BEIJING, March 31 (Xinhua) -- China's State Council, the cabinet, has said innovation in science and technology will improve the nation's competitiveness in the world stage.Scientific and technological innovation could solve major scientific and technical issues that concerned the country's overall situation and long-term development, said a statement released after a regular meeting of the State Council Wednesday.During the meeting, an official from the Chinese Academy of Sciences (CAS) delivered a report on the implementation of the "Knowledge Innovation Program" (KIP), which aims to make the academy a world-leading base for scientific research.The program was initiated in 1998 and scheduled to finish in 2010.The government would extend the KIP from 2011 to 2020, the meeting was told.The State Council called for deeper reform of research institutes and improved rewards and restrictions to encourage competition among scientists and researchers and to foster talent.The government planned to develop education programs that were closely related to the innovation drive and strengthen international cooperation, said the statement.Premier Wen Jiabao presided over the meeting.
Taipei, April 25 (Xinhua) -- Signing the cross-Strait economic and trade pact, ECFA, will benefit Taiwan, Taiwan leader Ma Ying-jeou said here Sunday in a television debate.Ma debated with the Democratic Progressive Party (DPP) Chairwoman Tsai Ing-wen during a two-hour televised debate over the economic cooperation framework agreement (ECFA), a free trade agreement the Taiwan authority intends to sign with the Chinese mainland.Taiwan urgently needs a trade pact with China to usher in a golden decade of economic boom, Ma said, accusing DPP of exaggerating the adverse effects of ECFA and manipulating public fear.Lee Tung-Hao, a professor with the National Chengchi University, said there are different voices over ECFA because of public misunderstanding of the pact, but the debate will help build consensus.The ECFA, a priority in cross-Strait relations, is aimed at institutionalizing economic cooperation between the mainland and Taiwan and facilitating and regularizing economic and trade exchanges.
GUANGZHOU, May 27 (Xinhua) -- Thirteen fishermen were confirmed missing Thursday after a fishing boat on the sea near Shantou City of south China's Guangdong Province went missing, a spokesman of the Nanhai Rescue Bureau under the Ministry of Transport said.The spokesman said the boat "Yueyangxi96160" along with several other boats, were being used for fishing on Wednesday afternoon, but was discovered missing when the others returned to port.The bureau sent a search team out at about 4:15 p.m. Thursday after it received an emergency call from the other boats, the spokesman said.The rescue work is ongoing.

BEIJING, May 8 (Xinhua) -- To achieve equitable development globally, China adheres to a principle of "common but differentiated responsibility" on climate change, a senior official said here Saturday.Xie Zhenhua, vice minister of the National Development and Reform Commission (NDRC), made the remarks at the International Cooperative Conference on Green Economy and Climate Change.Xie's comments came a day after Chinese Premier Wen Jiabao said that according to the principle of "common but differentiated responsibility," the international community should further clarify the mandatory reduction targets for developed countries and mitigation actions for developing nations."Developed countries discharged a great amount of greenhouse gases during their industrialization in the previous two centuries. That is the main cause of global warming," said Xie, one of China's leading negotiators for climate change talks. "That's why they should take most of the responsibility to reduce carbon emissions."Developed countries have already overused the earth's atmosphere for emissions, occupying what should be emission quotas for developing countries who are developing to meet their citizens' basic needs, he said."Developing countries are now beginning to industrialize. It is unfair to limit their development," Xie added.Xie said developed countries should transfer environmentally friendly technologies to developing nations and increase their aid to poor nations.Although a challenging task, China was likely to lower its energy consumption per unit of gross domestic product (GDP) by 20 percent at the end of this year compared with the 2005 level, he said.China would work to play a constructive role to promote a successful Cancun conference and further enhance dialogue and cooperation with the international community in terms of tackling climate change and promoting sustainable development of the world, he said.Five months after the Copenhagen talks and seven months before the Cancun conference, Saturday's conference was recognized as a platform to promote the materialization of pledges in the Copenhagen accord and urge for a fruitful Cancun conference.With a theme of "Low carbon, New energy and Sustainable development," the conference was organized by the China Center for International Economic Exchanges.
