According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. He says since the City of San Diego streamlined the ADU process, nearly half calls he gets are people looking to build. SAN DIEGO (KGTV) - San Diego County residents grabbed umbrellas and raincoats Wednesday as a cold storm system brought showers, flooding, winds, lightning, and snow to Southern California. Wednesday will be cooler and windier, with the heaviest rain and threat of flooding between 11 a.m. and 3 p.m., according to 10News meteorologist Megan Parry. A Flash Flood Watch was in effect Wednesday until Thursday at 1 a.m. for the coast and mountain areas. Anyone in need of sandbags to prevent flooding can get them for free through the County of San Diego or City of San Diego. About 4 p.m., lightning strikes forced the California State Parks rangers to close Carlsbad state beach for safety.Check the 10News Pinpoint Doppler Live radar Thousands of people lost power around San Diego County Wednesday. The largest outages were in Chula Vista and Bonita, with some 4,300 customers out of power, and Oceanside, with 555 customers out of power. SDG&E's website listed the cause of many outages as being under investigation, and did not say whether the outages were related to the weather. Restoration times varied for the affected customers. See the SDG&E outage map here.The power outages affected the San Diego Trolley's Blue Line service at the H Street station in the South Bay, the MTS reported on twitter. Shelter is provided when temperatures dip below 50 degrees with a chance of rain, or below 45 degrees with no precipitation.SeaWorld San Diego was closed Wednesday but park officials anticipated reopening Thursday.While the weekend should be sunny and dry, more wet weather could be on the way. SAN DIEGO (KGTV) — San Diego Police are reminding families who may care for an at-risk loved one to have a plan if they become lost.Officers said Saturday that a woman named "Lupe" disappeared from her home recently and was lost before a neighbor who noticed her called police.SDPD Southern Division officer McClain responded to the call and stayed with Lupe as other officers searched the area to try and get her back home, according to police. An officer eventually found a residence with an open door, which was Lupe's home.Instead of transporting her back home in a police vehicle, and possibly confusing or scaring the woman, SDPD said McClain, "figured it was time to get his steps in and walked Lupe back to her residence." There, she was reunited with her family.SDPD said the incident highlighted the need for families to make sure loved ones with medical or mental issues have an ID bracelet with their basic information, address, and emergency contact if they become lost.The Alzheimer's Association says families can prevent a loved one from wandering away from home by identifying times they are likely to wander and plan activities, ensure basic meets are met, use devices to signal when a door or window opens, and regularly supervise them. The group says families can plan for the possibility of someone wandering away from home by asking neighbors to call if they see the person alone, know where a person could likely go to if they leave the home alone, and familiarize themselves with the neighborhood and any possible hazards there may be. 1568
