SAN DIEGO — A growing number of restaurants in San Diego want to wall off the parking spots outside their front doors and replace them with tables.The concept is called a Parklet, and the city of San Diego appears to be ready to embrace it - at least until social distancing mandates lift. "It's San Diego. We're getting the most beautiful weather of the year. Let us have some seats out there. Let us have some tables," said Merritte Powell, who owns La Puerta restaurant on 4th Avenue. Powell is readying an application to the city that would allow him to build on a curbside section of the street in front of his restaurant and put more seating. He says it's key to survive amid social distancing restrictions, which have limited his capacity. In fact, La Puerta even with hourlong waits still only pulls in 50 percent of the revenue it would have made before the Coronavirus outbreak. On bad days, revenue drops by as much as 70 percent. "Because of the way the seating is, because of the social distancing, stuff like that, I'm nowhere near where I need to be," Powell said. On July 7, the City Council will consider an urgency ordinance that would waive some fees for Parklets and help streamline their construction. Restaurants from downtown, Little Italy and North Park are all readying applications. The opportunity could help level the playing field for restaurants on streets that cannot be closed to vehicle traffic for on-street dining. The city has already permitted road closures on 5th Avenue and India Street for restaurants to expand. A stretch of North Park could be next. The urgency ordinance would last until social distancing restrictions expire or are lifted. 1693

SAN DIEGO (CNS) -- A 37-year-old man was fatally shot on the sidewalk near a parking garage in downtown San Diego's East Village neighborhood, police said Wednesday.The shooting was reported at around 10 p.m. Tuesday near the parking garage on G Street between 14th and 15th streets that serves the Albertsons grocery store, San Diego Police Lt. Andra Brown said.Officers responded and found a 37-year-old man lying on the sidewalk at the entrance of the parking garage with at least one apparent gunshot wound, Brown said.The victim, whose name was withheld pending family notification, was pronounced dead at the scene, she said."It is early in the investigation and little is known about the circumstances surrounding the man's death," Brown said.Witnesses reported seeing a man wearing a dark, hooded sweatshirt and a black hat run through the parking garage after the shooting, then turn westbound on Market Street, the lieutenant said. SALT LAKE CITY, Utah – A wildlife overpass near Salt Lake City is proving to be successful at helping animals safely migrate over a busy interstate.The Utah Division of Wildlife Resources (UDWR) hailed the Parley's Canyon overpass a success in a recent Facebook post, saying it has also helped motorists stay much safer as well.In its Facebook post, UDWR included video that show many animals using the overpass to safely cross to the other side of Interstate 80. Cameras set up along the bridge captured moose, bears, porcupines, squirrels, mountain lions, deer, coyotes, and other critters.The Utah Department of Transportation (UDOT) and Utah State University have been monitoring the overpass throughout the year.The overpass opened in December 2018. UDOT says it spans six lanes of interstate and was constructed to improve safety on I-80 by reducing wildlife and vehicle collisions.UDOT coordinated with UDWR on the wildlife issues specific to the project, including wildlife migration patterns.While it may be tempting to visit the bridge in an attempt to spot some critters, UDWR says to keep off the overpass and not disturb the animals. 1154

SAN DIEGO (CNS) - A former Mira Mesa dentist who bilked insurance companies out of hundreds of thousands of dollars by submitting claims for procedures she never performed, including hundreds of supposed root canals, has been sentenced to six years in state prison, the San Diego County District Attorney's Office announced today.April Rose Ambrosio, 59, pleaded guilty to three counts of insurance fraud earlier this year for fraudulently billing insurance companies for 6,700, for which she received more than 0,000 from 10 insurance companies, according to prosecutors.The DA's Office said Ambrosio falsely claimed she performed 800 root canals on 100 patients, despite not having specialized training as an endodontist to perform such procedures.Ambrosio was sentenced earlier this month, and in addition to a six- year prison term, was ordered to pay 5,633 in restitution. Her license to practice dentistry was also suspended last year, a few months after she was charged.Prosecutors say the fraud occurred between 2014 and 2018. During that time, Ambrosio billed for work she said occurred on days her office was closed and billed for more than 100 root canals during a three- month period, all of which were supposedly performed for a family of four, according to the DA's Office. She also billed for root canals on teeth patients didn't have or double billed for teeth she previously said she performed root canals on, the DA's Office said.``The way this defendant bilked the system is astounding,'' District Attorney Summer Stephan said. ``Unfortunately, when insurance companies get ripped off, consumers ultimately pay the price through higher premiums.'' 1683

SAN DIEGO (CNS and KGTV) - A San Diego County Superior Court judge ruled Monday in favor of conditional release for a sexually violent predator known as the "Bolder than Most'' rapist.Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Some of those who were in the courtroom when the decision was announced were visibly upset, 10News reporter Jon Horn said. One person yelled, others were in tears.Last fall, Gill ordered that Quarles be released, a decision that prosecutors, along with county Supervisor Dianne Jacob, requested Gill reconsider. Since that time, the agreement to rent the residence in Jacumba Hot Springs has fallen through, and Gill allowed for further argument toward a possible reconsideration of his decision to release Quarles. Gill heard testimony during a closed-door evidentiary hearing last week, which was kept under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports. Quarles' victims and their supporters have argued against the order to keep the hearings private, including by staging a protest on the steps of the downtown San Diego courthouse where the hearings were held. Quarles was dubbed the "Bolder than Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator. In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders.Quarles will return to the hospital where he has been held until it's determined where he will be placed.
