SAN DIEGO (CNS) - A man who was a 17-year-old gang member when he killed a San Diego police officer in 1978 has been granted parole, but District Attorney Summer Stephan said today that she is hopeful Gov. Gavin Newsom will reverse the decision. Jesus Cecena, 59, was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range. The officer died in the street, his hand still on his service revolver.Cecena was granted parole Wednesday during a video-conferenced hearing at Valley State Prison in Chowchilla. He was previously granted parole in 2014, 2015 and 2017, but each time the decisions were reversed.Cecena's latest parole hearing -- his 18th -- included a discussion of his criminal record, psychiatric factors, parole plans, and statements by representatives of the victim's family.``We are deeply disappointed that the killer of one of San Diego's finest officers was granted parole,'' Stephan said. ``This crime impacted the entire San Diego community and caused great pain for the family of Officer Archie Buggs.`` This fallen officer was so respected by the law enforcement community that a substation was named after him,'' she said. ``We are hopeful that Governor Newsom will review this parole grant and reverse it once again to keep this killer incarcerated.''In 1979, Cecena was sentenced to life in prison without the possibility of parole, but the sentence was reduced to a seven-year-to-life term in 1982 due to him being underage at the time of the shooting. 1708

SAN DIEGO (CNS) - A study released Monday by the San Diego County Childhood Obesity Initiative found that more than one-third of fifth-, seventh- and ninth-graders in public schools around the county are obese or overweight. The study found that 34% of students in the examined grades were overweight or obese during the 2017-2018 school year, using data from the California Department of Education. The county had a lower obesity rate than California's 39% and the Centers for Disease Control & Prevention's 2015-2016 national estimate of 40.7% for youth aged 2-19. The study found disparities in obesity among ethnic and economic groups, with 24% of white students classified as obese, compared to 49% for native Hawaiian or Pacific Islander youths and 43% of Hispanic or Latino children. In addition, 42% of students facing disadvantages like homelessness, being in the foster care system, meal scarcity and having parents without a high school diploma were found to be obese or overweight. Only 24% of students who were not deemed socioeconomically disadvantaged were found to be overweight or obese. ``Childhood obesity remains a pervasive challenge, and sadly current rates have not changed much from the previous report released for the 2014-2015 school year,'' said Dr. Wilma Wooten, the county's public health officer. ``This indicates a need for new and continued investment in our communities to address the root causes and environments that hinder children's health.'' According to the Childhood Obesity Initiative, students who face challenges like food scarcity are often more likely to face issues with obesity because they don't have easy access to healthier and more affordable food options. Within the county, higher levels of obesity in children roughly correlated with census tracts in which higher levels of the population had an income of 200% of the federal poverty level or less. In addition, school districts with a higher rate of students in the Federal Reduced Price Meals Program tended to have higher rates of overweight or obese students. ``As a nation, we struggle with the idea that a child can be both overweight and not have enough to eat,'' said San Diego Hunger Coalition Executive Director Anahid Brakke. ``But these are two sides of the same coin. Families struggling to make ends meet must often sacrifice buying healthy food for cheaper, nutrient-poor options that are filling but high in calories, fat and sugar.'' The Childhood Obesity Initiative and the YMCA of San Diego County plan to tackle the problem of childhood obesity by promoting the ``5-2-1-0 Every Day!'' campaign, which encourages children to eat five or more servings of fruits and vegetables, spend fewer than two hours on recreational screen time, be physically active for an hour or more and avoid sugary beverages like soda. All YMCA branches in the county will have free Sept. 14 open houses offering information to families on the campaign and how to combat childhood obesity. SAN DIEGO (CNS) - A Tijuana man and his three adult children were indicted by a federal grand jury for allegedly smuggling hundreds of illegal immigrants across the border for profit, the U.S. Attorney's Office announced Friday.Luis Antonio Mendez-Brahan, 55, remains at large, but his children, Christopher Mendez, 28, and Wendy Monserrath Mendez, 24, both of Wasco in Kern County; and Nancy Jacqueline Suarez, 31, of Madera, were arrested at their homes on Thursday, prosecutors said.Mendez-Brahan is accused of leading the smuggling scheme for nearly a decade, which allegedly operated near the Tecate Port of Entry and "used an ever-changing cadre of spotters, guides and drivers" to move "hundreds of illegal aliens into the United States."Mendez-Brahan is accused of charging between ,000 and ,500 for each person smuggled into the U.S., while his children allegedly used family members in both countries to move the money. Border Patrol investigators tracked financial transactions between Mendez-Brahan's children in the U.S. to money service businesses in Tijuana, according to prosecutors.The four family members are each charged with conspiracy to bring in illegal aliens for financial gain, to transport illegal aliens and to conduct financial transactions with proceeds of specified unlawful activity. SAN DIEGO (CNS) - A motorist was killed in a fiery solo vehicle crash off Interstate 5 in the Barrio Logan area, authorities said Monday.The crash was reported shortly after 9:30 p.m. Sunday on southbound I- 5 near Cesar E. Chavez Parkway, California Highway Patrol Officer Tommy Strickland said.Investigators determined a pickup truck hit the center divide, then went down an embankment before ending up on a nearby street and catching fire, Strickland said.The truck's driver was pronounced dead at the scene, but no details about the victim were immediately available.The crash shut down the right two lanes near Cesar Chavez Parkway until about 11:45 p.m. Sunday. 675
