WAUKESHA -- A train struck and killed a pedestrian and their dog Monday morning in Waukesha, Wisconsin.Waukesha Police Captain Dan Baumann told Scripps station WTMJ in Milwaukee that the train hit a pedestrian and a dog around 6:40 a.m. near Barstow and Carroll.The train ended up stopping at Broadway Street in Waukesha for roughly two hours -- which blocked eight streets in the downtown Waukesha area during the morning commute.Police are still at the scene investigating and have not released any other information.  558

We're about a month from thanksgiving and Dr. Anthony Fauci is warning that we may need to change our plans with COVID-19 cases increasing.His three adult daughters aren't coming home because they're worried about exposing their dad, who's 79 years old.Dr. Syra Madad has been a leader in the response to the coronavirus in New York. She says nationwide we are in the third peak of the virus but still in the first wave. It's the first wave, because cases never went down enough to reach the baseline.“I think everybody, including myself, we are all tired of COVID-19,” said Madad. “We're all tired of constantly socially distancing, wearing a mask, but this is our new normal. This is our reality, and this is what we have to do to not only protect ourselves, but our family, our loved ones and our community.”She says it is possible to see family or friends safely for the holidays, but you have to plan ahead. First, she recommends quarantining for 14 days before you see them.“Testing does not give you a free pass in terms of, OK I’ve tested negative, that means I don't have to quarantine for 14 days. That means I can safely merge my social bubble. That is absolutely not the case,” said Madad.She also says you need to consider if anyone you are visiting is high risk and do your homework about the area you are traveling to. How many cases have there been in a week to two-week period? Also, look at hospital capacity.And you should consider additional precautions once you arrive.“Even if you've merged your social bubble and you've done that 14-day quarantine period, it's just always best to try to limit the risk in terms of contracting and spreading COVID-19, just in case and so things to do on top of that is try to have these activities outdoor as much as possible,” said Madad.The national Home Safe for the Holidays initiative recently launched by the U.S. Public Interest Research Group is calling for more testing.It says governors need to ensure test results are coming back in 48 hours or less to prevent small incidents from becoming outbreaks.Madad says looking at how much testing is being done in the area you're considering traveling to is important in making your decision. 2210

WAUWATOSA, Wisc. — An organization founded by rapper Jay-Z has offered to pay the bail bonds and citation fees for those who were arrested in Wauwatosa Thursday night while protesting the decision not to charge a local police officer who shot and killed of 17-year-old in February.Jay-Z is funding the bail bonds and citation fees through Team ROC, the social justice arm of the rapper's entertainment company Roc Nation. The group also funded billboards calling for justice for Jacob Blake in the Kenosha area earlier this year.Wauwatosa police said 24 people were arrested Thursday night while were protesting the decision to not charge Officer Joseph Mensah in the fatal February shooting of 17-year-old Alvin Cole. Those arrested included Alvin Cole's mother, Tracy, and Alvin's sisters.In a statement issued Friday, Jay-Z and Team ROC called for Wisconsin Gov. Tony Evers to select a special prosecutor to "ensure justice is served."Team ROC says it also attempted to erect billboards to call for justice for Cole in Wauwatosa, but claims its request was apparently denied by the owner of the billboards, identified by the organization as the Lamar Advertising Company.Team ROC says it also ran an advertisement in the Milwaukee Journal-Sentinel last summer, calling for Mensha's immediate prosecution and firing. Mensah is currently suspended from the Wauwatosa Police Department but has not been fired."Our hearts break for the family of Alvin Cole and the Wauwatosa community," Team ROC Director Dania Dia said in a statement. "Not only did the District Attorney's Office fail to hold Officer Joseph Mensah accountable for killing Alvin, but the local police also arrested and injured Alvin's mother Tracy and his sisters as they peacefully protested alongside Jacob Blake's father. We will continue to stand with these families and support the peaceful protestors as we collectively fight for the legacies of Alvin Cole, Jay Anderson and Anthony Gonzales, who all died at the hands of Mensah. WASHINGTON, D.C. — Federal officials say the key component to getting the COVID-19 vaccine distributed across the country will lie in the hands of states, with help from major pharmacy chains, like CVS and Walgreens.“We want to replicate what the experience you have with the flu vaccine — convenient to you, a tried-and-true system that we do hundreds of millions of vaccines through every year,” said U.S. Health and Human Services Secretary Alex Azar. “That's the backbone of the approach we're taking.”Yet, if flu vaccine rates are any indication, that backbone may not suffice.Dr. Eric Schneider is with The Commonwealth Fund, an independent organization that studies health policy. They recently delved into previous vaccination rates to see how it might unfold for COVID-19.“Our health care system does well at developing new technologies like these vaccines, which are really quite amazing, scientifically speaking,” Dr. Schneider said. “But we don't do as well at making sure those technologies are distributed to the people who need them most. And we're seeing that in the prior vaccination experience, and I’m worried we will see that with COVID-19.”What did they find?A mere 51% of Americans got the flu vaccine last year and only 38% got the H1N1 swine flu vaccine 10 years ago, which had a similar vaccine development timetable and pressure to COVID-19.Those low vaccination rates matter because in order for the COVID-19 vaccine to create herd immunity in the U.S., between 70 and 90% of all Americans will need to get vaccinated.“The concept of herd immunity really is developed out of vaccination programs because the question is ‘What proportion of the population needs to be vaccinated to prevent the circulation of a virus in the population?’” Dr. Schneider said.Just getting that shot could vary depending on where you live, as the federal government is leaving that up to each state.“That's going to be up to the nation's governors as they prioritize within their states,” HHS Secretary Azar said.However, Dr. Schneider said that in order for the states to pull it off, they are going to need federal help.“States are in incredible difficulty right now with their budgets and they need federal support,” he said. “Congress is considering a federal rescue package.
