ALGIERS, Nov. 3 (Xinhua) -- China's top legislator Wu Bangguo arrived in Algiers on Monday afternoon on a three-day official visit to Algeria. During an informal meeting at the airport with Abdelaziz Ziari, Speaker of the Algerian National Assembly, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the progress of bilateral relations in recent years, saying he felt especially delighted to visit Algeria at the 50th anniversary of the establishment of diplomatic ties. "The purpose of my visit is to further promote the friendship between the two peoples, expand the bilateral cooperation with mutual benefit and strengthen our strategic and cooperative ties to a higher level," Wu told Ziari. BEIJING, Dec. 4 (Xinhua) -- A senior Chinese official said here on Thursday that China and the United States have reached consensus in five major areas to step up energy and environmental protection cooperation during the on-going fifth round of the Strategic Economic Dialogue (SED). Zhang Xiaoqiang, vice minister in charge of the National Development and Reform Commission (NDRC), said the five areas are as follows. First, the SED completed preparations to start cooperation in five areas: electricity, clean water, clean transportation, clean air and the conservation of forest and wetland ecosystems, mapping out plans and roadmaps. China and the United States signed a 10-year energy and environmental protection cooperation framework in June during the fourth SED held in Washington, with these five areas as initial goals. Third, the SED achieved agreement on a framework document for the green partnership project under the 10-year cooperation framework. It will be formally signed by Chinese Vice Premier Wang Qishan and U.S. Treasury Secretary Henry Paulson. Fourth, institutions including China's NDRC and the China Exim Bank, as well as the U.S. Trade and Development Agency and the Export-Import Bank of the United States, will sign a memorandum of understanding on measures to support the 10-year energy cooperation. Fifth, seven eco-partnerships from the two countries will sign letters of intent on cooperation. These agreements include one involving China's southwestern Chongqing Municipality, the U.S. city of Denver and car maker Ford on an electric and hybrid automobile project. The two-day SED, which is to end on Friday, also covers macro-economic risks, trade challenges and the investment environment.

BEIJING, Jan. 15 (Xinhua) -- The global financial crisis is an austere test of the nation and the ruling Communist Party of China (CPC), and every Party member and official should work for economic growth, Chinese Premier Wen Jiabao said Thursday. Wen, a member of the Standing Committee of the CPC Central Committee Political Bureau, said at a Party conference of the central and state agencies, "The world is experiencing the sort of financial crisis that has rarely been seen before, which has seriously affected our economy." He called for confidence to achieve stable and relatively fast economic and social development. He urged all Party members and officials to have a strong sense of responsibility and mission. "Party members and officials must be a model of clean governance," he said. The people's trust needed to be won by sharing their trials. In addition, Wen urged Party members and officials to avoid using public authority for personal interests and privilege. "Be politically staunch, good in work style, and strictly disciplined. Work hard for the people, fulfill your duties, and be honest and clean," the premier said.
BEIJING, Jan. 26 (Xinhua) -- China is to promote the use of energy-efficient and new-energy vehicles in public sector in 13 cities, the Ministry of Finance (MOF) said here Monday. According to a joint statement by the MOF and the Ministry of Science and Technology, the central government will offer one-off subsidy for the purchase of mixed-power, electric and fuel-cell vehicles. The statement said the subsidy will be decided by the gap between the prices of energy-efficient vehicles and automobiles powered by traditional fuel. The program will be put into trial in public transport, taxi industry, postal and urban sanitary services in 13 cities including Beijing and Shanghai. The program is aimed at facilitating the technology upgrading and structural optimization of the automobile industry, said the statement. Local governments should also allocate funds for the building and maintenance of related facilities, said the statement.
BERLIN, Jan. 29 (Xinhua) -- China and Germany have vowed to make joint efforts to stabilize the global economy amid the ongoing financial and economic crisis, said a joint statement issued Thursday. The cooperation between China and Germany, the world's two major export-driven economies, is of special significance for the world's efforts to tackle the financial downturn, said the statement released after visiting Chinese Premier Wen Jiabao's meeting with German Chancellor Angela Merkel. The two sides agreed to strengthen dialogue on economic and trade, currency and fiscal policies and pledged to support each other on their economic stimulus plans based on their own situations, it said. China and Germany have agreed to enhance their comprehensive strategic partnership and cooperation in jointly dealing with the global economic crisis, Wen told a press conference following his meeting with Merkel. The strengthened Sino-German cooperation is of special significance in the context of the current world economic downturn, said Wen. At a forum on Sino-German economic and technical cooperation on Thursday, Wen proposed that in addition to trade in goods, the two sides should expand cooperation in such service sectors as banking, insurance, telecommunications, logistics. European enterprises can absolutely increase their exports of advanced technical equipment, which would overcome the difficulties they are facing currently, but also meet the demand from the Chinese market, said Wen. The Chinese government welcomes German enterprises to play a more active role in promoting technical innovation, upgrading industrial structure, and fostering development coordination in various regions in China. Chinese companies are also encouraged to build manufacturing bases, marketing network, and research institutions, said the premier. Also on Thursday, China and Germany signed six deals, including a memorandum of understanding on the transfer from Germany of parts of the core technologies for the maglev railway projects in China. Other agreements cover cooperation in climate protection, the car industry, construction of Chinese ecological city Xuzhou, and exchanges between the museums of the two countries. Germany is the second leg of Wen's European tour after Switzerland, where he attended the annual meeting of the World Economic Forum (WEF). The week-long trip will also take him to the European Union headquarters in Brussels, Spain and Britain.
