(KGTV) — An Amber Alert was issued to counties across California for a 4-year-old girl abducted by her non-custodial mother in Washington.The alert was issued for a 2005, red Chevy Cobalt with Washington state license plate "BLK 1552" just after 1 p.m. by California Highway Patrol on behalf of the Vancouver Police Department.Vancouver Police say Aranza Maria Ochoa Lopez, 4, was taken on Oct. 25, by her mother, 21-year-old Esmeralda Lynn Lopez. Authorities believe the mother may be intending to head to Mexico.Esmeralda Lopez is described as a Hispanic female, standing 5-feet tall, and weighing about 138 pounds. She has black hair and brown eyes. Aranza is described as a Hispanic female, with blond hair and blue eyes.The alert was sent to the following California counties: Marin, Napa, Contra Costa, San Joaquin, Alameda, Santa Clara, San Mateo, Santa Cruz, Monterey, San Benito, Merced, Fresno, Kings, San Luis Obispo, Santa Barbara, Ventura, Kern, Los Angeles, Orange, San Diego, Riverside, Stanislaus, Merced, Madera, and Tulare.Anyone with information of the pair's whereabouts is asked to call 911.10News is monitoring this breaking news. 1190

Gavin Newsom on Monday announced updated guidance for hair and nail salons and barbershops in California that would allow those businesses to shift their operations outdoors amid the ongoing coronavirus pandemic.Last week, Newsom announced the shutdown of indoor operations, including beauty services, as COVID-19 cases across the state increased.In the days following Newsom’s order, restaurants were able to move dining outdoors, but barbershops and hair/nail salons were not able to do work outside.During a Monday press briefing, Newsom said the state updated its regulations for barbershops and hair salons for when they are moved outdoors.Some of the guidelines include:-- Face coverings required for employees and customers during service; workers should also have access to face shields, gloves and other personal protective equipment-- Outdoor operations must be under a tent, canopy or other sun shelter as long as no more than one side is closed, allowing sufficient outdoor air movement-- Temperature screenings for employees; screenings recommended for customers upon arrival-- Businesses should confirm customer appointments in advance and ask if a customer or someone in their household exhibits COVID-19 symptoms-- Stagger appointments to reduce customer congestion at business; this will also give business time to clean/sanitize-- Recommended expansion of operating hours to space out customer appointments-- Suspend walk-in visits-- Frequently disinfect commonly used surfaces and workstations-- Clean and disinfect all electrical and non-electrical tools-- Ensure any outdoor shade or outdoor working area has the same ventilation and airflow as the outdoors-- Have designated outdoor area for customers to waitClick here to view the state’s complete guidance sheet for hair salons and barbershops.For nail salons, some of the guidelines for operating outdoors include:-- Clients will be asked to apply hand sanitizer before nail services-- Employees should wear face shield with face covering when performing service on client’s face or neck areas (when he/she is not wearing face covering)-- Clients won’t be allowed to have a manicure and pedicure on the same visit-- Workers must have disposable gloves when performing services-- Businesses will have to evaluate if plastic partitions can be used between employees and clients; implement social distancing of workstationsClick here to view the state’s complete guidance sheet for nail salons and other personal care services, including massage therapy. 2549

(KGTV and AP) -- A Coronado parachutist jumped out of a plane over Normandy Wednesday, just as soldiers did 75 years ago, according to the Associated Press. The parachutists were honoring the airborne soldiers who jumped into gunfire ahead of the June 6 1944 seaborne invasion. 97-year-old D-Day veteran Tom Rice was among the paratroopers who leapt out of planes that day. According to the Associated Press, Rice jumped in tandem Wednesday into roughly the same area he landed on D-Day. “It went perfect, perfect jump,” Rice said following the jump. “I feel great. I’d go up and do it again.”On D-Day, Rice jumped with the 101st Airborne Division, landing safely despite catching himself on the exit and a bullet hitting his parachute. Rice flew down Wednesday with the stars and stripes flag beneath him, landing with loud applause. Other parachutists jumped with World War II souvenirs, some of which were worn by their grandfathers into battle. Rice said following the jump that he feels he represents a whole generation. (KGTV) — An asteroid whizzed by Earth this week closer than our distance from the moon and with enough force to level a city, scientists say.Asteroid 2019 OK careened past our planet Wednesday about 45,000 miles away and inside Earth's orbit with the moon, according to the International Astronomical Union.The asteroid was discovered this week by astronomy teams in Brazil and the U.S. before it made its pass by Earth. It measures an estimated 187 to 426 feet, or 57 to 130 meters, across, enough to be deemed a "city-killer" by scientists. 550

(KGTV) - A new study claims Californians are dishing out extra cash due to the condition of the state's roads while supporters of an effort to repeal the gas tax slammed the study for neglecting to tell the whole truth. The study, conducted by TRIP, claims that driving on California roadways costs motorists statewide an estimated billion per year. The estimate is based on vehicle operating costs as a result of driving on rough roads, time and gas lost due to traffic, and the costs of traffic accidents.The study claims 64 percent of San Diego’s major roads and highways are in either poor or mediocre condition.When it comes to San Diego’s bridges, the study claims 64 of them are deemed structurally deficient and in need of improvement.Meanwhile, supporters of the gas tax repeal slammed the study as being a PR stunt by lawmakers to get more money out of California residents. “Don’t be fooled by a PR stunt by politicians of a few projects being approved in the middle of the Gas Tax Repeal campaign. Only a fraction of the existing gas tax goes to any road projects currently with the rest stolen and wasted by politicians. We could fix all of our roads if we simply allocated 100 percent of gas tax revenues to roads, but the politicians will never do that because this has never been about fixing roads, but rather getting more of your money," said Carl DeMaio, chairman of Yes on 6, a statewide effort to repeal the tax.  1486
