SAN DIEGO, Calif. (KGTV) -- A 64-year-old man is recovering after he was beaten in Kearny Mesa by a group of street racers so severely he had a brain bleed and fractured disk. "I felt my RV jostling around, like maybe they were standing on my bumper, so I got out and went around back to look and I look up and someone's standing on my RV," said the victim, who did not wish to be identified.Police said the beating happened on June 28 around 9:30 p.m. A group of street racers arrived in the area for an apparent “meet up” and gathered into a large group. Multiple vehicles arrived at the location and began doing “burn-outs” in the street. Some members of the group climbed on top of the victim’s RV. When the victim walked out of his vehicle to confront them, three of the men attacked him. Another man stole the man's phone from his pocket as he was lying on the ground unconscious. "The last thing I remember is one of his buddies jumping out and I don’t know what happened after that; I probably got hit from behind."The suspects fled the area in a grey, possibly 2003 Audi A4 sedan. The man was left lying in the street. Employees from a nearby business ran out to help him and called an ambulance. San Diego County Crime Stoppers along with investigators from the San Diego Police Department’s Eastern Division are asking for the public’s help in identifying and locating the attackers. SAN DIEGO (KGTV)- Unlike many of its neighboring communities, San Diego’s Midway District does not have any tall skyscrapers. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319

It's a saying at the heart of a new experiment called itsblackandwhite.us.Ryan Berman, along with Ahab Nimry and several other marketing and advertising agency representatives say they wanted to figure out how to start a constructive conversation about things like race, implicit bias and equity."For one, getting perspective and understanding a bias you might have because you can't do anything about it if you can't spot it," said Berman.So they came up with a 10 question, online survey that asks things like, "Do you believe hard work puts you on your path for a promotion?Do you have a close friend that is black?""We're not trying to nudge you one way or the other, we're just trying to say hey pick a side lets start talking and work this out," explained Nimry.At the end, you get to see how other people responded and access links to learn more, donate to civil rights organizations, even register to vote.The creators say the idea is to share what they learn and then take all that data and develop a sort of "seal of approval" for consumers to know how different companies stack up."Launching almost a diversity/inclusion certification for organizations," said Berman. "It's not about calling out companies. SAN DIEGO (KGTV)-- Three healthcare-related offices were burglaries early Thursday morning, where criminals got away with cash and prescription pills. At 2:00 am, San Diego Police Officers arrived at the Cos-medic Inc. Plastic Surgery Clinic in Bankers Hill, to find a smashed glass window. They said burglars got away with an unknown amount of money. At 4:15 am, dispatchers sent officers to the Kaiser Permanente Pharmacy in Clairemont Mesa, after the front door was broken in. Nothing was taken. Just 20 minutes later, police said criminals shattered the back glass window at the Carmel Valley Pharmacy. The owners immediately contacted the local Drug Enforcement Administration (DEA) to notify that the burglars took 600 tablets of Adderall, worth up to ,000 in street value. "This is one of the drugs we see that are highly abused by high school and college students...What they perceive to be a study-aid," DEA Special Agent in Charge, Colin Ruane said. The Schedule-2 narcotic often lands in the hands of our youth, which can have deadly consequences. "In this country, we lose 70,000 people who die of drug overdoses every year," Special Agent Ruane said. "This is just another symptom of the major problem and the major addiction issue we have in the country. They wouldn't be stealing these drugs if there wasn't somebody willing to buy them."San Diego police said there appeared to be no connection between the burglary at the plastic surgery office and the others. However, after our inquiry, the Department said they are working with the DEA to look for a possible connection between the two pharmacy burglaries. They are also helping the owners get back on their feet."We will give them suggestions on additional security measures, make sure they are in compliance," Special Agent Ruane said. SAN DIEGO, Calif (KGTV) - New recommendations aim to help the thousands of teenagers living with depression who are suffering in silence. The American Academy of Pediatrics released new guidelines for primary care doctors to screen young people. They say 2 out of 3 depressed teens are not being identified by their doctors and not getting the care they need. One survey doctors can give to patients is just two questions, another is nine. The purpose is not to establish a final diagnosis but rather screen for depression in a "first step" approach. San Diego Pediatrician Jaime Friedman believes it's a positive step to help young people and that it will be fairly easy to incorporate into visits. She will soon be using tablets on which parents and teens can answer questions related to their visit, they'll also be able to conduct the depression screening on them. Doctors are also being advised to talk to families about safety plans, removing lethal medications or guns from the home to prevent suicide. The AAP recommends young people get screened at least once a year starting at age 12.  1144
