The country's fast-developing tourism industry is expected to boost the hotel sector, a senior official has said.About 200,000 new hotels, resorts and guesthouses are likely to be built by 2015, head of China National Tourism Administration (CNTA) Shao Qiwei said on Thursday.Addressing a seminar on domestic and international hotels' groups, he said the new structures will include about 10,000 star-rated hotels. After 18 months of deliberation and public consultation, legislators passed the long-awaited Labor Contract Law on Friday to improve workers' basic rights. The law, which would take effect on January 1 next year, won 145 of the 146 votes of the Standing Committee of the National People's Congress (NPC). One vote was not cast. The new law is considered the most significant change in the country's labor rules in more than a decade. It establishes standards for labor contracts, use of temporary workers and severance pay. It makes mandatory the use of written contracts and strongly discourages fixed-term contracts. According to the law, severance should be paid if a fixed-term contract expires but is not renewed without an appropriate reason. It is also stipulated that employers must submit proposed workplace rules or changes concerning pay, work allotment, hours, insurance, safety and holidays to the workers' congress for discussion. After the recent exposure of forced labor in brick kilns in Central and North China, the final draft added stipulations that government officials guilty of abuse of office and dereliction of duty would face administrative penalties or criminal prosecution. Xin Chunying, deputy chairperson of the NPC Law Committee, said the law is not intended to replace the current Labor Law but rather, to further standardize labor contracts in favor of employees. Li Yuan, one of the legislators in charge of drafting the law, said the law targeted bosses and officials who exploited workers. The draft law was first proposed in 2005 amid complaints that companies were mistreating workers by withholding pay, requiring unpaid overtime or failing to provide written contracts. Many workers were also becoming trapped in short-term contracts. Last March, the draft was made public for consultation, and legislators received about 192,000 public responses in a month. Only the Constitution, drafted in 1954, received more. However, business lobbies are worried that stricter contract requirements could raise costs and give them less flexibility to hire and fire employees. Both the European Union Chamber of Commerce in China and the American Chamber of Commerce in Shanghai (AmCham Shanghai) had made submissions to the NPC, suggesting the law might exert negative influence on foreign investment in China. In a letter to the NPC last year, Serge Janssens de Varebeke, then-president of the European Union chamber, warned the "strict" regulations could force foreign companies to "reconsider new investments or continuing their activities in China" because of possible cost increases. But Xin said there wouldn't be a substantial cost increase for companies that strictly follow the existing Labor Law. "All the principles have been included in the current law. The new law just details the provisions to facilitate implementation," she said.

The researchers placed microphones on 396 college students in the United States and Mexico for periods ranging from two to 10 days, sampled their conversations and calculated how many words they used in the course of a day. "What's a 500-word difference, compared with the 45,000-word difference between the most and the least talkative persons" in the study, Matthias R. The government will get tough on those involved in illegal activities and speculation to cool the country's booming property market, a leading construction official said Thursday."We are in the middle of a campaign to regulate the property market and will crack down hard on anyone engaged in illegitimate activities such as stockpiling land and bidding up prices," Qi Ji, vice-minister of construction said at a press conference."We will expose and punish unscrupulous developers and do everything we can to prevent price hikes driven by non-market factors," he said.Qi said the government will also introduce differentiated tax and credit policies to deter people from buying property for investment purposes and control the demand for large apartments.Citing Beijing as an example, Qi said one of the key factors behind the skyrocketing prices was the influx of buyers from outside the city."Figures show more than a third of the commodity houses in Beijing were bought by people from outside the city," he said.And the figure is more than 50 percent for high-end properties in central areas, he said.The situation has led to an imbalance between supply and demand in these areas and prices are soaring, Qi said.House prices in the capital showed a year-on-year increase of 11.6 percent last month, the highest this year.Qi said governments must put greater emphasis on the development of low and middle-priced housing and small to medium-sized apartments to stabilize housing prices.In an effort to help ease the housing problems of low-income families in urban areas, the State Council recently rolled out a series of policies including the establishment of a low-rent system, the construction of more affordable homes and a large-scale program to renovate shantytowns.Qi said 10 million low-income families nationwide have housing problems, most concerning a lack of living space of less than 10 sq m per person."They cannot afford houses on the open market, which is why governments must help them," he said.

  

The National Development and Reform Commission (NDRC) has given Blackstone Group the green light to buy into and help restructure chemicals giant BlueStar.The NDRC has formerly approved the US company's agreement to pay 0 million for a 20 percent stake in China National BlueStar (Group) Corp, the State-owned chemicals maker.According to a notice on the NDRC website, it has given its permission for BlueStar to tap Blackstone as a strategic foreign investor and carry out restructuring.Blackstone will buy a stake in BlueStar's parent company, China National Chemical Corp, or ChemChina, which will hold 80 percent of BlueStar after the deal.The move is intended to smooth BlueStar's strategic restructuring, international expansion and public listing in the future, analysts said."Attracting private equity (PE) funds can help BlueStar draw investment capital and carry out strategic reform", Cheng Lei, an analyst with Ping An Securities, said.BlueStar considered several PE funds before choosing Blackstone, the world's largest PE company. BlueStar will become the US company's first investment in China.Blackstone executives Ben Jenkins and former Hong Kong financial secretary Antony Leung have been appointed by Blackstone to serve on BlueStar's board, the company said."We forecast (they) will bring new ideas to the State-owned company and help it transform," said Fu Yunfeng, an analyst with Ping An Securities.Ren Jianxin, president of ChemChina, said he believes Blackstone has sufficient investment experience in the chemicals industry because of its involvement with Celanese and Nalco.BlueStar is thirsting for global expansion. In 2004, it showed an interest in buying South Korean Ssangyong Motor Co, but Shanghai Automotive Industry Corp closed the deal instead.BlueStar's restructuring follows on the heels of the State-owned Assets Supervision and Administration Commission's (SASAC) campaign to strengthen and expand mid-level, State-owned enterprises.Li Rongrong, minister of SASAC has called on the agency to create 30 to 50 enterprises by 2010, which can rank among the world's top three global players in their sectors.
