SAN DIEGO (KGTV) -- With COVID-19 pandemic-related regulations in effect across California, San Diego County leaders are putting together a task force to make sure local businesses following proper guidelines.County Supervisor Greg Cox announced the county’s plan for a “Safe Reopening Compliance Team,” which will assist businesses as they navigate how to safely operate during the pandemic.“This is going to be the carrot approach, not the stick approach. But I emphasis we still have the stick and other tools available to us and we will use them if necessary,” Cox said.The team will also help with the businesses that don’t seem to be complying with the new rules.Though county leaders haven’t spelled out exactly what role this team will play in enforcing the rules, the county has already received many public complaints about these types of businesses.Erick Hudson, a head coach from CrossFit Humanity, said it’s frustrating to hear about these complaints as they try to adhere to the rules that everyone is being asked to follow.“If a business is just blatantly ignoring the rules, a lot of people congregating without those masks, without having to socially distance, then it’s like who knows how much longer this situation is going to last,” said Hudson.The county has not released a timeline as to when this team will hit the streets. 1354

SAN DIEGO (KGTV) -- Video taken Tuesday shows people climbing on top of the border fence near Friendship Park as the migrant caravan approaches.According to a Border Patrol spokesperson, agents are keeping watch on the U.S. side of the park, but aren’t aware of anyone climbing all the way over onto the U.S. side of the beach.Border Patrol says it’s technically not legal for people to sit on the fence because it’s on U.S. soil, but no arrests are being made at this time.RELATED: CBP closing lanes in San Ysidro, Otay Mesa as migrant caravan approachesIt’s unclear whether or not the group is with the migrant caravan.The incident comes as U.S. Customs and Border Protection announced the closure of several northbound border lanes in San Ysidro and Otay Mesa.The closures are expected to cause delays. 818

SAN DIEGO (KGTV)- A Pacific Beach man says his community is in need of a cleanup. He's raised hundreds of dollars to get it done.According to resident Adam Huntington, overgrown grass, untamed trees, and grimy sidewalks are just some of the mucky issues surrounding Pacific Beach.Huntington has been living in Pacific Beach for at least two decades."You've got beautiful architecture, beautiful masonry, that's just getting covered by grime and dirt."Huntington shared a video with 10News of a cruddy sidewalk on Garnet Avenue, one of Pacific Beach's main streets."We're in the middle of a pandemic right now," says Huntington. "We have an extremely unhealthy, unclean environment, and we force all of our restaurants to go outside and serve people."He hired a private company to power wash another area of Garnet Avenue over the weekend. The funds were raised by a GoFund Me Page. The cost of cleaning was ,200."We have people all over this community, wondering where our services are."We asked the city about why it's not using its services to clean up the area. A spokesperson said they don't have a statement at this time but encouraged anyone with a concern about cleanliness to report it on the city's "Get It Done" app.The city also tells 10News residents do not need a permit to clean or power wash a sidewalk on their own, but they must have a plan to prevent runoff from going into the storm drain. Huntington says he went with an eco-friendly company that followed those guidelines.The former lifeguard says to keep the beach area looking nice, he replaced the wooden barrier posts along the road that surrounds Crown Point."The reason people come to San Diego is to enjoy Mission Beach and Pacific Beach."With the help of two local hardware stores, Huntington says he was able to acquire power tools to continue to help spruce up the neighborhood.As for the overgrown brush, the city says its weed abatement program is back online since being paused due to COVID-19. 1988

  

SAN DIEGO (KGTV) — Two girls were rescued at Sunset Cliffs by teenage bystanders on Friday after being swept out to sea.Local still photographer Jim Grant was hoping to capture the sunset at Sunset Cliffs Friday evening. But he got much more than just a beauty shot."There were some crazy things going on," Grant said.He ended up witnessing a cliff and water rescue."Two young girls ... They looked to be about 12 or 13," Grant said. "They were down at this point, and a large set came in and swept them off their feet.""The older one hit her head probably down on the reef and had a pretty serious head injury in the water," Lt. Andy Lerum with the San Diego Lifeguards said.Before first responders could arrive on the scene, two boys jumped into the water to help the girls. The two teenage boys worked to keep the girls above water until help arrived, lifeguards said, adding that their efforts were instrumental in saving their lives."It was big surf," Grant remembered. "The girls could not swim or couldn't swim very well, that's for sure. And it just could've been a tragic event if those two guys didn't happen to be here."Grant captured dramatic photos of the rescue, showing responders hoist one of the girls from the cliffs. In the end, Grant did get his sunset shot, just with an amazing cliff rescue in the foreground.Lifeguards remind folks that even in exposed reef areas, strong waves could come crashing at any moment. SAN DIEGO (KGTV) -- We've all seen the nasal swabs being pushed far up noses to test for coronavirus. And if you've had it done, you know it's uncomfortable. But more tests are being developed where all you have to do is spit into a tube."You basically open up your mouth, we collect a tiny bit of saliva and you're done. Your side is done," said Dr. Henry Ji, President and CEO of San Diego based Sorrento Theraputics.According to Ji, the biopharma company is on track to start producing a rapid saliva test developed by researchers at Columbia University.It's being called "COVI TRACE" and it can be used almost anywhere.It gives results in about 30 minutes, with the liquid color changing from red to yellow if it's positive for Covid-19.Preliminary results indicate the test has high accuracy rates.Sorrento also says "COVI TRACE" is highly sensitive, meaning it can detect the presence of Covid-19 very early on.Sorrento executives say they plan to submit the test for FDA approval within the next few weeks."While the FDA is reviewing and leading up to review we are gearing up to manufacture hundreds of thousands and millions of tests; eventually anticipating about a hundred million tests a month," said Sorrento's Henry Brunswick.As for the cost, Ji says they're trying to keep it widely affordable, at around .At this point there's no estimate for when the rapid saliva "COVI TRACE" test could be approved by the FDA, but Sorrento is submitting an emergency use request in hopes of speeding up the process. 1528
