CARLSBAD, Calif. (KGTV) -- Several activist groups will gather outside the Carlsbad Police Department on Thursday, demanding change following a controversial encounter between an African-American man and Carlsbad officers last month.The group will release details on a meeting they had with the Assistant Chief of Police for the City of Carlsbad, Mickey Williams. The meeting was organized to address the use of force and arrest of a Black man by officers on June 11.The police department previously released a video that juxtaposed three camera angles of the confrontation with the Marcel Cox-Harshaw.RELATED: Police release body camera footage amid public concerns over officer misconductA witness' phone shows officers using a Taser on Harshaw and pressing his head into the pavement. Two other videos from police body cameras show officers meeting paramedics who were called out to a report of a man face down on the sidewalk. Police say that while medics evaluated Harshaw, he became agitated, yelled profanities and began walking quickly toward them.The department says that officers feared for the medics' safety, so they reached out and told Harshaw to stop, but he continued to yell as they tried to cuff him.Officers reported that they then used a Taser to subdue him after he continued to yell, struggle, turn and pull away.Activists dispute the department's account of the night, and they are asking the department to create an oversight board that would include community members, as well as review its de-escalation policy. 1545
Caesars Entertainment Corporation announced plans Wednesday to bring a non-gaming Caesars Palace resort to beach-front property along the coast of Puerto Los Cabos, Mexico. The 0 million luxury beachfront hotel will be developed by Grupo Questro. Caesars Entertainment will manage the property and receive a licensing and management fee. It is set to break ground in early 2019. The non-gaming luxury beachfront hotel will feature 500 rooms and suites, a 40,000-square foot convention center, a 25,000-square foot full-service spa, three fine dining restaurants, an array of amenities including an entertainment venue, pools, cabanas, fitness center, tennis courts and access to the two signature golf courses. The beach-front property will be situated in the Puerto Los Cabos Tourist Corridor and the San Jose del Cabo resort city on the southern tip of the Baja California peninsula.The announcement of the Puerto Los Cabos project follows last week’s announcement that Caesars Entertainment will manage two luxury hotels and a beach club at Meraas’ Dubai-based Bluewaters Island development. In late 2018, Bluewaters Island is expected to become home to Caesars Palace Bluewaters Dubai and Caesars Bluewaters Dubai -- both of which will represent Caesars Entertainment’s first non-gaming resorts. Charges have been dropped against the man accused of criminal homicide in the Opry Mills shooting.Chaos ensued when 22-year-old Justin Golson?shot at?22-year-old?Demarco Churchwell, who was taken to Skyline Medical Center in critical condition where he later died.Immediately after the shooting, Golson ran from the mall to a ticketing booth outside, placed his gun on the counter, and told the people inside to call 911. He told detectives he acted in self-defense after being threatened over social media by the victim and his friends.The mall was evacuated as police secured the area and investigated the incident.Court records show Golson's charge of criminal homicide was dismissed on Monday, July 30. 729
