Frabutt said his wife tied him up and pulled out a knife. “Deputies were able to recover the body part where it was immediately put on ice and transported to medical personnel,” deputies reported online. James Frabutt was taken to the hospital. His condition is unknown, deputies said. Victoria Frabutt is being held on 0,000 bail. He said on April 20 that his nation already had "completed its mission" to test its weapons capability.The statement Saturday gave greater details of the "technical measures" North Korea would take to dismantle the test site and "ensure transparency of discontinuance of the nuclear test."International journalists will be invited to conduct "on-the-spot coverage in order to show in a transparent manner" how the nuclear site is being put out of use, with a dismantlement "ceremony" scheduled for as early as May 23, depending on weather, the news agency said.Since space is limited, only journalists from China, Russia, South Korea, the United States and the United Kingdom will be allowed access, according to KCNA.First, explosives will be used to collapse the tunnels, KCNA said. Then, entries to the site will be blocked and all observation facilities, research institutes and guard structures will be removed. Guards and researchers will be withdrawn, and the area surrounding the test site will be closed.Located in mountainous terrain in the northeast of the country, Punggye-ri is less than 100 miles (160 kilometers) from China.South Korea's presidential office said last month that Kim planned to shut down his nuclear test site in May, following landmark talks between Kim and South Korea's President Moon Jae-in. Kim refuted claims by Chinese scientists that parts of the site had been so badly damaged by previous explosions, particularly its sixth and last test in September, that it may now be unusable, Moon's office added.The latest developments come a day after US Secretary of State Mike Pompeo told reporters that he'd had "warm" and "good" conversations with Kim. NEW ORLEANS — A fast-moving Zeta has weakened to a tropical storm as it barrels northeast after causing havoc along the Gulf Coast.The storm raged onshore Wednesday afternoon in the small village of Cocodrie in Louisiana as a strong Category 2 and then moved swiftly across the New Orleans area and into neighboring Mississippi.The National Hurricane Center says strong and damaging wind gusts will continue to spread well inland across portions of Alabama, Georgia, the Carolinas and Virginia on Thursday. This could cause widespread tree damage and power outages.Nearly 2 million homes were already without power across several southern states before dawn Thursday. According to the website PowerOutage.us, about 1.8 million are without power in Louisiana, Mississippi, Alabama and Georgia. Georgia has the most with more than 800,000 in the dark.Officials have made a repeated call for residents to stay inside after the storm passed and not go outside in the dark to assess damage.Throughout Thursday, NHC says heavy rainfall is expected near and in advance of Zeta in portions of the central Appalachians, Mid-Atlantic and lower to middle Ohio Valley. It may lead to flash, urban, small stream and isolated minor river flooding.At least two deaths have been blamed on the storm, one of which died from electrocution in New Orleans.Hundreds of schools canceled classes or planned to open late across from the Gulf Coast to the Carolinas.In the Mississippi city of Waveland, Mayor Mike Smith told WLOX-TV that he was expecting to see a lot of damage in the morning.In Louisiana, Gov. The Penguin imprint Philomel Books announced Monday that "Good Morning Zoom" is scheduled for Oct. 6. It's written by Lindsay Rechler and illustrated by June Park.
