A lesson some of her students say has already left a lasting impression on them. Charlie Young, a Junior adds, “it’s the perfect opportunity to happen in college. Where we have professors to walk us step by step through the process to understand what’s happening and help guide us through the process deeper than what the political ends would tell us.” 1173

SAN DIEGO (KGTV) - Scripps Health revealed Tuesday plans for major new construction projects and buildings at its hospitals in San Diego County.The master plan includes flexible design spaces for evolving technology in patient rooms, operating rooms, laboratories and diagnostic centers, Scripps officials said.More care will be delivered on an outpatient basis at clinics and other facilities so Scripps can use acute care hospitals to care for the most seriously ill patients, said the company."This is our vision to build the health care system of the future - starting today," said Scripps president and CEO Chris van Gorder. "Our focus is on delivering the right care in the right setting that reflects the changing health care needs of the communities we serve across the San Diego region."The projects will be financed by operating revenues, borrowing and philanthropy, Scripps said.Scripps Memorial Hospital La Jolla:Construction includes a new seven-story, 401,000 square-foot hospital tower. It will feature a woman's health center, nursery, and neonatal ICU. The building should be finished in 2024.Scripps Mercy Chula Vista, Scripps Green Hospitals:The facilities will undergo seismic retrofitting. The work will start in 2022 in Chula Vista and 2027 at Scripps Green.Scripps Mercy San Diego:The campus will be the largest project for the health care system. The existing acute care building will be replaced with a new 710,000 square-foot 15-story tower. Most of the rooms will be private. The central energy plant will also be upgraded. Construction will start in 2022 and end in 2027.Scripps Memorial Hospital Encinitas:Plans include a new 185,000 square-foot three-story acute care building, a new medical office building, seismic retrofitting and energy plant upgrades. The work will be finished in 2024.Other projects:Construction includes two new Scripps MD Anderson outpatient cancer centers at Scripps Mercy San Diego and Scripps Radiation Therapy Center in La Jolla. Scripps will also build a clinic on Jefferson St. in Oceanside and renovate its Gateway 2 building in Chula Vista. 2116

SAN DIEGO (KGTV) — SeaWorld guests are getting their first look at a sea otter pup recently rescued in Alaska and taken in by San Diego staff for care.Cinder, an orphaned sea otter brought to SeaWorld earlier this month from Alaska, has nearly doubled in weight and has been hitting all the developmental milestones for her age, the theme park said. Veterinarians have been caring for the pup around the clock, the park says, and she has been adjusting well to her new home.RELATED: Orphaned sea otter pup brought from Alaska to SeaWorld's careCinder is viewable just in time for Sea Otter Awareness Week. SeaWorld keepers will be hosting presentations about otters and ways to public can help in their care in the wild through Saturday.The young pup arrived at the Alaska SeaLife Center underweight and dehydrated, before being transferred to San Diego. Cinder's now weighs a little more than 10 pounds, feeding on a special sea otter milk formula every three hours.Guests can view Cinder periodically throughout the day at the Otter Outlook nursery.The U.S. Fish and Wildlife Service has deemed Cinder non-releasable, so SeaWorld's Animal Rescue Team and veterinarians have provided constant care. She is expected to be introduced to the park's other resident female sea otters — Mocha, Coco, Clover and Pumpkin, who range in age from five to nine years old — who were also orphaned. 1393

SAN DIEGO (KGTV) - San Diego’s homeless crisis is an ongoing concern but programs, nonprofits, and schools are working to make sure people find shelter. When students arrive at Monarch School, there’s no telling what they might need. The staff is prepared. “We have four showers on campus. We open at 6 a.m., we have breakfast…we have a clothing boutique,” said CEO Erin Spiewak. Everything a child needs to prepare for the day is available because students don’t have a place to call home. “They're either living in a hotel or motel in one of our downtown shelters they're in a car or on the street.” Roughly 23,000 school-age children in San Diego County are homeless, according to Spiewak. Monarch serves about 300 of them. “The one thing that becomes stable for them is Monarch School; coming to the same school everyday, seeing the same friends, seeing the same staff becomes a ritual and a habit where they now have an environment where they feel safe and secure,” said Spiewak. In addition to meeting students’ physical needs, the school also to address students’ emotional well-being by providing therapists on and off site. The ultimate goal is making sure students get a quality education. “We know that the lack of a high school diploma is a big indicator of adult homelessness,” Spiewak said. “We have numbers between 70 to 90 percent of our students are graduating, so we know that with this population our success in getting them to that finish line is imperative to ensure they're not becoming homeless adults.” Homeless adults draw the attention of San Diego City Council member Chris Ward, the chair of the Regional Task Force on the Homeless. Ward says one of the most effective ways of helping people is through programs that intervene before they end up on the streets. “It’s far more cost effective to help people stay housed rather than have them fall in and have their own individual circumstances become more complex,” Ward said. While bridge shelters like the large tents downtown have proven effective in getting a roof over peoples’ heads quickly, Ward says the ultimate solution is simply more affordable housing. “We have to work on the permanent solutions. Housing construction and new development takes a long time. We have to find new resources to fund that and make that happen,” Ward said. Ward wants voters to approve a housing bond to fund more projects. “We’ve done all of our homework; we know what the needs are and if we all agree this is the way to move forward, hopefully we'll have more to work with in the years ahead,” said Ward. When it comes time to build more housing, nonprofits turn to another nonprofit: Home Aid. The group builds or renovates facilities at below-market rate. In Escondido, Home Aid partnered with Interfaith Community Services on a facility for veterans who have been discharged from the hospital and have nowhere to go. Since 2002, Home Aid has completed 26 projects around the county and has dozens more in the works. 2996
