(KGTV) — Gov. Gavin Newsom signed a series of bills on Wednesday aimed at reforming the criminal justice system in California.The series of bills signed by Newsom intends to increase oversight of the criminal justice system, amid nationwide calls for police reform. Newsom and advocates hailed the new laws as first steps in reforming policing in the state.“I hope people recognize we’re moving in the right direction, and again I just recognize we have a lot more work to do in this space and we are not walking away from that responsibility,” Newsom said.The bills signed will enact several reforms including:AB-1196: A ban on arm-based grips, including chokeholds that apply pressure to a person's windpipe, and to carotid holds, which slow the flow of blood to the brain.AB-1506: Requiring the state attorney general to investigate fatal police shootings of unarmed civilians.AB-1185: Allowing county supervisors to create oversight board and inspectors general with subpoena powers over independently elected sheriffs.AB-2542: Suspects could be entitled to new trials or sentences if they can demonstrate racial bias played a role in any part of their case.AB-3070: Allowing judges to assess whether lawyers illegally exclude jurors based on their race.SB-823: Will phase out California's remaining juvenile prisons. The state will instead create an Office of Youth and Community Restoration and send grants to counties to provide custody and supervision.Several other measures that would have sought further reforms did not make it past the closing hours of the legislative session last month, including efforts to release police misconduct records, require officers to intervene if they see excessive force, limits officers' use of rubber bullets and tear gas, and end the careers of officers who commit serious misconduct.The Associated Press contributed to this report. 1886

(KGTV) — Even with the opening of "Star Wars: Galaxy's Edge" this summer, Disneyland reported a drop in attendance last quarter.Disney reported the data during an investor's call this week, noting that domestic parks saw a 3% drop in attendance in its third fiscal quarter ending on June 29. However, per-capita guest spending increased 10%, thanks in part to high ticket prices, and spending on food, beverage, and merchandise.Disney added that the lower attendance at Disneyland, specifically, was fueled by fewer annual passholder visits as the park managed the demand for "Galaxy's Edge." RELATED: Disneyland offering annual passholders a 'bring a friend' discountAt Disney World, the company says guests are waiting to visit until after that location's "Star Wars" land opens."There was tremendous concern in the marketplace that there was going to be huge crowding when we open 'Galaxy's Edge.' Iger added that local hotels also increased their prices around that time expecting more visits. The company says decreases in volume and operating income domestically was partially offset by the increase in average per capita guest spending. (KGTV) -- A strong warning from the mother of a La Jolla teenager injured in a deadly car crash on the way to Coachella.10News spoke with Eva Cerciello at the hospital where her daughter is recovering. Doctors have taken out her feeding tube and she is now awake.Sadly, her cousin was killed in the crash while the driver walked away with minor injuries. Cerciello says she’s been relying on prayers and positive thinking for strength.As more San Diegans head to Indio for weekend two of the Coachella music festival,Cerciello has a harsh warning that they shouldn’t put themselves in danger.She nearly lost her daughter last week. “She's like a miracle,” Cerciello said. Manuela Cerciello-Rahbari, 16, suffered severe brain damage when the BMW she was in with her cousin and a friend who was driving veered off the road.They slammed into two trees on I-10, 40 miles away from the festival. “Their main goal was to be there at 7 a.m.,” Cerciello said.They left around 3 a.m., but never made it. “The driver fell asleep while driving. They were both asleep, my niece and my daughter,” she said.Cerciello says she even called to warn them. “If you're tired, you need to stop. You don't keep on going,” she said. “You can’t challenge your body.”Their car was part of a caravan with friends and Cerciello feels peer pressure played a deadly role. “I know the kids were texting ‘speed up, speed up’ because we have all the messages.” Now, she's passing along her own message to other parents and their children.“Parents, they think ‘Don't drink. Don't drive. Don't do drugs…and everything will be fine.’ No, not everything will be fine,” Cerciello said.To be clear.. no drugs or alcohol were involved the crash, but she just wants people to see the reality of poor-decision making-- and says be smart.“You will never have the same life again. Never. Never. Because even if physically you are ok, psychologically you will never be the same.”While Cerciello knows her daughter's future is unclear... “I need to be strong. If I'm not strong, who's gonna be strong?”She doesn't want anyone else to experience her pain. "[If] I can help even one person, I’m good with that.” It’s is an eerily familiar situation for Cerciello.Four and half years ago, her son, Carlo, was also in a major accident and suffered brain damage.He is still in physical therapy today.In the meantime, the family has set up a GoFundMe page to help pay for medical expenses as well as research for brain injuries.
