The city is opening a code enforcement investigation into an apartment complex that is made up almost entirely of short-term vacation rentals.The complex, called The Louisiana, is on University Avenue in North Park. A company called Sonder has leased each of its 13 market-rate apartments to rent to visitors (the complex has two affordable units as well). A one-bedroom apartment is listed at 0 per night for a weekend in October. The city made the call after a group called Save San Diego Neighborhoods held a press conference outside the complex Thursday.Board member Brian Curry said this type of business is contributing to the city's supply crunch that pushes up rents. He also questioned whether the complex, permitted as mixed-use apartments, is allowed to be operated more like a hotel. "It is simply wrong to steal housing from our residents to meet the visitor room night demand," said Curry. In a statement before the city announced its investigation, Sonder defended its arrangement with the developer. "Sonder San Diego strictly complies with all local laws and pays all local taxes, period. Contrary to recent false claims, our location on University Avenue is fully licensed, legal and not zoned ‘residential' but for commercial and mixed-use with visitor accommodation allowed by right," the statement said. "We look forward to continuing to grow and give back in San Diego while working with the City on real solutions for affordable housing.”Additionally, the buildings developer said the extra funds from the lease with Sonder is helping to fund other housing construction faster. The county of San Diego is preparing to ask the state for nearly million to repave stretches of hundreds of roads it maintains.The Board of Supervisors could vote Wednesday to seek revenue from the recent gas-tax hike to repair the roads. The roads are in all ends of the county, from Bonita to Alpine to Vista. Jerry Brown signed the billion gas tax hike into law last year. Californians already pay a series of gas taxes ranking among the highest in the nation. The tax hike raised the per-gallon tax by 12 cents last November, with future increases planned. The bill, SB1, also added a 0 fee to the annual registration for electric vehicles, starting with model year 2020."People can't afford it. I'm retired but if you're working and have to commute, I don't think people realize how much of a dent that's going to make," said Vicky Bamburger, a Bonita resident who is supporting an effort to repeal the tax that appears to be headed to this November's ballot.But those who support the increase say fixing the roads will save California drivers from expensive car repairs due to problems like potholes, and save taxpayers from larger repairs later."A small improvement now - if you have a road that needs to be covered - that's going to be so much more cost effective, cost saving in the long run," said Catherine Hill, of the League of California Cities.Local governments have until May 1 to submit their gas-tax revenue road repair requests to the state. The FBI held an unforeseen news conference on Wednesday to say that Iran and Russia have been leading a misinformation campaign ahead of this year’s election.Although the sudden nature of Wednesday’s news conference made the announcement seem urgent, intelligence community officials have been warning of interference by Iran, China and Russia for months.Director of National Intelligence John Ratcliffe said that the countries obtained voter registration information, and then used that data to direct misinformation toward voters. Ratcliffe, along with FBI Director Christopher Wray, would not take any questions.Voter registration information is generally public information. Information like voters’ names, addresses and voting history are generally available nationwide. It is unclear if Iran and Russia received information that is publicly available."We have already seen Iran sending spoofed emails designed to intimidate voters,” Ratcliffe said.Ratcliffe claimed that the emails worked to hurt Trump's campaign, but House Democrat Ted Lieu, a member of the Intelligence Committee, questioned how the emails were intended to hurt Trump's campaign. 1164
