SAN DIEGO (CNS) - A comprehensive outreach strategy to expand testing access for Latino residents and other communities hardest hit by the COVID-19 pandemic was announced Friday by local leaders.The new program will kick off on Monday, with a new testing site at the Mexican Consulate in downtown San Diego at 1549 India St. Starting at 8 a.m., walk-up appointments will be available until 3:30 p.m., according to the announcement from San Diego County Supervisor Nathan Fletcher, Carlos Gonzalez Gutierrez, Consul General of Mexico in San Diego and other local leaders."We are prioritizing our response to health inequities in the Latino community by prioritizing efforts to help address accessibility barriers that are contributing to Latinos being disproportionately impacted by this pandemic," Fletcher said. "Whether you live in the south, north or east of our county, you should have access to testing and resources to prevent and treat the spread of COVID-19."The consulate will be the first of several locations in a 14-day rotation. Two other confirmed sites include San Luis Rey Church in Oceanside and St. Anthony of Padua in National City. Dates, times and additional locations will be announced as soon as they are finalized.According to the group, by working with partners like the consulate, Catholic Diocese of San Diego, the Chicano Federation and others, this testing initiative will enhance San Diego County's regional effort to expand coronavirus testing and outreach in the Latino community."The consulate is proud to be part of the efforts to encourage testing and diagnosis among the Latino community, a community that, unfortunately, has been disproportionately hit by COVID-19," said Gonzalez Gutierrez. SACRAMENTO, Calif. (KGTV) – The new year is right around the corner and with it comes a list of new laws going into effect on the roads. Some of the new California laws include gender identity on drivers licenses, new fees related to smog checks and rule changes for motorized scooters. The new laws take effect on January 1, 2019. Check out the list below for the new laws going into effect in 2019: Gender identity laws – The law allows people applying for a California drivers license or ID card to self-certify their chosen gender category of male, female or non-binary. Applicants who choose non-binary will receive an X in the gender category. Motorized Scooters – This law no longer requires helmets for riders who are at least 18-years-old on motorized scooters. It also prohibits people from operating the scooters on a highway with a speed limit over 25 miles per hour unless within a class IV or class II bikeway. Smog check changes and new abatement fees - The law expands smog check exemptions to vehicles that are up to eight model years old. During the additional two years, the vehicles will pay an annual smog abatement fee. Temporary license plate program – The law requires dealers to attach a temporary paper license plate on a vehicle at the time of sale unless the vehicle has a previously-issued license plate. The intent of the new law is to reduce the number of toll violations. Driving under the influence, ignition interlock device – From January 1, 2019 through January 1, 2026, the law mandates that repeat offenders for DUI and first DUI offenders whose violations result in injury to install an ignition interlock device for a period ranging between 12 and 48 months. Driving privilege for minors – The law repeals a juvenile court’s authority to suspend, restrict or delay the issuance of a drivers license of a habitual truant or ward of the state for up to one year. The law clarifies that any suspensions or delays reported prior to January 1, 2019, remain in effect.Unsafe, unsecured loads on vehicles – The law requires the DMV to include at least one question addressing laws on driving with an unsafe, unsecured load in at least 20 percent of the knowledge tests. The DMV is also reminding drivers of low-emission an transitional zero-emission vehicles that their green or white decals granting them access to HOV lanes expires January 1, 2019. Vehicles issued a green or white decal between January 1, 2017 and March 1, 2018 are eligible to apply for a red decal that grants them access to HOV lanes through January 1, 2022. The DMV plans to issue light purple decals in 2019 that will grant access to HOV lanes through January 1, 2023. SAN DIEGO — The city of San Diego never waived permit repair fees for sidewalks, despite a January announcement from the mayor's office saying it would do so throughout 2020.A homeowner pays the fees, which total to just over ,000, when he or she elects to repair the sidewalk in front of their home. A spokeswoman for the mayor says, however, that the city had to delay the fee waiver program once the coronavirus outbreak hit. The city instead was forced to cut upwards of million from the general fund budget. "The City continues to prioritize sidewalk repair amid the uncertainty and budgetary impacts that COVID 19 has brought," city spokesman Anthony Santacroce said in a statement. "While COVID-related holds slowed repair down for a few months, we estimate another 10,000 locations will be repaired with concrete slicing this (fiscal year 2021) and we are off to a great start."The news release announcing the fee waiver, however, is still on the city's website.Marie St. George, a Mission Hills resident, saw that announcement and contacted the city. She wanted to spend upwards of ,500 to repair the crumbling sidewalk in front of her home. That sidewalk, laid down in 1922, is likely one of upwards of 81,000 backlogged locations the city has marked for repair."I actually am afraid now," St. George said. "People could trip. It's become sort of a hazard."The city has a program to split the construction cost with residents, as both the city and homeowners can be liable for the condition of the sidewalk. St. George, however, was willing to pay all of the cost because she wanted it done faster. However, when she called to get the permits, the city representative said she couldn't waive the fees. "I thought based on the mayor's announcement that it would be waived, so it was pretty shocking," she said. Councilman Mark Kersey, who heads the Active Transportation and Infrastructure Committee, which was moving the fee waiver program forward, said in a statement that he hopes this will be prioritized as money comes available. “Repairs on sidewalks are even more important in the pandemic since so many people depend on them every day," he said. "Programs like the fee waiver can keep residents moving safely and save valuable City dollars by preventing trip-and-fall lawsuits."The city says it also repaired or replaced more than 7,500 sidewalk locations last fiscal year. SAN DIEGO (CNS) - A 69-year-old man was hospitalized this morning with a broken leg he sustained in a hit-and-run crash in the Teralta West neighborhood.The pedestrian was crossing northbound at the intersection of Orange and Central avenues at 10:15 p.m. Friday when a vehicle driving east on Orange Avenue turned north onto Central Avenue and struck the man, according to Officer Robert Heims of the San Diego Police Department.The vehicle backed up after the crash, then drove away west on Orange Avenue, Heims said.The victim sustained non-life-threatening injuries and was taken to a hospital, Heims said.The suspect vehicle was described as a light-colored, 4-door sedan, possibly a Pontiac G6 or similar vehicle. SAN DIEGO (CNS) - A 28-year-old motorcyclist who led police on a pursuit through the Pacific Beach area of San Diego was hospitalized this morning with a life-threatening injury after crashing into another vehicle.The motorcyclist failed to yield to officers near the intersection of Garnet Avenue and Jewell Street about 11:10 p.m. Friday, and led officers southbound on Jewell Street, then westbound on Grand Avenue, according to Officer Robert Heims of the San Diego Police Department.At the intersection of Grand Avenue and Fanuel Street, the motorcyclist split lanes between stopped vehicles and entered the intersection on a red light and broadsided a 2019 Toyota Prius going southbound on Fanuel Street, Heims said.The rider sustained a life-threatening brain bleed that required immediate surgery. The 62-year-old driver of the Prius and his passengers were not hurt, Heims said.The name of the suspect was not disclosed. 937
