BEIJING, Sept. 22 (Xinhua) -- China's chief quality supervisor Li Changjiang stepped down Monday afternoon with the approval of the State Council after tainted dairy products sickened tens of thousands of infants and killed three.     Wang Yong, former deputy secretary-general of the State Council, replaced him as the director of the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     Li was the highest ranking official brought down so far by the dairy product contamination scandal.     Across the country, about 13,000 babies remain in hospital after falling ill from melamine-tainted milk powder, and nearly 40,000 others were also sickened but had been cured, according to the Ministry of Health on Sunday.     Wu Xianguo, the Communist Party chief of Shijiazhuang City, the epicenter of the national dairy industry tremor in northern Hebei Province, was also sacked on Monday.     Before Wu, Mayor Ji Chuntang and Vice Mayor Zhang Fawang as well as three other responsible city officials were sacked after locally-based Sanlu Group became the first dairy producer under the spotlight in the scandal.     The latest government personnel reshuffle, together with the resignation of Shanxi governor Meng Xuenong following a deadly landslide triggered by the collapse of an illegal mining dump, sent a strong signal of the central government's resolution to hold relevant officials accountable for severe production and quality incidents, said professor Wang Wei of the National School of Administration.     "Such a system is especially crucial to the building of a service-oriented government as the public, impressed with the Olympic efficiency of the governments at various levels, expect officials to retain quick-response and effective," Wang said.     Under the Civil Servants Law effective as of 2005 and the State Council Regulations on the Punishment of Civil Servants of Administrative Organs enacted last April, heads of administrative organs who fail to fulfill their duties and cause avoidable severe accidents will face removal and severer punishment.     A State Council decision released on Monday defined the Sanlu milk powder issue as a "sever food safety incident".     Wu, who doubled as member of the Standing Committee of the Hebei Provincial Committee of the Communist Party of China, was removed for delaying the reporting of the issue to higher authorities and incompetence in the disposition.     Li resigned taking the blame for supervision default.     Professor Wang found Li's resignation "no wonder". "With tightened and more efficient supervision, pathogenic dairy products would find no way to get out of the production lines," he said.     A combined result from purposeful cover-up of the producer and supervision default, the contamination scandal didn't emerge until Autumn.     Wang Yuanping from Taishun City of Zhejiang reportedly lodged a complaint to Sanlu in May, suspecting that his 13-year-old daughter developed kidney stone after drinking its milk powder.

NEW YORK, Sept. 23 (Xinhua) -- Chinese Premier Wen Jiabao said Tuesday that China and the United States are not rivals but partners in cooperation and they should work together to further strengthen bilateral relations.     In a speech delivered at a luncheon co-hosted by the National Committee on U.S.-China Relations and other friendly American organizations, Wen said China-U.S. relations have made significant progress since his first official visit to the United States in 2003.     High-level contacts between the two sides are more frequent than ever before, said Wen, who arrived here Tuesday to attend meetings at the headquarters of the United Nations.     "There are now over 60 dialogue and consultative mechanisms between our two countries. The Strategic Economic Dialogue and the Strategic Dialogue have in particular played an important part in increasing strategic mutual trust between the two sides."     On economic cooperation, Wen noted that China and the United States are now each other's second largest trading partners.     Dialogue and cooperation have also extended to a number of new areas, such as energy resources and climate change, he added.     In addition, China and the United States have maintained communication and coordination on global security issues such as counter-terrorism and non-proliferation and on regional and international hot-spot issues, the Chinese premier said.     The ever-deepening friendship between the two peoples is an integral part of growing relations between the two countries, Wen said.     He also expressed sincere appreciation to the American people from all walks of life for their abiding commitment to China-U.S. friendship and extended heartfelt gratitude to the U.S. government and people for their strong support for China's earthquake relief and efforts in hosting the 2008 Beijing Olympic Games.     As to the China-U.S. relations after the upcoming U.S. presidential election, Wen said China hopes to maintain and develop the constructive and cooperative relations with the United States whoever becomes the next U.S. president. History has shown that the smooth development of China-U.S. relations depends, to a great extent, on the proper handling of the Taiwan question.     "We hope the U.S. side will stick to its commitment, adhere to the one China principle and the three China-U.S. joint communiques, and oppose Taiwan independence," he emphasized.     "We hope the United States will support improvement of relations and the realization of common development between the two sides of the Taiwan Strait. This serves the interests of people on both sides of the Taiwan Strait and is conducive to China-U.S. relations and peace in the world."     Wen also took questions after delivering the speech. When asked about China's food safety, he said that the Chinese government has paid great attention to the country's recent infant formula milk power contamination incident and adopted a series of resolute measures to deal with it.     China will take vigorous measures to ensure the quality of products and food safety, Wen said, adding that China's exports will meet both international standards and requirements of importers and China is willing to enhance cooperation with the U.S. in this regard.     U.S. Secretary of Labor Elaine L. Chao, former Secretary of State Henry Kissinger, and Chair of the Board of Directors of the National Committee on U.S.-China Relations Carla A. BEIJING, Aug. 20 (Xinhua) -- Chinese President Hu Jintao on Wednesday paid a morale-boosting visit to the country's Paralympic athletes, urging them to "strive to become strong and fight for the best."     With 16 days to go until the opening ceremony in Beijing, Hu, accompanied by Vice President Xi Jinping, went to the training center for Paralympic athletes in a northeastern suburb of the capital in the morning. BEIJING, Aug. 31 (Xinhua) -- The 6.1-magnitude quake that jolted southwest China's Sichuan and Yunnan provinces on Saturday has killed 32 people, according to the Ministry of Civil Affairs.     Sichuan reported 27 deaths and the other five were in Yunnan, the ministry said Sunday night.     The quake that occurred at 4:30 p.m Saturday also injured more than 400 people.     The epicenter was at the juncture of Renhe District in Panzhihua and Huili County in Yi Autonomous Prefecture of Liangshan, Sichuan. It was at a depth of 10 km, the China Earthquake Administration said.     QUAKE IMPACT AND DAMAGE     Areas affected by the quake were Panzhihua and Huili, both in Sichuan, and Yi Autonomous Prefecture of Chuxiong, Bai Autonomous Prefecture of Dali, Lijiang and Zhaotong cities, all in Yunnan Province. Kunming, the Yunnan capital, was also hit.     Most of the fatalities, however, were in Huili, Chuxiong and Panzhihua. All the three areas are on the southern end of the fault line of the May 12 quake that left more than 69,000 people dead and nearly 18,000 missing.     Another 6.0-plus magnitude quake, however, was not expected in the area in the next two weeks, said Liu Jie, chief forecaster of the Beijing-based Chinese Seismographic Information Center, on Saturday.     More than 300 aftershocks were also monitored in the quake zone as of 5 a.m. on Sunday, according to the national earthquake networks.     The networks monitored an aftershock of 5.6 magnitude in the same area of Saturday's quake at 4:31 p.m. on Sunday. The death toll of Saturday's quake has risen to 28, while no damage caused by the aftershock has been reported    Panzhihua City Quake Control and Relief Headquarters on Sunday confirmed more than 70,000 people in the city were affected by the quake. In addition, more than 32,000 people were displaced.     In total, 38,425 residences suffered damage in the quake, of which 363 homes were toppled. Seven reservoirs, 22 highways and three bridges were also damaged.     The Panzhihua education authority said cracks were found on the buildings of more than 100 schools, of which 66 were in Renhe, a hard-hit district in the city.     "I am afraid these schools will not open for the new semester starting on Monday," said Shen Zhiqiang, an official with the Panzhihua City bureau of education.     "The figure (of schools affected by the quake) might go up, as damages in some primary schools based in remote mountainous villages were not reported yet due to inconvenient transport conditions," Shen said.     Further south, 600,000 people in five regions of Yunnan were affected by the quake. This included five deaths, more than 170 injured people and the destruction of 130,00 residences, said a Yunnan Provincial Bureau of Civil Affairs source.     The worst hit was Chuxiong where the five deaths were recorded. Destroyed were 111,448 homes, 656 school buildings and 213 buildings totaling 65,554 square meters of floor space. The direct economic loss was put at 500 million yuan (about 73 million U.S. dollars), according to the office for the quake control and relief headquarters of Chuxiong.     RELIEF OPERATION     On Saturday, China Earthquake Administration launched a level-three emergency response and dispatched an on-site working team to offer assistance after the quake struck.     In addition, the Chinese Ministry of Civil Affairs began a level-four emergency response mechanism at 5 p.m.. The civil affairs departments in Panzhihua and Yunnan began a class-three emergency response to cope with the aftermath of the quake.     Panzhihua government officials rushed to the quake zone to direct relief efforts. Relief materials, including water, food and300 tents, as well as emergency financial aid of 5 million yuan, were sent to the quake-affected areas.     More than 2,000 people in Huili were mobilized to join the relief operation that was hampered by heavy rain late on Saturday and early Sunday.     In total, 1,200 tents, together with about 10 tons of food and water were sent to quake zones in Huili, according to Huang Ling, the Huili County Government deputy chief.     On Sunday, Sichuan Provincial Weather Observatory issued a forecast saying the weather in the coming week would be overcast with showers or thunder showers, making the relief effort difficult.     The Yunnan Provincial Bureau of Civil Affairs said it had already sent relief materials including 3,200 tents, 1,000 cotton-padded quilts and 25 tons of rice to quake zones in the province. Chuxiong Prefecture had also allocated 350,000 yuan for disaster relief.     The Jet Li One Foundation, initiated by Chinese film star Jet Li, earmarked 2.5 million yuan and donated materials worth 250,000 yuan on Sunday to the affected areas in the two provinces.     RESUMPTION OF DISRUPTED SERVICES     Traffic on the north-south rail line from Chengdu, the Sichuan capital, to Kunming, which runs all the way through the quake zone, was disrupted temporarily on Saturday and resumed on Sunday.     Some stops on the 1,100 km rail line were damaged, which led to the cancellation of three freight trains, a Kunming Railways Administration source said.     "Resumption of this railway service will guarantee the delivery of relief materials to the quake zone centered on Panzhihua," saida Kunming Railways Administration official.

CHENGDU, Sept. 2 (Xinhua) -- Chinese Premier Wen Jiabao called the past 110 days since the May 12 quake "shocking and touching" when speaking to journalists in southwest China's quake-hit Sichuan Province on Tuesday.     "The past 110 days were days that shocked our minds, and also days that touched our hearts," said Wen. "It's not a long time, but what we did, as witnessed by people all over the world, will go down in history." No major epidemics were reported and industry and agriculture basically resumed.     The nation also demonstrated a kind of great spirit in the quake rescue and relief efforts and gained plenty of precious experiences in coping with emergencies, Wen said. "These will be more everlasting in the quake zone and in our hearts."     Citing soldiers rescuing life around the clock, volunteers taking care of survivors and local people helping each other, Wen expressed his appreciation for all the merits demonstrated on the rescuers and survivors.     Wen said the rebuilding of houses and infrastructures remained the most urgent and difficult task for relief work, citing that it took more than 100 days to fully repair the trunk road linking quake-hit Dujiangyan and Wenchuan and it required no less to keep it open as aftershocks continued to trouble the areas.     According to Wen, in October a nationwide campaign will be launched on donating clothes and quilts to the quake zone to help people there spend winter "safe and sound".     He vowed the central government would continue the relief work as best as it can along with local governments and residents.
