SAN DIEGO (CNS) - A comprehensive outreach strategy to expand testing access for Latino residents and other communities hardest hit by the COVID-19 pandemic was announced Friday by local leaders.The new program will kick off on Monday, with a new testing site at the Mexican Consulate in downtown San Diego at 1549 India St. Starting at 8 a.m., walk-up appointments will be available until 3:30 p.m., according to the announcement from San Diego County Supervisor Nathan Fletcher, Carlos Gonzalez Gutierrez, Consul General of Mexico in San Diego and other local leaders."We are prioritizing our response to health inequities in the Latino community by prioritizing efforts to help address accessibility barriers that are contributing to Latinos being disproportionately impacted by this pandemic," Fletcher said. "Whether you live in the south, north or east of our county, you should have access to testing and resources to prevent and treat the spread of COVID-19."The consulate will be the first of several locations in a 14-day rotation. Two other confirmed sites include San Luis Rey Church in Oceanside and St. Anthony of Padua in National City. Dates, times and additional locations will be announced as soon as they are finalized.According to the group, by working with partners like the consulate, Catholic Diocese of San Diego, the Chicano Federation and others, this testing initiative will enhance San Diego County's regional effort to expand coronavirus testing and outreach in the Latino community."The consulate is proud to be part of the efforts to encourage testing and diagnosis among the Latino community, a community that, unfortunately, has been disproportionately hit by COVID-19," said Gonzalez Gutierrez. "Part of what is necessary for our community to reach out to testing sites is for them to feel safe and understand that they can access public health services regardless of their migratory status."Nancy Maldonado, executive director of Chicano Federation, and Barbara Jimenez, general manager of the central and south regions of the County Health and Human Services Agency, joined the politicians Friday to announce the new testing site and the overarching strategy."This testing site will allow us to reach an important population," said Jimenez. "Until we have a widely available vaccine, testing will remain an absolutely critical part of our public health response." 2407

SAN DIEGO (CNS and KGTV) - A San Diego County Superior Court judge ruled Monday in favor of conditional release for a sexually violent predator known as the "Bolder than Most'' rapist.Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Some of those who were in the courtroom when the decision was announced were visibly upset, 10News reporter Jon Horn said. One person yelled, others were in tears.Last fall, Gill ordered that Quarles be released, a decision that prosecutors, along with county Supervisor Dianne Jacob, requested Gill reconsider. Since that time, the agreement to rent the residence in Jacumba Hot Springs has fallen through, and Gill allowed for further argument toward a possible reconsideration of his decision to release Quarles. Gill heard testimony during a closed-door evidentiary hearing last week, which was kept under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports. Quarles' victims and their supporters have argued against the order to keep the hearings private, including by staging a protest on the steps of the downtown San Diego courthouse where the hearings were held. Quarles was dubbed the "Bolder than Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator. In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders.Quarles will return to the hospital where he has been held until it's determined where he will be placed. SAN DIEGO — Cindy Griffith is cherishing her days with her husband Matthew and one year old son, Wilder."I'm very blessed right now to have this time with them," she says. But this time is not totally stress free.That's because in the back of Griffith's mind is the fact that it's been more than two months since she filed for unemployment - yet to receive a dime."Everyday it's something that I constantly think about," she says. "It's eating at me, and I'm worried that it's not going to come."Cindy Griffith lost her job at an Encinitas restaurant when Coronavirus restrictions took effect. Matthew lost his restaurant job in Del Mar.Both filed for unemployment.Matthew got his right away - giving the family a much needed lifeline.Cindy, however, got a letter saying she needed to verify her identity - and the Social Security Number on the form was way off."I said there's no way I typed this in like that," she said. "I went back and checked my records and you could see that I put it in right."That letter came in early April. Cindy Griffith says she's called the E.D.D. hundreds of times since - even keeping her documents in Wilder's stroller in case she gets through on a walk.She confirmed the EDD received her identity information, but is always told her benefits are pending. The EDD reports that identity verification is its primary backlog. That division has grown from 13 people to 218. The agency training an additional 150 to help with the demand. Meanwhile, Griffith is falling behind on bills - and using credit card debt to get by."The hardest part is getting no answers," she says. "I think that's been the most frustrating, it's like what can I do?" 1680

  

SAN CLEMENTE, Calif. (KGTV) -- Three Camp Pendleton Marines were stabbed during a fight Saturday in San Clemente, a sheriff’s official confirms.The fight happened around 1 a.m. Saturday in a parking lot on the 200 block of El Camino Real.The three Marines, two aged 21 and the other a 23-year-old were involved in a fight with two men and a woman.RELATED: Woman finds Marine Corps ring on Florida's Siesta Key, hopes to find ownerDuring the fight, one of the men pulled out a knife and stabbed all three Marines. All three of the men were taken to the hospital with non-life threatening injuries.The Marines were all assigned to the 1st Battalion, 4th Marines at Camp Pendleton.Deputies arrested 24-year-old Alexis Moreno-Aguirre on suspicion of attempted murder.
