(KGTV) -- Supporters are defending The San Diego Police Department after a controversial email detailing an incentive-based program was released to Team 10.RELATED:  San Diego Police Chief launches internal investigation into "rewards for arrests" emailTasha Williamson says she is a civil rights activist. She organized the protest outside the Southern Division in Nestor Monday night, but she was far outnumbered by residents and business owners who showed up to support the officers and thank them for their service. RELATED:  Protest planned over controversial San Diego Police Department email"You hear words like quota and you get a little nervous, but I don't, and knowing these police officers, I don't believe for a minute that any of this was racially motivated or supposed to be directed at communities of color. I've been a person of color, I've seen things, they're not happening here," said Jason Wells. Williamson and a handful of other people at the protest are upset about an email sent by a police sergeant to the 90 officers at the Southern Division suggesting a reward based program for drug arrests. Team 10 obtained the email from an officer who wished to remain anonymous out of fears for his job.  According to the email, the officer with the most points would be rewarded with the opportunity to work in a specialized unit for up to a month. The goal was to motivate officers, increase experience and target high-crime areas.  It stated the program was being instituted in Southern Division and is strictly voluntary. It also stated that the program runs from March 1 (retroactive) to April 14.Williamson said the fact the whistleblower felt the need to go to the media, not a supervisor, is another red flag."I'm also concerned that no one else stepped forward out of the 90 officers, only one, and I'm concerned about the culture in the department in how they are really an open door policy," said Williamson.  The anonymous officer told Team 10, other officers were concerned but allowed him to speak for them. Protesters also say "quota systems" breed corruption and target low-income neighborhoods with fewer resources to fight drug problems."I'm concerned that incentive-based programs within internally with the police department would cause corruption and the incentive-based program in low-income communities for drug arrests have primarily been discriminatory," said Williamson.  "Policing should not be a game. It's not fun to arrest people if you want to do a quota, do it on something that can't be transferred from one pocket to another during a stop," said another protester. San Diego's new Police Chief David Nisleit told 10News the program was never authorized or carried out. Chief Nisleit said the email was sent by mistake and retracted within days. The chief said he's launching an internal investigation into why and how the idea was developed.  We asked what happened to the sergeant who sent the email, we are still waiting for a response.Williamson is calling on the chief to meet with her personally, along with other activists, so they can share their concerns.  3243

New charges were filed late Friday against former Trump campaign chairman Paul Manafort in the special counsel investigation.Prosecutors allege that Manafort, with the assistance of longtime business partner Rick Gates, "secretly retained a group of former senior European politicians to take positions favorable to Ukraine, including by lobbying in the United States."The new indictment came less than two hours after Gates pleaded guilty to two criminal charges in federal court and pledged to cooperate with special counsel Robert Mueller's investigation of Russia and the 2016 presidential election.Prosecutors say Manafort orchestrated a group of former European politicians, called the "Hapsburg group," to pose as independent voices. Yet they covertly pushed positions favorable to Ukraine as paid lobbyists. Manafort used offshore accounts to pay the former politicians 2 million euros.Manafort also allegedly used million from an offshore account to fund a report on the trial of a political opponent jailed by his clients. A lawyer involved in the report -- Alex van der Zwaan -- pleaded guilty to lying to investigators earlier this week.The new charges, which sweep up some information Gates has conceded to investigators and other information in charges filed Thursday in Virginia federal court, include money laundering, foreign lobbying violations and making false statements.Manafort has pleaded not guilty and maintains his innocence.Gates admitted in a guilty plea Friday that he and Manafort had sent letters to the Justice Department in November 2016 and last February that falsely asserted they hadn't lobbied on behalf of Ukraine in the United States. New technology could be the way guns are made, and you can use it right in your own home.Starting this week, Americans can start legally downloading instructions on how to use a 3D printer to make their own gun. The guns cannot be traced and there’s no background check required.“This is building a gun in your home by pressing a button, says David Chipman, a former ATF Special Agent and an advisor to the Giffords Law Center to Prevent Gun Violence. “That’s an entirely different thing from past technologies.”  Chipman says he worries about the future and 3D guns getting in the wrong hands.“Although the threat might not be immediate, next month, five…10 years, it could really change the landscape on how criminals and terrorists get guns,” Chipman says.But the NRA points out there are laws that prevent violent criminals from even having a gun. 869

NEWPORT BEACH, Calif. (AP) — Prosecutors added criminal charges involving five additional victims Wednesday in the case of a California surgeon and his girlfriend who were previously charged with drugging and sexually assaulting two women.The Orange County district attorney's office said the additional charges include kidnapping and rape by use of drugs.The new charges accuse Dr. Grant Robicheaux of sexually assaulting five additional women. His girlfriend, Cerissa Riley, is now charged in three additional assaults. Details were not immediately released.Robicheaux, 38, and Riley, 31, appeared in court and pleaded not guilty to all counts. A judge ordered their bail to be raised to million each, up from 0,000 each.Robicheaux once appeared in a reality TV show called "Online Dating Rituals of the American Male."When the pair was originally charged last month, prosecutors said they received leads to more than a dozen possible additional victims.Authorities said the two initial victims met Robicheaux and Riley at social events in Southern California, where they became intoxicated and ended up at Robicheaux's apartment.Robicheaux could now face a term of more than 82 years to life in prison if convicted. Riley could face 63 years to life in prison if convicted.Both had friends and family who walked up and hugged them during a break in the courtroom proceedings. During a bail discussion, Riley turned to see them in the gallery and fought back tears.
