SAN DIEGO (KGTV) -- The San Diego Police Department is looking for 72-year-old Dania Josefina Lopez, a woman who is believed to be missing and at-risk. Lopez was last seen by her family at 9 a.m. on Monday and has not been heard from since. Family members said Lopez suffers from dementia and has high blood pressure. She did not take her medication with her when she left home in San Diego's South Bay area. Lopez is described as 5'2", 150 lbs with brown eyes and gray hair. SAN DIEGO (KGTV) - The record-breaking heat and drought are forcing animals, including coyotes, out of their natural habitats and closer to humans.Krystal Ruiz lost her two dogs, Millie and Pepe, to coyotes last week.“It's sad; it's very sad. I'm just lost for words. I don't know,” said Ruiz.Her friends and neighbors aren’t surprised.RELATED: Escondido man attacked by coyote“They have said they've seen coyotes wandering around. I'm also on the nextdoor app, and they said they've seen coyotes or a friend has seen coyotes snatch a dog and kill it.”Early August is also pupping season when newly-weaned coyotes venture out on their own for food and water.“Just like us, they're trying to find reprieve from the heat. Their figures for 2018 show coyote incidents are down compared to last year. In 2017, there were 142 coyote attacks. More than halfway through 2018, San Diego is on track to stay below that number, with 64 attacks.According to the website, there have been six reported pet deaths this year.“I believe we were getting one to two calls earlier this season. Another recommendation: don’t leave food or water outside your home. Pet owners should also stay alert in the morning and evening when coyotes are especially active. SAN DIEGO (KGTV) -- The San Diego County District Attorney announced Monday that criminal charges have been filed against a former San Diego Sheriff’s deputy accused of fatally shooting a detainee.Former deputy Aaron Russell, 23, is being charged with murder in the second degree after being accused of shooting and killing Nicholas Bils, 36, who escaped from a California State Park Officer’s car outside San Diego Central Jail on May 1. Bils was allegedly running away from officers unarmed when he was shot. He was initially arrested for reportedly threatening a ranger with a golf club at Old Town San Diego State Park.RELATED: San Diego County sheriff’s deputy who fatally shot escaped detainee resigns from department“We reached the decision to file criminal charges following a thorough review of all the objective facts and evidence in this case by specialized prosecutors and investigators in our Special Operations Division,” said San Diego County District Attorney Summer Stephan.“When a life is taken, we must make decisions based in facts and law, and not ones that are influenced by the status of the accused as a peace officer nor the status of the victim. These decisions must be made solely in the interest of justice and not based on favoritism nor public opinion. SAN DIEGO (KGTV) -- Three dogs are getting a second chance at life. Wednesday night they were reunited with a local Marine - after months of being apart. Marine Corps Captain Kyle Watkins has been waiting months to see the dogs he rescued as puppies while stationed in Iraq. Wendy, Hesco and Rooster were flown to the states to be adopted by Watkins and another Marine with the help of SPCA International and Operation Baghdad Pups.Watkins says he couldn't help but feed and care for the dogs, who in turn began to look out for him; their big brown eyes and wagging tails bringing comfort during some rough times. Two of the dogs will stay with Watkins and his wife on their farm in Temecula, the third will be adopted by another Marine.  776

SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure.
