BEIJING, June 26 (Xinhua) -- The headquarters for quake-relief command of the State Council, China's Cabinet, on Thursday called for priority in reconstructing public facilities such as schools and hospitals in the country's southwestern quake-hit region.     At a regular meeting presided over by Premier Wen Jiabao, the headquarters clarified the main tasks of the relief and reconstruction in the quake-hit zone, giving priority to rebuilding and quality of public facilities that were closely related to the lives of local residents. Reconstruction should also pay great attention to the preservation of traditional and cultural relics.     When the local governments help farmers rebuild homes, officials should fully respect their will and mobilize more social aid, as well as governmental subsidies, the headquarters ordered.     It suggested that those involved in the rebuilding of transport, communication, energy and other infrastructure should first resume their operation and properly arrange their location in accordance with local geological conditions. HARBIN, Aug. 30 (Xinhua) -- Top Chinese political advisor Jia Qinglin on Saturday urged new social and economic development in northeast China's Heilongjiang province, in accordance with the country's strategy to revitalize the old industrial base.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the requirement during an inspection tour of Heilongjiang from Aug. 26 to 30. He visited local farms, enterprises and research institutes.     He said Heilongjiang, the country's largest production base of commodity grain, should make more efforts on grain production, by further increasing agricultural input and infrastructure construction. BEIJING, April 24 (Xinhua) -- Chinese Premier Wen Jiabao met here on Thursday with ex-French Prime Minister Jean-Pierre Raffarin, and urged the French government to work with China to put bilateral relations on a healthy and stable track.     Wen said France was the first Western power to forge diplomatic relations with China, and also the first European Union (EU) member state to set up a comprehensive strategic partnership with China.     China valued its friendship with France, which was fostered by leaders of several generations from both nations and by the two peoples, Wen said. He hoped France would work with China to push forward the healthy and stable growth of bilateral ties in line with the principles of mutual respect, equality and mutual benefits.     He clarified the truth behind violent crimes in Lhasa and other places, and stated China's stance on this issue. BUDAPEST, May 8 (Xinhua) -- Jia Qinglin, head of China's top political advisory body, on Thursday met with Hungary's parliament speaker and put forward a package of proposals for further expanding friendship and cooperation between China and Hungary.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), held talks with Szili Katalin, speaker of the Hungarian National Assembly in Budapest Thursday morning.     During the meeting, Jia suggested that the two countries should maintain high-level contact so as to deepen political trust. The two countries should also expand trade and economic cooperation in a bid to promote common development. China will continue to encourage well-established companies to invest in Hungary. It will also adopt effective measures to increase imports from Hungary and encourage enterprises from both countries to carry out active and concrete cooperation, Jia said. BEIJING, May 2 (Xinhua) -- Beijing saw 86 "blue sky" days, or days with fairly good air quality, in the first four months of this year, a sign that years of anti-pollution efforts made by the Olympic host city continue to pay off.     The number of "blue sky" days was 11 more than the same period of last year, according to the Beijing Municipal Bureau of Environmental Protection.     The Chinese capital recorded 67 blue sky days in the first quarter, 12 more than in the corresponding period last year.     Meanwhile, major pollution indices, including concentrations of sulfur dioxide, carbon monoxide, nitrogen dioxide and particulate matters in the air, kept dropping markedly.     Beijing has input 120 billion yuan (17.1 billion U.S. dollars) in improving the air quality in the past years, and the number of "blue sky" days increased to 246 last year from 100 in 1998, when the capital launched the "blue sky" drive.     Meanwhile, Beijing's neighbouring municipality Tianjin, the provinces of Hebei, Shanxi and Shandong, and the Inner Mongolia Autonomous Region are lending a hand to the capital to attain anti-pollution goals. These efforts include closing major polluters, removing outmoded cabs and reconditioning gas stations to capture harmful chemicals.     Beijing aims to have 70 percent of the days up to standard this ear, which meant there should be at least 256 blue sky days.     It has been working to reduce pollution and improve the air quality to ensure a "Green Olympics."     For example, the municipal government cut public transport fares in an attempt to lure local residents out of their private cars, which could cut auto emissions. The city also converted 18,000 outdated coal-fired boilers and installed electrical heaters in 20,000 detached houses, replacing coal-heated devices.     Beijing is also considering traffic controls during the Olympics, in which drivers with even- and odd-numbered license plates, except taxis, buses and emergency vehicles, would only be able to drive on alternate days. Offenders would be fined.     During a test of this proposal conducted from Aug. 17-20, about1.3 million cars were taken off the city roads each day and the amount of pollutants discharged was cut by 5,815.2 tons, according o a report by the Beijing Municipal Bureau of Environmental Protection.
