LOS ANGELES (AP) — The two Southern California desert communities rocked by last week's powerful earthquakes may have sustained as little damage as they did because they have no tall buildings and many of the homes in one are fairly new and were built to stricter earthquake standards.California's Seismic Safety Commission Chairman Michael Gardner said during the agency's Thursday meeting that the tallest building he knows of in the Mojave Desert towns of Ridgecrest and Trona is the three-story Ridgecrest hospital.The region was struck by a magnitude 6.4 earthquake on July 4, followed by a 7.1 temblor the next day.Ridgecrest, whose 28,000 residents include many who work at the nearby China Lake Naval Weapons Center, is about 150 miles (241.4 kilometers) east of Los Angeles.The nearby mining town of Trona, with a population of about 2,000, was harder hit. Commissioners noted many of its buildings are older.Authorities estimated the damage to both towns at about 0 million, although that could go up as buildings continue to be evaluated.Commissioner Kit Miyamoto said that as inspectors entered some buildings they discovered serious damage to ceilings and other areas that they couldn't see from the outside."Three buildings from the exterior appeared to be fine and probably safe for entry, but upon further investigation the roofs had actually collapsed," he said, adding inspectors may find others in that condition.Gardner said commissioners are also waiting for more information from the Naval base, where security is tight.Miyamoto noted that many of Ridgecrest's homes were built in the 1980s and '90s of more earthquake-resistant materials."As we know, newer California houses hold up really well," he said.That was not so much the case in Trona, where many fireplace chimneys collapsed and other damage was recorded.Buildings flooded when water heaters toppled over and ruptured gas lines sparked fires, and roads, highways and sidewalks also buckled.Trona also lost all of its water for several days when a pipeline carrying it from Ridgecrest ruptured. It was restored Thursday, but San Bernardino County spokesman David Wert said a "boil order" remains in place while water lines are being flushed. Meanwhile, free water was being distributed to residents.Other utilities to both towns have been restored, and Gardner said a local assistance center opened in Ridgecrest on Thursday.The commission itself plans to meet in Ridgecrest next month.No one in the area was killed, although authorities believe the quake may have taken the life of a man in the small Nevada town of Pahrump, 180 miles (289.7 kilometers) away.Troy Ray, 55, of Pahrump was killed when his jack slipped as he was working underneath his car. The shaking from one of the quakes felt from Las Vegas to Los Angeles might have caused the jack to slip, although authorities noted they couldn't be sure.Separately Thursday, California Insurance Commissioner Ricardo Lara and California Earthquake Authority CEO Glenn Pomeroy urged residents statewide to consider buying earthquake insurance that they said could be tailored to meet homeowners' and renters' individual needs and pocketbooks.Contrary to some reports, they said the insurance is available everywhere in California. LOS ANGELES (AP) — President Donald Trump does not have to disclose his tax returns to appear as a candidate on California’s primary ballot next spring, the state Supreme Court ruled unanimously Thursday.The law, the first of its kind in the nation and aimed squarely at Trump, violates a specification of the state constitution calling for an “inclusive open presidential primary ballot,” the court said.“Ultimately, it is the voters who must decide whether the refusal of a ‘recognized candidate throughout the nation or throughout California for the office of President of the United States’ to make such information available to the public will have consequences at the ballot box,” Chief Justice Tani Cantil-Sakauye wrote in the 7-0 decision.Trump has broken with tradition among presidential candidates by refusing to disclose his financial information.A U.S. judge had temporarily blocked the state law in response to a different lawsuit, and the high court ruled quickly because the deadline to file tax returns to get on the primary ballot is next week.The state Republican Party and chairwoman Jessica Millan Patterson challenged the bill signed into law this year by Democratic Gov. Gavin Newsom because it singled out Trump.“Today’s ruling is a victory for every California voter,” Patterson said in a statement. “We are pleased that the courts saw through the Democrats’ petty partisan maneuvers and saw this law for what it is — an unconstitutional attempt to suppress Republican voter turnout."The state defended the law, saying release of tax returns gave voters important information to weigh candidates’ financial status.Sen. LONDON (AP) — Some public health experts are criticizing the U.S. for securing a large supply of the only drug licensed so far to treat COVID-19. The U.S. government announced this week that it had an agreement with Gilead Sciences to make the bulk of their production of remdesivir available to Americans for the next three months. A senior lecturer at the University of Sussex called the U.S. agreement “disappointing news." Until now, the California-based Gilead had donated the drug. That ended Tuesday and Gilead has set the price for new shipments. Gilead is allowing generic makers to supply the drug to poor or middle-income countries at much lower prices. 672

  

LOS ANGELES (CNS) - As COVID-19 cases surge, Covered California is urging uninsured residents to sign up for coverage by this Wednesday's deadline."Covered California is a critical safety net to help people get quality health care coverage during the surging pandemic and ongoing recession," said Covered California Executive Director Peter Lee. "With our first enrollment deadline coming up this week, we want to encourage anyone who needs coverage to check out their options and sign up so they can start the New Year with protection and peace of mind."Californians who want their coverage to start on Jan. 1 must sign up by Dec. 30, a deadline that was extended in response to the pandemic. However, the open enrollment period runs through Jan. 31. In either case, consumers will need to pay their first bill when enrolling.More than 1.2 million California residents are uninsured despite being eligible for financial help from Covered California or low-cost or no-cost coverage through Medi-Cal, according to Covered California."Most of the people who are uninsured either do not know they are eligible for financial assistance, or they have not checked recently to see how affordable quality coverage can be," Lee said. "No one should wait to sign up, and we are extending the deadline through Dec. 30 to give all of us more time to spread the word and make sure our family and friends have health insurance during this pandemic."Roughly nine out of 10 consumers who enroll through the Covered California marketplace receive either federal tax credits, state subsidies or both, helping to make health care more affordable. California subsidies benefit nearly 600,000 residents, including thousands who had previously been ineligible for financial help because they exceeded federal income limits.Of those eligible for subsidies, more than half are believed to be Latino, a group that has been disproportionately hard-hit by the pandemic.The average consumer receiving financial help with health insurance paid an average of 7 per month for coverage, with federal and state assistance reducing their costs by 4, according to Covered California.Covered California recently mailed masks to 1.5 million enrollees, and Lee urged every resident to use face coverings."Getting covered with a mask will help protect Californians and their families and friends; getting covered with a health plan will help protect people if they get sick," he said. "Covered California helps you get access to some of the best doctors and health care facilities in the country and provides peace of mind during these challenging times where there is so much uncertainty."The state individual mandate penalty will also return for 2021. Consumers who can afford health care coverage, but choose to go without, could pay a penalty when they file their state taxes in 2022.
