Conservative Chief Justice John Roberts sided with a ruling that kept abortion clinics open by not requiring abortion doctors to have nearby hospital admitting privileges.The high court already ruled on a similar case out of Texas.“There is a special doctrine called stare decisis, which means when you have a case and it’s like a previous case, look to that previous case and say how did that come out,” said Sanger. “And unless there is a very, very strong reason to change that decision, you follow precedent, you follow what happened the last time this issue came up.”Sanger says enough lower courts have to rule and be split on the decision to make it to the Supreme Court.The Supreme Court would need to decide it wants to take up Roe v. Wade before courts before them. POMONA (CNS) - Pomona police asked for the public's help Thursday evening in identifying an armed robbery suspect believed responsible for at least three recent gas station robberies and other attempted robberies in the city.During these robberies, the suspect walked into the businesses, pulled a weapon and demanded money from a cash register, then ran from the scene, according to the Pomona Police Department.The latest incident occurred Saturday and the suspect got into a fight with the victim and escaped with a large amount of money, police said. The attack was caught on surveillance video at the business, showing the suspect struggle with the victim, before the victim fights him off.The suspect is described as a Hispanic man, approximately 40 years old, 5 feet 6 inches tall and 150 pounds with brown hair and brown eyes and a mustache. President Donald Trump has privately floated the idea of funding construction of a border wall with Mexico through the US military budget in conversations with advisers, two sources confirmed to CNN Tuesday.Trump discussed the idea in a private meeting last week with House Speaker Paul Ryan, a source familiar with the conversations said, as he reviewed the omnibus spending bill, which does not include funding for construction of a border wall. It was not immediately clear how serious Trump was about pursuing this option, but the move would likely face steep hurdles with appropriators in Congress.The idea is Trump's latest attempt to find a way to build the border wall he promised supporters during his campaign as Mexico has dismissed his call for Mexico to fund its construction. Trump has said he would seek that payment in the form of a refund, either through trade negotiations, remittance payments or other means.Congressional budgeting is done with very specific instructions for how dollar amounts are spent. Any repurposing of funds requires express congressional approval, which Trump is unlikely to get. The source noted that additional authorization from Congress would likely be necessary if this option was pursued.A senior administration official confirmed the President has floated this idea, along with others, as alternative ways to pay for the wall."There's a lot of different options we're trying to contemplate. President Donald Trump designated April 2018 "Second Chance Month" in a presidential proclamation on Friday.The proclamation states that during the month of April, the United States will emphasize the need "to provide opportunities for people with criminal records to earn an honest second chance."A bipartisan group of senators, including Democratic Sen. Dick Durbin of Illinois and Republican Sen. Rob Portman of Ohio, introduced a resolution last year to make April 2017 "Second Chance Month" to honor efforts to help those with criminal records become productive members of society. The Senate passed the resolution in April of last year. A similar resolution was introduced by Democratic Rep.
