SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. SAN DIEGO (KGTV) - On Monday afternoon, two brothers were sentenced in connection to the deadly freeway shooting of a Navy sailor who stopped to be a good Samaritan.Edson Acuna and Brandon Acuna learned their sentences following the 2018 shooting death of Navy sailor Curtis Adams. Edson Acuna was given a term of life without the possibility of parole plus 25 years to life plus 27 years and four months. He was ordered to pay ,000 in restitution and pay for associated fines. “He's going to be in prison for the rest of his life until he takes his last breath and I think that will give him time to pay these from prison wages,” the judge told the courtroom.Edson Acuna was convicted by jury of first degree murder while Brandon Acuna pleaded guilty to voluntary manslaughter. On Monday, Brandon Acuna was sentenced to 13 years in prison.Prosecutors argued that they burglarized a car outside of a Mount Hope home which led to a shootout with the homeowner. They tried to get away but a blown-out tire caused them to stall on the freeway. Adams stopped to help but Edson Acuna shot him after thinking that he was the homeowner from the shootout earlier in the night.Harvey Liberato and Susana Galvan were also in the brothers’ car and have entered plea agreements.The judge concluded the hearing by telling the courtroom that he hopes both men reflect in the years to come on the magnitude of the loss that their actions caused. 1441

SAN DIEGO (KGTV) — October historically spells fire danger for San Diego and Cal Fire is asking everyone to be ready.The Cedar Fire started Oct. 25, 2003, and burned 280,278 acres. The Witch Creek-Guejito and Harris Fires started Oct. 21, 2007, and burned 288,430 acres. People lost their lives in both fires.Cal Fire Captain Issac Sanchez said it's extremely important San Diegans are prepared to evacuate at a moment's notice. "Be ready to evacuate, have your defensible clearance space done. Not only do it, but do it responsibly. Do it first thing in the morning when temperatures are low and humidity levels are relatively high," Sanchez said.The weather contributes to a dangerous cocktail, increasing October's potency."You have that combination of fuel and weather really giving a one-two punch to us pretty consistently," Sanchez said.The Valley Fire in September reminded San Diegans of how quickly a spark can grow out of control and how fast evacuations can happen.Next week's weather doesn't look good, according to Sanchez. "It's going to be warm, it's going to be dry and there's going to be some sort of wind blowing from the east," says Sanchez. "That's the kind of combination that gets folks nervous around here."The good news is firefighters are coming home from working in northern California and will be standing by, in addition to Marines and Sailors."A strike team of Type 6 Fire Engines is just getting back to San Diego from the Creek Fire in Fresno," Sanchez said. SAN DIEGO (KGTV) - More than 3,000 street lights in San Diego is expected to get ‘eyes and ears’ by the end of the month.Last year, the city announced that they would be retrofitting 3,200 street lights with smart technology.RELATED: Smart street lights coming to San Diego Nearly 3,000 of the “sensor packages” have been installed on existing street lights according to David Graham, Deputy Chief Operating Officer for Smart & Sustainable Communities.  However, they have not yet been activated.The technology on the street lights has a sort of camera and microphone.While it may seem a little “Big Brother-ish” to some, Graham assures the public they won’t be used for spying. The cameras and sensors would only collect data on parking, traffic congestion, and pedestrian safety. SAN DIEGO (KGTV) - Police arrested two people following a pursuit through San Carlos Friday night.Officers say they responded to reports of gunshots near the San Carlos Recreation Center around 9:53 p.m. They said they tried to pull over a suspicious vehicle, but it took off. A five-minute pursuit took place before the suspect’s car crashed near the Jackson and Golfcrest Drives.The suspects rushed out of the vehicle, but one was caught after surrendering at a nearby taco shop.  The other one ran into a nearby housing complex. That suspect surrendered after about a three-minute standoff.Police say they found guns in the car. The suspect's names have not yet been released.  713
