(KGTV) - Dramatic video shows how a plane crash and rescue of the pilot and passenger unfolded off the coast of Northern California. David Lesh purchased his Beechcraft Bonanza a few weeks ago and asked a fellow pilot to record aerial video from a second plane. “We were gonna go fly over the Golden Gate bridge, and do a whole bay tour... obviously didn't make it there,” Lesh said. During the flight, Lesh lost all power five miles off Half Moon Bay Harbor. “I would guess that we probably didn't have much more than maybe a minute or two from the time I figured something was wrong to the time we hit the water,” said Lesh. Lesh’s friend Owen Leipelt was piloting the second plane and watched as Lesh went down. “At one point I lost them. I had been circling and I couldn't see them anymore and David called me on the phone as he was bobbing in the water and he turned me around and he guided me right to where he was,” said Leipelt. Commander Joshua Murphy. (KGTV) — In-state tuition for the University of California system will not increase for the next academic year, UC President Janet Napolitano announced Wednesday.The university system says this is the seventh time in eight years tuition for California residents has not been increased.“We are optimistic about our strong partnership with the governor and the legislature and will work collectively to identify additional resources, in lieu of tuition revenues, to ensure that UC students can succeed,” said Napolitano.The estimated tuition for California residents during the 2018-19 academic year is currently about ,300 (living on campus) to ,400 (living off campus.) (KGTV) - All evacuations and road closures have been lifted after a fire in Otay Mesa scorched hundreds of acres and tore through a pallet yard Thursday. The San Diego Fire-Rescue Department said in a tweet Thursday evening that crews would mop up the burn area overnight while checking for hot spots. No structures were lost in the blaze and no one injured. The fire, named the Caliente Fire, broke out about noon at Otay Mesa Road and Caliente Avenue. The San Diego Fire Department initially reported that crews stopped forward progress of the fire at around 3 p.m., but the blaze reignited moments later, eventually spreading to a pallet yard. According to fire crews, the pallet yard housed 80,000 pallets. Thick, black smoke could be seen flooding into the air from Moreno Pallets in Otay Mesa. Four helicopters, two fixed-wing aircraft, four strike teams and the original San Diego Fire first alarm team battled the blaze, according to San Diego Fire-Rescue. The Southwestern College Higher Education Center in Otay Mesa was also evacuated due to the blaze. According to a spokesperson with the college, San Diego Police entered the college and told everyone to evacuate immediately. All night classes at Southwestern were canceled. San Ysidro High School was designated as the evacuation center while the American Red Cross provided supplies.
