BEIJING, April 6 (Xinhua) -- Chinese President Hu Jintao vowed Tuesday to further improve officials' capability to guide development in a scientific way, as an 18-month nationwide study campaign for the Communist Party of China (CPC) drew to a close. BEIJING, May 17 (Xinhua) -- China hopes the United States will not exclude China when it loosens its export restrictions, Yao Jian, a spokesman with the Ministry of Commerce said here Monday.Yao's remarks came after the United States said over the weekend it might change its exports control regime.The United States should treat all countries equally and not discriminate against China in its export policies, Yao said at a press conference.U.S. Commerce Secretary Gary Locke said in Hong Kong Sunday "concrete proposals" for changes in the exports control could be expected within the next several months.Locke said the review will help with "the sale of highly sophisticated technology that might be embedded in some of the machines and devices like wind turbines, and the software that might operate these very sophisticated systems."

UNITED NATIONS, April 14 (Xinhua) -- Representatives from UN Security Council members and other countries on Wednesday sent their deep condolences to the Chinese government and people for a strong earthquake that hit the northwestern part of the country and killed at least 589 people.The diplomats from nearly 40 countries and the European Union offered their condolences to China when they were taking the floor at an open Council debate on the situation in the Middle East, which kicked off here Wednesday morning. The representatives were from the only countries which inscribed to speak at the open debate.Representatives from Austria, Bosnia, Brazil, Britain, France, Gabon, Japan, Lebanon, Nigeria, Russia and the United States offered their condolences to the Chinese delegation for the 7.1-magnitude earthquake, which struck northwest China's Qinghai Province early Wednesday.Condolences were also from such countries as Afghanistan, Argentina, Botswana, Cuba, Egypt, Iran, Kenya, Kuwait, Nicaragua, Pakistan, Sri Lanka, Syria, Tunisia and Venezuela.Earlier, UN Secretary-General Ban Ki-moon and president of the UN General Assembly Ali Treki also sent their deep condolences to China over the strong earthquake.At least 589 people have reportedly died and 10,000 others were injured in the wake of the deadly earthquake, local authorities said.

BEIJING, April 3 (Xinhua) -- China's Purchasing Managers' Index (PMI) of the non-manufacturing sector rose to 58.4 percent in March, a rebound of12 percentage points from February, when the index fell below the boom-bust line of 50 percent for the first time since a year earlier, an industrial association said Saturday.The PMI, designed to provide a real-time snapshot of business conditions, includes a package of indices including new orders, inventory levels, production and others that measure economic performance. A reading of above 50 percent suggests expansion, while one below 50 percent indicates contraction.The rise of the index indicated robust market activities in service sectors, which combined with an optimistic outlook that would encourage private investment and promote healthy and coordinated development of national economy, said the China Federation of Logistics and Purchasing (CFLP) vice president Cai Jin.According to the CFLP survey, the new order sub-index for China's non-manufacturing sector climbed to 54.6 percent last month, up 8.4 percentage points than February. The outlook sub-index was 70.4 percent, up 2.4 percentage points.The CFLP survey covers 20 non-manufacturing industries, including logistics, wholesale, hospitality, supermarkets and construction.The PMI for manufacturing sectors rose to 55.1 percent in March, the 13th straight month that the index was above 50 percent.
