SAN DIEGO (KGTV) - The California Department of Alcohol Beverage Control (ABC) made changes making it easier for businesses to sell alcohol.This week, the agency made major changes allowing restaurants to sell beer, wine and pre-mixed drinks or cocktails for pick-up or delivery as long as it is sold with food and has a secured top.While the changes will help many business owners, some San Diego bar owners say the ABC needs to take a look at other parts of the law as well."I know my seven employees are hurting, and I am too," said Tony Raso of Bar Sin Nombre.Raso said when the statewide order came down to close, he did. He has bar food he can sell, but where his problem comes in is with the beer that's already on tap."My struggle has been with all of the draft beer," he said. "We're primarily a draft house, and most of my money is in draft inventory."According to the ABC's website, restaurants "selling beer, wine, and pre-mixed drinks or cocktails for consumption off the licensed premises may do so when sold in conjunction with meals prepared for pick-up or delivery. Any such alcoholic beverages must be packaged in a container with a secure lid or cap and in a manner designed to prevent consumption without removal of the lid or cap."Raso said while he appreciates the relaxed restrictions, he's still sitting on at least ,000 in kegs he can't sell."Allow us to repackage the beer from the taps," Raso said. SAN DIEGO (KGTV) - The city is running behind on a project to restore an iconic bridge that borders Hillcrest and North Park.Now, people in the area are growing frustrated at the construction on the Georgia St. bridge that's causing traffic delays and drivers to use surrounding neighborhoods as shortcuts."Traffic is very very bad because of te bridge, and I have to go around to buy stuff for my shop, and it's taking me longer to get where I want to go," said Milan Misic, who lives in the area and owns the Balboa Perk coffee and antique shop. The city is restoring the 103-year-old bridge so it can withstand an earthquake. The city broke ground on the million project in July 2016, saying it would take a year. SAN DIEGO (KGTV) -- The County Board of Supervisors voted to temporarily ban the sale of flavored e-cigarettes and combustible tobacco product in unincorporated areas of San Diego.Supervisors Nathan Fletcher and Dianne Jacob, first proposed the ordinance in October in response to the nationwide epidemic of serious lung injuries linked to "electronic smoking devices, the alarming uptake in e-cigarette use by teens, and the terrible toll of combustible tobacco (cigarettes, cigars, little cigars) on San Diegans."There have been a reported 43 cases of vaping-related lung injuries in San Diego County. There haven't been any local deaths, but all patients have had to be hospitalized. Those affected range in age from 17 to 70 years old, according to the county.As stewards of public health, the County has a responsibility to act in the interest of the public health. The ordinances the Board passed today to restrict the sale and use of smoking and vaping products in unincorporated areas of the County will save lives," said Supervisor Fletcher after the ordinances passed. "These actions are a necessary and critical step to protect public health."RELATED: San Diego woman hospitalized with vaping illness warns othersThe ordinance prohibits the sale or distribution in unincorporated parts of the county of e-cigarette devices and flavored smoking products, including bubblegum, mango, creme brulee, vanilla, menthol and mint. “It’s critical that we do all we can now to address this nationwide crisis as health experts work overtime to find out what’s behind it,” said Chairwoman Jacob. “With lives hanging in the balance, doing nothing is not an option.”The board also passed a ban on the sale of flavored tobacco products and a ban on outdoor smoking at restaurants. The proposed policy aims to curb secondhand smoke exposure for restaurant patrons, as well as the service industry employees, by restricting smoking at outdoor areas in unincorporated parts of the county.San Diego is now among the several dozen counties across the state that have passed ordinances prohibiting or restricting the sale of flavored tobacco products.A second meeting on the ordinances will be held on Jan. 28. SAN DIEGO (KGTV) - The family of Kiera Bergman says a recent development in her murder case has left them frustrated and fearful.The 19-year-old woman was missing for weeks before her body was discovered in the desert outside of Phoenix last year. Bergman's boyfriend, Jon Clark, was charged in the murder; but this month, a judge lowered his bond from million to 0,000. RELATED: Friends and family celebrate the life of Kiera Bergman"I fear for my family, I fear for her roommate and any other girls out there that he could have the opportunity to start manipulating," said Kiersten Bragg, Bergman's mother. According to CBS 5 Phoenix, Clark's lawyers argued there's new evidence that might clear him in his trial. They also say that in original court paperwork, police detectives made comments that didn't add up. If Clark does bail out, he'll have to wear an ankle monitor. She's frustrated Clark could potential go home and be somewhat comfortable, while her daughter will never get that chance again. Previous court documents reveal suspicious text messages and Wi-fi records as some of the evidence police used to arrest Clark.
