SAN DIEGO (KGTV) -- Capt. Andy Williams, Commander of the California Highway Patrol Oceanside Station, is under investigation after his arrest for suspicion of domestic violence.ABC 10News obtained the request for a restraining order against Williams, filed by his ex-wife. In the court documents, she details an argument the two got into at his home in Carlsbad Oct. 19. She claims he struck her near her buttocks with enough force to leave a hand mark and welts.Carlsbad police confirmed to ABC 10News that they arrested Williams. A spokesperson for the District Attorney tells ABC 10News they are investigating the case to decide whether to file charges.Williams is out on bail. CHP has placed him on administrative leave and removed his powers as a peace officer.CHP Border Commander Chief Omar Watson sent ABC 10News a statement:"The CHP is aware of the arrest of Capt. SAN DIEGO (KGTV) – Choir members in San Diego have made it their mission to use music to bring comfort to people nearing the end of their lives.Threshold Choir's director, Nadean Burington, started the local chapter in 2011.  It is an a cappella choir that sings for and with those at the thresholds of life.  They sing at the bedside at San Diego hospices, institutions, and private homes.Recently, doctors diagnosed Burington with stage four cancer. She has recently started requesting the choir's services.“It's wonderful. It's a gift back to me now for what I've given to help start it,” Burington said. “I feel well at this point but I want to the music continue for as long as possible.”Burington says the next directors have been picked out. SAN DIEGO (KGTV) -- Black history in San Diego goes back hundreds of years, but a unique aspect specific to the area is a historic building that no longer stands. At the intersection of Market and 2nd in downtown, there is a small plaque on the ground. This marker is all that’s left of the historic Hotel Douglas, a place founded in the Roaring 20s that became an icon for the area.George Ramsey founded Hotel Douglas in 1924 as a place for the black community. During this time, segregation was prevalent, and many hotels were whites-only. Ramsey created the hotel as a way to give a space and economic boost to black people.“He had the idea of creating a black hotel. When I say black hotel I mean a hotel run by black people, owned by black people, employing black people, serving black people,” said David Miller, a history professor who also works with the San Diego History Center.Miller said the hotel became a famous spot because of the nightclub inside that drew in many famous black performers, including Bessie Smith and Duke Ellington, who would stop on their way to shows in neighboring major cities.“San Diego was a stopover point so the club in the hotel became a center for black performers and in fact became dubbed the Harlem of the west,” said Miller.The hotel no longer stands, but the plaque marks the history it represents. Miller said this history, similar to other major black history days like Juneteenth, is important to know and understand to grow as a society.“It’s a chance to truth tell and to learn about not necessarily a moment in history but a moment in history that illustrates the ongoing nature of making freedom and navigating what freedom means now as free people,” he said.The San Diego History Center will reopen to the public July 4, 2020 after closures due to coronavirus. There are also resources available online to learn more about local history. SAN DIEGO (KGTV) — Anti-tax advocates rallied Wednesday against an array of bond measures across San Diego County say they will add more than billion in debt to San Diego taxpayers if they all pass. "We have to say no to the big bond bailout of 2018," said anti-tax advocate Carl DeMaio, flanked by a dozen supporters, and Tony Krvaric, chairman of the Republican Party in San Diego County.While calling for an across the board rejection of all bond measures on the ballot, the speakers focused most of their ire on Measure Y-Y, the .5 billion measure for the San Diego Unified School District.RELATED: What you need to know about voting this November"These bonds are used to cover up financial mismanagement in local government. They are big ol' bailout," said DeMaio. "They're running up the credit card." Tax reform advocates say Y-Y is the third in a series for San Diego Unified that began in 2008. SAN DIEGO (KGTV) - Ballast Point has introduced its way of giving back to the San Diego community after 20 years in business.Ballast Point is releasing "Made in San Diego," a new beer which will benefit the San Diego Regional Economic Development Corporation.
