SANTA ANA (CNS) - Orange County was removed from California's coronavirus monitoring list Sunday, starting the clock for all public schools in the county to potentially reopen in early September.The state mandates a county must be off the watch list for 15 days before all schools can reopen. Orange County's data on hospitalizations and other key metrics have been moving in the right direction, with the rate of county residents testing positive for COVID-19 at 5-point-4 percent, below the state's desired threshold of 8 percent.Underscoring the positive trends, county health officials reported just 153 newly confirmed cases of COVID-19 and one additional death Sunday, bringing the county's totals to 45,954 cases and 897 fatalities.The data on hospitalizations continued to move in the right direction, with 380 people hospitalized and 111 of those in intensive care. Those numbers were 392 and 110 on Saturday, 397 and 117 on Friday, and 400 and 118 on Thursday, according to the Orange County Health Care Agency.The county's case rate per 100,000 residents dropped from 92.9 to 90.2, which is still far higher than the California Department of Public Health threshold of 25 per 100,000 residents.The county has 29% of intensive care unit beds available, which is better than the state's 20% threshold. And the county's hospitals have 58% of their ventilators available, well above the state standard of 25%.The OCHCA reported that 594,082 COVID-19 tests have been conducted, including 5,163 reported Sunday. There have been 37,452 documented recoveries.Orange County could be placed back on the list should it be flagged for exceeding any one of six different metrics for three consecutive days. Those metrics are the case rate, the percentage of positive tests, the average number of tests a county is able to perform daily, changes in the number of hospitalized patients and the percentage of ventilators and intensive care beds available.The decision to reopen schools would still be left to individual districts. Orange County officials say 24 elementary schools have already been approved to reopen, including six in the Los Alamitos Unified School District.For parents still leery of returning students to classrooms, Dr. Clayton Chau, the county's interim chief health officer and director of the Orange County Health Care Agency, said the county "encourages" them to continue online learning, "especially children who are at a higher risk."The county will provide tests for staff and students and a "full medical team" that includes pediatricians, while infectious disease experts from Children's Hospital of Orange County and UC Irvine "will be standing by to assist when needed," Chau said.Wednesday was the first day the county fell below the state's monitoring thresholds, Chau said.It is possible various business sectors that are shut down for commerce indoors may be allowed to return to normal, Chau said. SAN YSIDRO, Calif. (KGTV) - The library at Willow Elementary School is officially be renamed the "Ramon Parra Library" on Friday, in honor a man who dedicated his life to the children of San Ysidro."Anything that needed to be done, he did it," remembers Emilio Noriega, Jr., who played baseball with Parra's son. "He didn't look for any help, he did it himself."Parra is credited with founding the San Ysidro Little League. He also served on the local school board for 18 years. Friends say he served on countless other committees and community boards, all working to make San Ysidro a better place."He was the kind of person that did everything for everybody and didn't ask for nothing," says Jaime Mercado. "He was one of the most honest people you ever ran across."Parra passed 30 years ago. The effort to honor him began in 2017. Mercado and a few other people from the Friends of San Ysidro group started a petition to rename the whole school after Parra. When that failed, they set their sights on the library.A GoFundMe campaign raised ,100 to pay for new lettering. The San Ysidro School Board chipped in another ,000. In addition to the name on the outside of the library, a picture of Parra and an explanation of what he meant to the community will be on display inside."There are so many people in town who never heard of him," says Noriega. SARASOTA Co., Fla. — A brawl between two moms at a school bus stop landed both in the hospital.One of those mothers was Tiffani Cruz. She was recently released from the hospital.“It was self-defense over an incident that made no sense," she said.While North Port Police say it started over an argument about parenting, Cruz claims she and the other mother have had issues before. She says two weeks ago, she confronted that mom for yelling at another child at the bus stop. But Tuesday morning, their verbal arguments went too far.“My heart was racing!” said Eithan Cruz, who is of no relation to Tiffani Cruz. The child and his brother, Bairon Velazquez, witnessed the fight from the back window of their school bus.“Her face was bleeding and stuff,” Eithan said.“I looked away," Bairon said..Cruz admits she hit the other mom with her mug. Police have not identified the other woman. “I went to run and that’s when she picked up the glass, ran at me and stabbed me twice in my arm, once at my wrist and in back of my shoulder," Cruz said.Both parents ended up in the hospital, but paramedics airlifted the other woman to the hospital with a serious cut to her throat.“She got this close to my face nudged me with her nose and when she nudged me with her nose— it was her fist going up so my fist was going up," Cruz said when asked why she felt she acted in self-defense.Sarasota County Schools is offering counselors after several dozen elementary-aged students witnessed the violent fight.“I regret the whole incident, there’s no reason it should have happened. "I came the day before and it was 57 degrees," says Walter Frank of Santee. "But I don't mind that it's hot. It gets to 90 degrees, I'm great... I'll go run two miles."Not everyone agrees, and many people were out early trying to get their exercise in before it gets hot. A heat advisory is in effect until 5 p.m. Tuesday for the coast and valleys. On top of the heat, dry and gusty winds are expected in the inland and mountain areas of the county, elevating fire danger.It was 96 degrees in Santee Monday, with a high of 98 expected Tuesday and above average temperatures all week.
