SAN DIEGO (KGTV) – A year-long construction project to improve State Route 163 hit a milestone Tuesday morning with the completion of work on Friars and Frazee Roads.Crews arrived early in the morning, finishing up last minute preps before the big reveal. One noticeably new addition are signal lights put in place to help regulate the flow of traffic. The city also made improvements, like adding lanes on Friars Road. There are four lanes going east and four lanes going west. Changes to the on and off ramps from the 163 onto Friars Road may reduce the confusion and congestion caused by the old traffic pattern. Crews also added sidewalks and clearly-marked bike lanes. “We can separate and have a path for all modes of traffic including foot and bike traffic. So, it will be safer for everyone using Friars Road. It’s a safer facility now that we made these improvements," said a Caltrans spokesperson. The “Open for Business,” ceremony took place at 10 a.m. 969

SAN DIEGO (KGTV) -- A San Diego photographer is searching for a mystery couple seen in a Sunset Cliffs engagement photo.Elmer Rodriguez says he was out for a walk with his kids taking pictures of the sunset in late February. When he looked off to the side, he says he spotted the couple in the distance and decided to capture the special moment. “I decided it’s a good memory and they should have it,” Rodriguez said. But when Rodriguez walked over to meet the couple, he says they vanished. SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week. The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968

SAN DIEGO (KGTV) -- Amid coronavirus fears, retailers in San Diego County and around the world are trimming operating hours to focus on cleaning and restocking. Some stores are even closing until further notice. The shopping frenzy continues as residents prepare to hunker down for weeks at a time. Many not being able to get essentials they so desperately need. "All the toilet papers were gone, and they were limiting the number to one per client," shopper Midori Kato said. Some said they found a way to bypass the chaotic crowds. "Because I live close, like 300 feet from Ralphs, I finally figured out to go at 11:30 or midnight," one man told 10News. But not anymore. Many grocery stores announced they are shortening their operating hours. Von's supermarkets are now open from 7 am to 9 pm. Ralph's parent company, Kroger, announced nationwide, that they will only be open from 8 am to 8 pm to focus on deep cleaning and restocking shelves. Trader Joe's stores began limiting the number of shoppers in their stores. Starting Monday, they will only be open from 9 am to 7 pm. Some shoppers said, instead of rushing into stores and hoarding up supplies, we need to work together. If you have to have a loaf of bread, and your neighbor doesn't have any, give them half," shopper Gloria Mitrovich said. But some companies are not taking any chances and have decided to close their stores entirely. Effective immediately, Apple announced that its retail stores would be closed until March 27, 2020. Nike said beginning Monday, all retail stores outside of Asia would be shut down, also until March 27, 2020. The apparel company, Urban Outfitters, closed all of its stores globally until at least March 28, 2020. They said employees would continue to be paid during the shutdown. However, all three companies said their online stores would remain open. 1861

SAN DIEGO (KGTV) — A UC San Diego graduate is using a technology he created as a student to help avoid crowds during the pandemic. Nic Halverson launched Waitz in 2017, an application that measures and publishes how busy a space is at any given time.Using "Occuspace" sensors plugged into wall outlets, the app uses Bluetooth and WiFi signals to calculate how many people are in the room at a time. Halverson said it does not take any personal data and solely looks at how many devices are present. He said he first thought of the idea as a student who came from a small town of 3,000 people, then was overwhelmed by the crowds of San Diego.“I just turned to my friend and I was like, ‘man I wish we knew how busy every floor was before we came here,’ and that’s when kinda the light bulb went off,” he said.At UCSD currently, the application is used in two libraries, two gyms, and the main food court area. As of the end of August, about a dozen schools across the country will be signed up for the technology, with an anticipated number of close to 60 schools by the spring semester. While it’s useful for students trying to find a study spot, 2020 has changed the need.“We and other people realize that people care about how crowded places are now more than ever and it kinda transformed from being that was just convenient to have, it was nice to know how busy a place was before you went, to something that was more a matter of health and safety,” he said. While UCSD has not announced any plans to incorporate the app in any official coronavirus plan once students return to campus, the technology will still remain live.Halverson said they are currently talking to ski resorts to use the app to publish wait times for ski lines or restaurants, and he hopes it will continue to grow from there.“My dream is one day, you’ll be able to look and see how busy every Starbucks or Chipotle is right there on your phone,” he said. 1935
