A Rikers Island inmate is back in police custody in New York after attempting to escape on Thursday, officials said.Around 12:30 p.m., the detainee climbed a recreation yard fence and ran to the shoreline, Deputy Commissioner of Public Information Peter Thorne said.The detainee was apprehended by K-9 Correction Officers Larry McCardle and Gregory Braska, Correction Officers' Benevolent Association President Elias Husamudeen said."These two brave officers immediately jumped into action to bring the inmate back into custody without any regards for their own safety," Husamudeen said. As the explosion blasted Lebanon's largest city, the bride’s dress and flowers could be seen getting blown back.The photographer, Mahmoud Nakib, continued capturing the incident, showing the bride and groom hurrying away from the blast.While fortunately the bride, groom and the rest of the wedding party made it out unharmed, the blast killed 135 people and injured thousands. The cause of the explosion is still unknown, as investigators weigh whether the explosion was set off deliberately or accidentally. 748

A viral video showing security camera footage taken in Chula Vista on Halloween night may help restore your faith in the honor system. Kim Manalo's family joined the throngs of trick-or-treaters racing door-to-door in their neighborhood.  Manalo wanted to keep the spirit of Halloween alive at her home while they were out, so, she left a bowl filled with candy outside their door with a note asking people to help themselves.  Her hope was that people would leave a treat for the next candy-seeker."We came home to an empty bowl and hoped there weren't greedy kids that didn't leave some behind for others," Manalo wrote on her post.She studied security footage to see if perhaps someone grabbed more than their share of goodies. What Manalo found on her security camera video was a surprise that almost made her cry."Instead we found this clip of a wonderful soul who shared some candy from his own bag to keep the halloween spirit going for other kids," Manalo wrote.RELATED: Meet the boy whose generous act went viralThe video shows one of the boys reach into his bag and place some of his own candy in the bowl for the next trick-or-treaters. “He didn't even know the camera was there,” Manalo said. “None of his friends knew and to take that second out of his time from his own stuff just really warmed my heart.”10News posted the surveillance video on Facebook after Manalo's friend shared the footage with reporter Joe Little.  The video has garnered hundreds of reactions, shares, and comments."If only all of us raised our children to be so thoughtful even when no one is seemingly looking. A Valrico, Florida mom is sharing her experience on social media after she said she was asked asked to wait outside the Plant City DMV office with her infant daughter.Liz Gatley, a stay-at-home mother of three girls, said she was asked by a representative at the Plant City Tag Office to take her one-year-old daughter outside or come back another day. In a picture on Facebook you can see at least four young children, one in a stroller, and the mothers waiting outside the office. Gatley said her daughter, as well as the other children were not being disruptive and said she's a firm believer of taking them outside if they were. In the post, Gatley wrote, "I was so mad but I was also embarrassed and confused," she said. She went on to say, "for you to embarrass me and be extremely rude, unapologetic and not understanding the fact many moms are stay at home moms with little to no help, is what bothers me."Gatley said she and the mothers stood outside with no bench or air conditioning as they waited two hours to be seen at the office. At the end of the post she said, "if you have children, go to another location!"Doug Belden with the Hillsborough County Tax Collector's spoke with Tampa-based WFTS on Friday afternoon. He apologized to Gatley and the experience at the Plant City office noting it was not the friendly and efficient policy that is in place.Belden said he called Gatley directly and told her he would meet with her at her earliest convenience, even throughout the weekend to help get the facts of what happened. Belden said he is outraged that Gatley experienced this at his office, and that children are always welcome in the offices across Hillsborough County.He went on to say that he will be looking into this employee, and taking appropriate measures -- and even went as far to say he plans to check with the landlord to see if they can install benches outside the office. We asked Belden if Gatley should have gone back inside, and he said "absolutely" adding if he found out about this situation at the time, he would have taken care of this immediately. Gatley said Belden was sincere in his apologies and plans to take him up on his offer of meeting with her as soon as possible.  2349

A New Jersey man who died of a brain-eating infection called primary amebic meningoencephalitis was exposed while visiting the BSR Cable Park and Surf Resort in Waco, Texas, during the summer, the Waco-McLennan County Public Health District said Friday.Water samples taken by local, state and federal health officials at the beginning of the month "found evidence of Naegleria fowleri," the amoeba that causes the infection, according to the health district.Fabrizio Stabile, 29, visited the surf resort before developing symptoms in September.A GoFundMe page launched by those close to him said he was mowing his lawn when he developed a severe headache. It hadn't gone away by the following morning, and his symptoms progressed until he was unable to speak coherently or get out of bed. He was rushed to the hospital, where doctors found the amoeba in his spinal fluid. "The worst-case scenario was unfolding in front of our eyes," the site says.The health department concluded, "epidemiologic and environmental assessment indicate that exposure likely occurred at this facility."Although the amoeba itself was not found in water samples from the park, "the presence of fecal indicator organisms, high turbidity, low free chlorine levels, and other ameba that occur along with N. fowleri indicate conditions favorable for N. fowleri growth."The tests were taken from the park's Surf Resort, Royal Flush and Lazy River features. Those areas are to remain closed until "all health and safety issues have been addressed and mitigated appropriately," the health department said, adding that the owner of the park is cooperating and working to develop a "comprehensive water quality management plan to include current regulatory requirements."The BSR Cable Park said on its website that it is installing a state-of-the-art filtration system on the three features to ensure that they are "as clear and clean as humanly possible."However, the park is interpreting the test results another way: "Water tests come back clean," the website proclaimed, adding that "comprehensive test results have now confirmed that the water at BSR Surf Resort meets every standard for safety."BSR also offered its condolences: "On behalf of the entire staff at BSR Surf Resort, our hearts and prayers are with Fab Stabile's family, friends, and the New Jersey surf community. A precious life has been lost, and we are deeply saddened for his loved ones."There have been nine cases of primary amebic meningoencephalitis in Texas since 2005, according to the Waco-McLennan County Public Health District. Centers and Disease Control and Prevention data dating to the 1960s show between zero and eight cases per year nationwide, with five cases in 2016, none last year and no other cases reported this year.The amoeba, Naegleria fowleri, is found in warm bodies of fresh water such as lakes and hot springs. It infects people by entering the nose and making its way to the brain. There, it can cause a brain infection that the CDC calls "rare and devastating," known as primary amebic meningoencephalitis. It is almost always fatal, though a handful of people have survived.Health officials recommend keeping water out of your nose while swimming in warm or untreated freshwater, by either holding your nose, keeping it above water or using a nose clip. 3359
