LOS ANGELES (AP) — A new rule approved by the California Horse Racing Board means jockeys competing in the state won’t be allowed to strike a horse more than six times during a race and then only in an underhanded position. The rule would allow no more than two strikes in succession using whips that must meet new board standards to soften the blows. The board voted 4-2 to approve the rule. Live music might feel like a thing of the past, but venues and event organizers are working on ideas to bring it back sooner rather than later in the age of COVID-19.Ticketmaster says it has been working with event organizers and venues to navigate how they plan to admit fans to live sporting events and concerts once a vaccine is released.On Wednesday, Pfizer updated its vaccine efficacy, saying it is 95 percent effective and is seeking clearance soon. Earlier in the week, Moderna announced its vaccine also was 95 percent effective.Ticketmaster says it has discussed the idea of using a person’s vaccine status as a possible barometer of protection for admittance into events. In an email, the company said, “In short, we are not forcing anyone to do anything. Just exploring the ability to enhance our existing digital ticket capabilities to offer solutions for event organizers that could include testing and vaccine information with 3rd party health providers. Just a tool in the box for those that may want to use.”Here is how Ticketmaster says it might work: People who wanted to attend an event would upload their vaccine status through an app that connects to a third-party health care provider. That company would store the information and keep all other details private, abiding by HIPAA laws, according to Ticketmaster. That provider would then mark that person’s status so they could present their digital ticket along with their vaccine status at the event.Ticketmaster says this would not be mandatory, noting “Ticketmaster does not have the power to set policies around safety/entry requirements, which would include vaccines and/or testing protocols. That is up to the discretion of the event organizer. Ticketmaster continues to work with event organizers on all COVID safety measures and it will be up to each event organizer to set future requirements, based on their preferences and local health guidelines.” 1941

  

LOS ANGELES (AP) — A homeless man is facing a murder charge in what authorities say was a random attack on a California father, who was stabbed in the neck as his 5-year-old daughter sat on his lap in a crowded beachside steakhouse.Jamal Jackson, 49, was charged with first-degree murder in the death of 35-year-old Anthony Mele. He was being held in Ventura County jail on a .5 million bail. It was unclear Saturday if he had an attorney to speak on his behalf.Mele and his wife were eating dinner with their daughter Wednesday at Aloha Steakhouse in Ventura. The girl was sitting on her father's lap when prosecutors say Jackson walked up and stabbed Mele in the neck.Prosecutor Richard Simon said patrons and a restaurant employee followed Jackson out of the restaurant, even though he still had the knife. They kept track of him until police arrived and arrested him.Mele was taken to a hospital and died Thursday after being taken off life support."It's horrible," Simon said. "You don't think you're going to be killed when you go out to dinner at a nice restaurant with your family and you didn't do anything."Simon said the two men had not interacted before the attack."He was just sitting there with his daughter in his lap," Simon said. "You're not supposed to die that way."Mele's loved ones started a GoFundMe page to help raise money for a funeral and to support his wife and daughter.Mele's Facebook page was filled with photos of his daughter and said he was a manager at an AT&T store.Police confirmed Saturday that a bystander reported a man who turned out to be Jackson for disruptive behavior several hours before the stabbing.According to the bystander, a man was yelling on the promenade not far from the restaurant about three hours before the attack.Patrol officers were out on other calls so command center staff monitored the man — who turned out to be Jackson — via a pier security camera system for more than 20 minutes before determining he didn't seem to be a threat, police said.Police are asking anyone who spoke with Jackson during that time to contact investigators.The killing prompted the Ventura City Council to increase police patrols in the area and add staff members to monitor security cameras, among other measures."We are extremely disheartened and infuriated by this criminal attack," Mayor Neal Andrews said in a statement. "We will not tolerate this in our community. Nothing is more important than the safety of our visitors, residents and businesses."If convicted, Jackson faces up to 55 years in prison. LOS ANGELES (AP) — U.S. authorities allege that Mexico's former defense secretary helped smuggle thousands of kilograms of cocaine, heroin and other drugs into the United States in exchange for bribes.Court documents unsealed Friday in New York alleged that Gen. Salvador Cienfuegos Zepeda acted on behalf of the H-2 cartel while defense secretary from 2012 to 2018 under former President Enrique Pena Nieto.The post positioned Cienfuegos as a critical figure in efforts by Mexico and its allies to combat drug trafficking.He was being represented by a public defender, who did not respond to an Associated Press request for comment.His personal attorney was en route to Los Angeles, where Cienfuegos was arrested Thursday. 731
