CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

Catholic schools in the 39 central and southern Indiana counties that make up the Archdiocese of Indianapolis could deny enrollment to transgender students.As stated in a new policy, the decision would be made on a case-by-case basis."From a personal compassionate standpoint, you're hurting kids now," Belinda Drake said. "This has gone too far."Drake is a part of the LGBTQ community. She's also a candidate for state senate."Our educational system is supposed to be welcoming, it is supposed to be inclusive, it is supposed to provide everyone access," Drake said. "Now our most vulnerable children have to battle this."It's an eight-page document that calls for each decision to be made case-by-case. It notes students who may be confused on their sexuality can be admitted if they follow church teachings."I was heartbroken because at the end of the day they are discriminating against children," Drake said.The change goes on to say that children who have switched from their birth sex in any way may not be admitted."Policies have to include everybody regardless of how you love, how you identify, you still deserve an education," Drake said. CAMP PENDLETON, Calif. (KGTV) — One man was killed early Thursday after his vehicle overturned and he was thrown from the vehicle in the North County.The crash occurred just before 5 a.m. on southbound Interstate 5, south of Basilone Rd., according to California Highway Patrol. CHP believes the 40-year-old driver of a Toyota 4-Runner was traveling southbound when for unknown reasons, he left the roadway. The vehicle overturned and the man was thrown from the SUV.CHP, Camp Pendleton Fire Department, and North County Transit District responded to the scene, but the man died at the scene. He was not immediately identified.Investigators said they don't believe alcohol or drugs were a factor in the crash, and are still looking into the crash. 755

CAPE CORAL, Fla. - It all started with a high school assignment.Megan O’Grady says she had to write about a topic that she felt passionate about in her life.As the daughter of a law enforcement officer who had recently learned of the deaths of five officers during a 2016 protest in Dallas, it wasn’t hard for her to share what she was feeling at the time.That paper would soon turn into a passion project and the nonprofit, Blue Line Bears.Four years later, the group has dispersed more than 700 teddy bears - sewn with the uniforms of fallen law enforcement officers and given to loved ones that have been left behind.“Taking that uniform shirt and making it into something that can be held and cuddled...it gives them comfort and a little bit of their loved one back,” the 18-year-old tells FOX 4.She says prior to this year, Blue Line Bears filled five to ten requests per week from agencies across the country.“Now, it can be up to like 20 or 30”.Megan’s father is Master Sergeant Patrick O’Grady with the Cape Coral Police Department.He says agencies from all over reach out to the group for bears.O’Grady says they also use the website Officer Down Memorial Page to keep track of impacted families.According to the site, there was 148 line of duty deaths in 2019.This year and at the time of this story, the website reports that the number is already 247.The site says most of those deaths are related to COVID-19 and gunfire.“At any time, we can have over 100 shirts waiting to be turned into bears,” O’Grady says.With an increase in demand comes the need for an increase in space.That’s why the nonprofit is now expanding to an official location in Cape Coral.Megan says the new space will serve as a place to hold meetings and a go-to location for the community to purchases merchandise.She says she's most excited that it will also provide a bigger workspace to prepare the keepsakes that bring support to many families.Because as Megan, now in her first year of college, says, “There’s always a lot of bears to be made.”The O'Gradys say the new location will be complete by the end of the year.The address for the new storefront is 3032 Santa Barbara Boulevard.Click here for more information about Blue Line Bears.This story was first reported by Shari Armstrong at WFTX in Fort Myers, Florida. 2315

"We were sailing from Singapore and were being dropped off in Hong Kong. Hong Kong in the end closed their port."So, Norwegian changed the itinerary to leave Singapore, spend time at sea and head back to Singapore. It also wouldn't be your typical trip. "They were gonna implement certain temperature gauges, every time we got off and got back on from every port we were traveling to," said Revilla.
