SAN DIEGO (KGTV) — Lifeguards in Pacific Beach are frustrated they being forced to spend less time monitoring the water and more time monitoring the trash left on their station.Not only do lifeguards at the station at the end of Grand Ave. has seen trash thrown onto the roof, clothing left behind, and even trash cans tossed on top of its flag pole."Cans, plastic bags, clothes, anything really that can be found on the boardwalk," says San Diego Lifeguard Sgt. Kerry Brown. "It's become a secondary job duty that takes away from our priorities."RELATED: New Pacific Beach apartment complex may come with sticker shockBrown says lifeguards have to get up to the roof several times a week to clean off trash.They haven't flow the American flag at the station because of past vandalized the flag pole, in one instance raising trash cans on the pole's ropes, according to Brown.Brown said for now, they're trying to make sure their station is kept clear of trash as best they can, but it shouldn't come at the cost of their resources.RELATED: Pacific Beach business owner responds to violent homeless confrontation"Visitors come to the beach and they see trash on our roof and a flag we can't fly, it's a little bit embarrassing," Brown added.Lifeguards encourage anyone who sees anything suspicious around the lifeguard tower to call police. SAN DIEGO (KGTV) — MiraCosta College is expanding upon a state promise to help make community college more affordable.MiraCosta College announced Tuesday plans to offer free tuition for all first-time college students for the first two years of classes at the campus. Part of the MiraCosta Promise, the plan would be available for all first-time students starting in fall 2019 who are enrolled in at least 12 units per semester.Students must also file a free application for Federal Student Aid (FAFSA) or a California Dream Act (CADAA) application.RELATED: Cost of college: What parents and students can expect to pay for admissionThe waiver is dependent upon the passage of Assembly Bill 2, which expands the California College Promise program. Former Gov. Jerry Brown signed the promise program into law in 2017, which covers the first year of tuition at the state's 115 community colleges."This program removes a significant hurdle for college-bound students; tuition and mandatory fees," Sunita Cooke, Superintendent/President of MiraCosta College, said in a release. SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen.
