UPDATE - The Escondido City Council voted 5-0 Wednesday to approve the moratorium on carwashes. Escondido has too many car washes. That's a conclusion the City Council may make on Wednesday, when it may place a moratorium on new car washes in the city.A city report says there are now 28 car washes in Escondido, with more in the planning stages. Instead, the report says the city prefers businesses that create higher paying jobs, more sales tax revenue, and are less intrusive on the surrounding environment. "Escondido has the most permissive policy towards car washes compared to other agencies in North County," the report says. "Currently, there are no special use regulations established for carwash facilities."The moratorium would give the city 45 days to come up with those rules.The issue is coming to light because Neil Capin wants to redevelop an old skating rink at 864 N. Broadway into an express wash. But that's right across the street from a 24-hour mostly manual carwash, with one automated wash. Capin said it should not matter what's across the street, noting that there are plenty of coffee shops and fast food restaurants near each other.Others say the city has too many car washes as it is."I'd rather drive another mile and not have them on every corner," said Ryan Carlson, who was washing his truck at the 24-hour facility on Broadway. Plus, not all car washes are the same. At Soapy Joe's on East Valley Avenue, V.P. Ron Deimling says the company sets itself apart by giving back to the community, having good environmental habits, and investing locally."We provide jobs, we provide training," he said. "We really also want people to grow and learn so if they don't want to stay in the carwash business that's fine, but hopefully take those skills of leadership and working with customers somewhere else."The council meets at 4:30 p.m. Wednesday.   1939

Two of Mississippi's top elected Republicans proposed Wednesday that the Confederate battle emblem be replaced on the state flag with the words “In God We Trust," seeking a path toward unity in their state amid the backdrop of national protests over racial injustice.Mississippi has the only state flag that includes the Confederate battle emblem — a red field topped by a blue X with 13 white stars. White supremacists in the Legislature chose the design in 1894 as backlash for the political power African Americans gained during Reconstruction after the Civil War.Mississippi voters chose to keep the flag in a 2001 statewide election, but the design has remained contentious. Elsewhere in the country, debate has sharpened as Confederate monuments and statues recalling past slavery have been toppled by protesters or deliberately removed by authorities amid a groundswell against racial inequities.Lt. Gov. Delbert Hosemann and Attorney General Lynn Fitch issued separate statements Wednesday about the flag. United Airlines is reportedly working with the CDC to alert passengers onboard a flight last week from Orlando to Los Angeles they may have been exposed to COVID-19 after a passenger had an inflight medical emergency and later died. A man who tried to help the man is now reporting symptoms.United says a man onboard flight UA591 on December 14 had coronavirus-like symptoms, including loss of taste and smell, according to statements his wife made, before suffering a medical emergency onboard.A nurse and EMT began CPR on the passenger as the flight was diverted to New Orleans to get the man help.When the plane landed, they believed the man’s emergency was cardiac arrest, and they allowed passengers to “take a later flight or continue on with their travel plans,” the airline told NBC News.The airline now says they were contacted by the CDC and “are sharing requested information with the agency so they can work with local health officials to conduct outreach to any customer the CDC believes may be at risk for possible exposure or infection," a representative for the airline told CBS LA.The man who says he performed CPR on the passenger, Tony Aldapa, says he is now experiencing symptoms of COVID-19. UK's government announced on Thursday that it will begin enforcing a ban on the sale of plastic straws, drink stirrers and cotton swabs (with a plastic stem) to combat plastic pollution..UK's government said it will work with companies to come up environmentally friendly alternative products. The government added that it is working to exempt the plastic straw ban for medical purposes. The latest efforts come after the UK has already implemented a ban on plastic microbeads, and began charging a tax on plastic bags. The government said it estimates that the plastic bag tax has reduced the number of plastic bags distributed by 9 billion. "The UK government is a world leader on this issue, and the British public have shown passion and energy embracing our plastic bag charge and microbead ban, and today we have put forward ambitious plans to further reduce plastic waste from straws, stirrers and cotton (swabs)," UK Prime Minister Theresa May said in a statement. The actions are part of a 25-year plan to eliminate avoidable plastic waste. 1081
