(KGTV) – A Chula Vista family came home to their house completely ransacked by burglars.“It was a total mess,” homeowner Eric Deas said. “It was like a hurricane came into my house.”Deas says he left for his aunt's house around 11:30 a.m. on Tuesday. When he got back around 3 p.m. he found that someone had tried to get into his backdoor, then smashed a window to get in.The thieves stole thousands of dollars worth of jewelry and electronics. But they also raided his fridge, drank his alcohol, and ate his food. They trashed his house, dousing his floors and furniture with booze.  Deas even found feces in the upstairs bathroom. "They didn't flush," he said.He also found a shoe in his aquarium.  About ten of his prized fish were dead.  He thinks the thieves dumped wine in the fish tank.“It looked like they had a good time,” he said.  “They had a party in my house. Unfortunately, it was a 'damage party.'”A neighbor’s security camera caught a white BMW park in the neighborhood. Then it appears of group of teens got out of the car and started walking towards Deas' house. The video was taken in the same time frame of the break-in. It was hard to make out faces or a license plate, but Deas thinks its video of the party bandits.The intruders also took something very sentimental from him.“My mom wrote me these handwritten notes. She passed away two years ago,” Deas said, “Things that sad, 'love you, ma.' It was personal.”Deas doesn't think he will get them back.“I call them punks; they don’t deserve to be people. Children should ride in rear-facing car seats until they reach the height or weight limit for the seat, according to updated recommendations from the American Academy of Pediatrics.This changes the academy's previous guidance, which said children should ride in rear-facing seats until at least age 2. The new recommendation eliminates the age-specific milestone to turn a child's car seat around.Car seat manufacturers are making seats that allow children to remain rear-facing until they reach 40 pounds, Dr. Benjamin Hoffman, lead author of the academy's updated guidelines, said in a statement."It's best to keep your child rear-facing as long as possible," Hoffman, chairman of the academy's Council on Injury, Violence and Poison, said in the statement. "This is still the safest way for children to ride."By using the proper car seat, the risk of death or serious injury is lowered by more than 70%, according to the academy. All children younger than 13 years should be in a vehicle's back seat, it said.Parents can find height and weight limits for a car seat in the instruction manual.Once children reach the height or weight limit and shift to a forward-facing seat, they should use safety seats with harnesses for as long as possible, often up to 65 pounds, the pediatricians' group said. CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

CHULA VISTA (CNS) - A Tijuana police officer who allegedly took part in a plot to steal more than million from a Chula Vista home, which he and other defendants believed was a stash house containing drug money, was ordered Monday to stand trial on two conspiracy charges.Jesus Estrada Torres, 35, is accused of planning with five other men to rob the home in late January, after an undercover FBI agent told them a shipment of money would be delivered to the residence, according to testimony at the defendant's preliminary hearing.A fellow officer, Marco Quijas-Castillo, 27, pleaded guilty earlier this year to conspiracy to commit robbery and faces two years in state prison. Four others are also facing various charges in connection with the attempted theft.RELATED: 2 Tijuana police officers among group charged in Chula Vista home burglaryTestimony at Torres' preliminary hearing indicated the defendants were told two unarmed individuals would be inside the three-bedroom home, which was actually being rented by the FBI for the operation.The criminal complaint alleges Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 33, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 29, who traveled to Chula Vista from San Bernardino County.Castillo and Torres allegedly "provided counter-surveillance" at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance at the Chula Vista residence while Shaw walked up to the house, and "entered a code into a lockbox containing a key to enter the house," the complaint alleges.The men had allegedly planned to tie up the two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home, according to testimony.The defendants are due back in court June 30 for a readiness conference. 2022
