SAN DIEGO (KGTV) -- New census data shows that less than a third of San Diegans have their mortgages paid off.Of the more than 228,000 houses located in the city, 60,402 housing units have no mortgage.The numbers were released following a five-year study by the Census Bureau. The study was conducted between 2012 and 2016.Of the cities and neighborhoods with more than 1,000 homes, Harbison Canyon took the top spot for most homes without a mortgage at 41 percent followed by Bostonia also at 41 percent and Coronado at 39 percent. As far as cities and neighborhoods with the least amount of homes without mortgages, San Diego County Estates takes first place at 13 percent followed by Poway at 20 percent and Rancho San Diego at 20 percent. For those trying to buy a home, the county does offer programs to help with down payments and closing costs. SAN DIEGO (KGTV) — Parents and students are concerned after someone found a bullet in a Point Loma High School restroom. The incident was reported on Monday and while students say there was a lack of communication from school staff, word traveled fast on campus. The school says police are now investigating. "We never heard anything over the intercom or anything," says senior Javan Hedrick. "In my 4th period class, it came up out of nowhere. Everyone was talking about some bullet found in the boys bathroom." Around noon, parents received an email sent from the school's principal, that says in part: "At Point Loma, our first priority is to provide a safe and secure learning environment for our students. As such, I wanted to make you aware of an incident that occurred this morning. School Police investigated a report of a bullet found on the floor of the boys restroom. After an investigation, it was determined there was no threat."Some parents pulled their kids out of class and aren't sure when they'll send them back. "I walked into the office, it was a crazy amount of kids trying to go home," says Hedrick. Students say they would have felt a little better if school staff talked to them about the incident. SAN DIEGO (KGTV) - Police are searching for two men suspected in a downtown San Diego shooting spree that left five people injured Monday night.According to San Diego police, the gunfire was reported just after 11 p.m. at several locations in the East Village neighborhood, about three blocks east of Petco Park's tailgate parking lot.The shooting happened not long after the San Diego Padres wrapped up their game against the Washington Nationals at Petco Park.Police said four people were in the 500 block of 15th Street, near Island Avenue, when two men dressed in dark clothing approached the group and opened fire.Moments later, and several blocks from the initial shooting scene, a fifth person was shot in the 1800 block of Island Avenue.All five shooting victims suffered what were considered to be non-life threatening injuries, according to police.Police said the suspected shooters were described as black men between 19-25 years old and 6 feet to 6 feet 2 inches tall. The men were last seen fleeing westbound from the area.A witness in the area told 10News that he heard about a dozen gunshots coming from different locations and two vehicles speeding from the scene. SAN DIEGO (KGTV) -- Officials with two of Southern California's largest schools districts have announced closures effective Monday, March 16, as a precautionary measure to prevent the spread of the Coronavirus.The Los Angeles Unified School District and the San Diego Unified School District said Friday that campuses are expected to reopen April 6.RELATED COVERAGE: What's been canceled, postponed in San Diego, nationally due to coronavirusThe closures will keep a combined 750,000 students off campus for three weeks heading into spring break. LAUSD and SDUSD join numerous other school systems taking similar measures as the number of COVID-19 cases continue to rise.Superintendent Austin Beutner of Los Angeles and Superintendent Cindy Marten of San Diego have issued the following joint statement: “California has now entered a critical new phase in the fight to stop the spread of the Covid-19 pandemic,” they said. “There is evidence the virus is already present in the communities we serve, and our efforts now must be aimed at preventing its spread. We believe closing the state’s two largest school districts will make an important contribution to this effort. For that reason, we plan to close, effective Monday, March 16. “Later today, we will be providing students, parents and staff with more information on our plans to continue providing learning opportunities for students during the closure. We have also directed staff at both districts to prepare to continue providing nutrition and other supports through family resource facilities.” The boards of Los Angeles Unified and San Diego Unified School Districts have unanimously approved this action. San Diego Unified plans to reopen schools on April 6th, unless conditions call for an extension. SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808
