BEIJING, Jan. 13 (Xinhua) -- China sent an emergency rescue team Wednesday evening to quake-hit Haiti, where several thousands of lives may have been claimed.     Chinese leadership expressed sympathy with and deep condolence to the Haitian people for their loss in the strongest ever quake in about 200 years in the Caribbean islands country, with which China has no diplomatic relations. Chinese President Hu Jintao and Premier Wen Jiabao have demanded the related Chinese government departments and rescue group to help uncover those being buried, protect Chinese nationals there and provide humanitarian aid. BEIJING, Feb. 6 (Xinhua) -- The Chinese Central Government has sent eight inspection working groups to 16 provincial areas nationwide to prevent the melamine-tainted milk powder, which killed at least six in 2008, from being reclaimed illegally in producing milk products.Leftovers of milk powder contaminated by melamine were sealed in 2008 and required to be destroyed, but some might have been used as raw materials for diary products illegally in certain areas, according to local police.Police in Shaanxi Province on Thursday publicized a case on illegal use of leftovers of melamine-tainted milk powder.An initial investigation showed 10 tonnes of tainted milk powder leftovers were sold to a local diary producer Lekang Company in September and October in 2009. Three suspects were arrested.Three suspects from the Shanghai Panda Dairy Company were prosecuted in December 2009 on suspicion of using leftovers of melamine-laced milk powder in milk products. Local police said all the company's products had been recalled and caused no serious harms to the consumers.China's food safety authorities on Feb. 1 launched a 10-day checks for melamine-tainted milk products across the country.However, the string of problems gave another blow to China's efforts to restore confidence in its dairy products.The melamine-laced milk products scandal in 2008 killed at least six infants and sickened 300,000 children across the country.Any illegal practices concerning food safety would be punished severely, an official with the National Food Safety Rectification Office led by Health Minister Chen Zhu said earlier this week.The quality watchdog of Xi'an, capital of Shaanxi Province, has carried out food safety inspection on 73 batches of different brands of milk products and has not found problems.The northeastern Jilin provincial government kicked off a milk product safety check at the end of January."We must do our best to retrieve and destroy milk products that have quality problems. We can't stand a single pack of such milk powder to appear in market," said Zang Zhongsheng, head of the Jilin provincial administration for industry and commerce.There is no accurate figure on the amount of problematic milk powder that has not been destroyed in the 2008 milk products scandal. But in the bankrupt dairy producer Sanlu alone, more than 2,000 tonnes of melamine-tainted baby formula was sealed in 2008.Sanlu, based in Shijiazhuang in Hebei Province, suffered devastating losses and went bankrupt, standing in the spotlight of the melamine-tainted milk products scandal in 2008.How to destruct the melamine-tainted milk powder was still a tough nut to crack for many local authorities and dairy firms, according to industrial insiders.A number of experiments had been conducted to find a way to deal with the melamine-tainted powder in Shijiazhuang, but they all failed, according to a insider who declined be named."If we use the milk powder as fuels, it would cost much more to clean boilers than burning coal; if we use it as ingredients in cement, we could not get qualified products; if we just bury it, we worry someone might dig it out illegally as the volume is huge," the expert said."The milk powder piled like hills and people just don't know what to do," said Zhang Xingkuan, a lawyer who once handle cases on compensation for the scandal victims and frequently visited the dairy firms.It was more difficult to monitor small dairy firms, which were more inclined to use leftovers of tainted milk to cut cost, according to Wang Weimin, secretary-general of Xi'an Dairy Association."They will not do this when milk powder prices are low, but they will do this when milk powder prices soar," he said.To crack down on such practices, the Chinese government had vowed to investigate the case thoroughly and all factories that use prohibited materials in producing dairy products would be shut down with license suspended and punished severely.

BEIJING, March 9 (Xinhua) -- Nearly 42.5 million Chinese rural workers received professional training in 2009, up 7.6 percent from the previous year and 42 percent higher than the yearly target, the Chinese Ministry of Education said Tuesday.About 7.91 million workers were trained in cities they work in after migrating from rural areas, accounting for 18.8 percent of the total, while the rest were schooled in their hometown provinces, the Ministry said.After the outbreak of the global financial crisis in 2008 when exports contracted and jobs vanished overnight, the Chinese government has increasingly emphasized the importance of rural worker training in a bid to improve worker's job skills and to prepare the country for industry upgrading, the ministry said.In southwest China's Tibet, training covered housekeeping services, traditional painting, solar energy applications and TV set maintenance which are closely linked with the local economy.In east China's Zhejiang Province, rural young people not enrolled at senior high schools have access to a 6 to 12-month training course to give them horticultural and general farming skills.

  

BEIJING, Feb. 25 (Xinhua) -- China defended its move to reduce its holdings of U.S. Treasury securities, saying the United States should take steps to promote confidence in U.S. dollar .Foreign Ministry spokesman Qin Gang made the comment Thursday when responding to questions on China's sale of U.S. Treasury securities last December.Qin said the issue should be viewed from two perspectives.He said on the one hand, China always followed the principle of "ensuring safety, liquidity and good value" in managing its foreign exchange reserve. And when it came to how much and when China buys the bonds, the decision should be made taking into account the market and China's need, so as to realize rational deployment of China's foreign exchange property, he said.And on the other hand, the United States should take concrete steps to beef up the international market's confidence in the U.S. dollar, Qin said.The way to view the issue was similar to doing business, he said.China trimmed its holdings of U.S. debt by 34.2 billion U.S. dollars in December 2009, leaving Japan the largest holder of U.S. Treasury securities, the U.S. Treasury Department reported on Feb. 16.As of the end of November last year, China held 789.6 billion U.S. dollars of U.S. Treasury bonds.

  

BEIJING, Feb. 24 (Xinhua) -- Chinese lawmakers Wednesday called for improving the country's food safety supervision network after a nationwide law enforcement inspection tour.National lawmakers started the inspection tour last September after the Food Safety Law took effect last June.Lu Yongxiang, vice chairman of the National People's Congress (NPC) Standing Committee, told lawmakers that many regions had not completed reform of the food safety supervision mechanism.Most of the cities and counties had not started the reform yet, Lu said at a three-day bimonthly session of the top legislature that started Wednesday, when presenting a report of the inspection tour.He called for stronger coordination led by health departments.The report suggested establishing a national food safety risk assessment center and a food safety standard management system.Earlier this month, the State Council set up a food safety commission consisting of three vice premiers and a dozen minister-level officials.The lineup of the commission's members includes Vice Premiers Li Keqiang, Hui Liangyu and Wang Qishan, as well as more than ten heads or vice heads of government departments in charge of health, finance, and agriculture among other portfolios.The establishment of the commission followed a string of nationwide crackdowns and arrests in the wake of new melamine-tainted milk products being found in Shanghai as well as Liaoning, Shandong and Shaanxi in recent months.
